Internal and External Evaluation
Presented by,
Conducting an evaluation for a programme or project is one of the best things any
developmental organizations look forward to especially if there is an optimistic
sense that good results were achieved. You have to admit however, that most of the
times an evaluation will always be a really tense moment for all programme or
project staff. Whatever the case, evaluations have a very unique purpose in the
project or programme cycle which should never ever be ignored.
एक कार्यक्रम र्ा परिर्ोजना के लिए एक मूलर्ाांकन का सांचािन किना सबसे अच्छी चीजों में से एक है जो लकसी भी लिकासात्मक
सांगठन लिशेष रूप से आगे देखते हैं र्लद कोई आशािादी भािना है लक अच्छे परिणाम प्राप्त हुए हैं। हािााँलक आपको र्ह स्िीकाि
किना होगा लक अलिकाांश मूलर्ाांकन हमेशा सभी कार्यक्रम र्ा परिर्ोजना कमयचारिर्ों के लिए िास्ति में तनािपूणय क्षण होगा। जो भी
हो, मूलर्ाांकन का परिर्ोजना र्ा कार्यक्रम चक्र में एक बहुत ही अनूठा उद्देश्र् है लजसे कभी भी अनदेखा नहीं लकर्ा जाना चालहए।

INTERNALEVALUATION
This is an evaluation that is carried out by someone who is ( or was ) not
directly involved in then development or operation of the system being
evaluated, i.e., by someone from out with the project team. र्ह एक मूलर्ाांकन है जो
लकसी ऐसे व्र्लि द्वािा लकर्ा जाता है जो (र्ा था) सीिे उस प्रणािी के लिकास र्ा सांचािन में शालमि नहीं है
लजसका मूलर्ाांकन लकर्ा जा िहा है, अथायत, परिर्ोजना टीम के लकसी व्र्लि द्वािा।
EXTERNAL EVALUATION
▪ They increase the credibility of thefindings.
▪ They can look at the project with a “ Freshstyle”.
▪ Having an external evaluator can help keepstaff and evaluator roles well defined.
▪ More likely to be impartial.
• लनष्कषों की लिश्वसनीर्ता बढाते हैं।
• िे इस परिर्ोजना को "ताजा शैिी" के साथ देख सकते हैं।
• बाहिी मूलर्ाांकनकताय होने से कमयचारिर्ों औि मूलर्ाांकनकताय भूलमकाओां को अच्छी तिह से परिभालषत िखने में मदद लमि सकती
है।
• अलिक लनष्पक्ष होने की सांभािना है।
External evaluation - Advantages
▪ External evaluators do not always understand implementation issues
and may create evaluation plans that are not realistic.
▪ External evaluations can be expensive.
▪ बाहिी मूलर्ाांकनकताय हमेशा कार्ायन्िर्न के मुद्दों को नहीं समझते हैं औि मूलर्ाांकन र्ोजनाएां बना सकते हैं जो
र्थाथयिादी नहीं हैं।
▪ बाहिी मूलर्ाांकन महांगा हो सकता है।
External evaluation - Disadvantages
• बाहिी मूलर्ाांकनकतायओां को पृष्ठभूलम ज्ञान (उनकी मूलर्ाांकन लिशेषज्ञता से पिे) आिश्र्क नहीं है।
• बाहिी मूलर्ाांकनकताय की क्षमता का पता िगाना मुलश्कि हो सकता है।
• External evaluators do not necessarily have background knowledge
(beyond their evaluation expertise).
• It may be difficult to ascertain the competence of the external
evaluator.
▪ Immediate technical assistance can be provided because the
evaluator is on-site.
▪ Internal evaluator is more integrated in to the process and the team.
▪ Typically less expensive.
▪ The internal evaluator has first hand knowledge of the organization’s
philosophy, policies, procedures and management.

