Operation “Blue Star” is the only event in the history of Independent India where the state went into war with its own people. Even after about 40 years it is not clear if it was culmination of states anger over people of the region, a political game of power or start of dictatorial chapter in the democratic setup.
The people of Punjab felt alienated from main stream due to denial of their just demands during a long democratic struggle since independence. As it happen all over the word, it led to militant struggle with great loss of lives of military, police and civilian personnel. Killing of Indira Gandhi and massacre of innocent Sikhs in Delhi and other India cities was also associated with this movement.
2. (INTRODUCTION)
• NPE was first started in (1968) under prime minister ship
of Indira Gandhi, (To improve the educational scenario.)
• NPE (1986) was formed after (5yr) review of National
Policy of Education (1968).
• Reviews takes place in every (5yr) of this NPE 1968). In
order to bring new policies.
• As a result of review National Policy of Education 1986,
was formed under the prime minister ship of Rajiv
Gandhi in order to democraticize the education criteria
system.

• The reason behind the NPR(1986) was to
democratize education.
• Even (NPE 1986) was again reviewed by “ Acharya
Ramamurti” committee in 1990 and submitted report
in 1992 and it was called (POA 1992).

• This policy recommend that child centered approach

• Giving Non –Formal education for drop outs,
working children's and Girls who do not attend the

multiple aptitude to be provided with opportunities to