Internal evaluation - Advantages
▪ With more than one role in the project, it may be difficult at times for
an on-staff evaluator to give the appropriate time and attention to
eitherrole.
▪ It may be misused by teachers.
▪ परियोजना में एक से अधिक भूममका होने के कािण, ऑन-स्टाफ मूलयाांकनकर्ाा
के मिए कई बाि उधिर् समय औि ककसी भी भूममका पि ध्यान देना मुश्ककि हो
सकर्ा है।
▪ मिक्षकों द्वािा इसका दुरुपयोग ककया जा सकर्ा है।
Internal evaluation - Disadvantages
• र्ह बाहिी पिीक्षाओां को प्रलतस्थालपत नहीं कि सकता है।
• आांतरिक मूलर्ाांकन से सांबांलित कई गलतलिलिर्ों को किने के लिए बहुत समर् की आिश्र्कता होती है।
• It cannot replace external examinations.
• It requires a lot of time to undertake several activities related to
internal evaluation.
• Internal evaluation is the process of assigning staff members in an
organization to conduct an evaluation of programmes or projects
being implemented by the same organization. In short, this evaluation
is done by staff members for the organizations.
• आांतरिक मूलर्ाांकन एक सांगठन में कमयचारिर्ों के सदस्र्ों को एक ही सांगठन द्वािा कार्ायलन्ित लकए जा िहे
कार्यक्रमों र्ा परिर्ोजनाओां का मूलर्ाांकन किने की प्रलक्रर्ा है। सांक्षेप में, र्ह मूलर्ाांकन कमयचािी सदस्र्ों द्वािा
सांगठनों के लिए लकर्ा जाता है।
Difference between Internal and External
evaluation and their benefits
• बाहिी मूलर्ाांकन में एक बाहिी सिाहकाि र्ा लिशेषज्ञ का अनुबांि शालमि होता है, जो लकसी सांगठन का कमयचािी नहीं होता है।
ज्र्ादाति मामिों में, र्ह आमतौि पि लिलभन्न कािणों से लिकास सांगठनों का चर्न किने के लिए होता है। इस तिह के मूलर्ाांकन
की कभी-कभी बहुत महांगा होने के लिए आिोचना की जाती है औि ज्र्ादाति बाि
• मूलर्ाांकनकताय सांगठन को पूणय रूप से नहीं समझता है।
• External evaluation involves contracting an external consultant or specialist to
carry out an evaluation who is not an employee of an organization. In most cases,
this is usually what developmental organizations choose to go for due to various
reasons. Evaluations like this are sometimes criticized for being too expensive
and most times the
• evaluator doesn’t understand the organization to the full.
• The role of these evaluations as part of an overall quality assurance system is no east
matter. Education policy makers in various countries across the globe are currently
struggling with this problem. Questioning existing practices and looking for possible
alternatives often seems only to leave us with yet more questions. After having this brief
understanding of the two kinds of evaluations, we can make the final decision. We
should remember that both have their benefits and remember both can actually provide
the information we are looking for.

लनणयर् िे सकते हैं। हमें र्ाद िखना चालहए लक दोनों के अपने फार्दे हैं औि र्ाद िखें लक दोनों िास्ति में िह जानकािी प्रदान कि सकते हैं
लजसकी हम तिाश कि िहे हैं।

Conducting an evaluation for a programme or project is one of the best things any developmental organizations look forward to especially if there is an optimistic sense that good results were achieved. You have to admit however, that most of the times an evaluation will always be a really tense moment for all programme or project staff. Whatever the case, evaluations have a very unique purpose in the project or programme cycle which should never ever be ignored. एक कार्यक्रम र्ा परिर्ोजना के लिए एक मूलर्ाांकन का सांचािन किना सबसे अच्छी चीजों में से एक है जो लकसी भी लिकासात्मक सांगठन लिशेष रूप से आगे देखते हैं र्लद कोई आशािादी भािना है लक अच्छे परिणाम प्राप्त हुए हैं। हािााँलक आपको र्ह स्िीकाि किना होगा लक अलिकाांश मूलर्ाांकन हमेशा सभी कार्यक्रम र्ा परिर्ोजना कमयचारिर्ों के लिए िास्ति में तनािपूणय क्षण होगा। जो भी हो, मूलर्ाांकन का परिर्ोजना र्ा कार्यक्रम चक्र में एक बहुत ही अनूठा उद्देश्र् है लजसे कभी भी अनदेखा नहीं लकर्ा जाना चालहए। About Evaluations….

  • 11. • Internal evaluation is the process of assigning staff members in an organization to conduct an evaluation of programmes or projects being implemented by the same organization. In most cases, this is usually what developmental organizations choose to go for due to various reasons. Evaluations like this are sometimes criticized for being too expensive and most times the • evaluator doesn’t understand the organization to the full.
  • 13. • The role of these evaluations as part of an overall quality assurance system is no east matter. Education policy makers in various countries across the globe are currently struggling with this problem. Questioning existing practices and looking for possible alternatives often seems only to leave us with yet more questions. After having this brief understanding of the two kinds of evaluations, we can make the final decision.
