For this updaterecommendation,detaineeis assessedasa commanderin the Taliban. He
waspart of a specialTaliban 40-manunit that was formed in November 2000. This unit was
taskedwith conductingAnti-CoalitionMilitia (ACM) andassassinationoperationsagainst
high-levelinterimAfghan governmentofficials andUS/CoalitionForces.It is assessedthis
detaineeis a MEDIUM risk, ashe may posea threatto the US, its interestsandallies.
4. (S//NF) Detainee Background Summary: Unlessotherwisenoted,thefollowing
paragraphsarebasedsolelyon thedetainee'sstatements.
a. Prior History: Detaineehasno formal educationbut learnedto readandwrite while
servinga two-yearmandatorytour in theAfghan army from 1978-1980.During his tour of
duty,the SovietsinvadedAfghanistanin 1979. Detaineecompletedhis two-yearobligation
andservedan additionaltwo monthsbecauseof the invasionby the SovietUnion. Detainee
returnedto his hometownin hopesof farming his land.
b. Recruitment and Travel: Threedaysafterreturninghome,anAfghan army
commandertold detaineeto return to the fighting. Detaineedid not showthe commanderhis
certificateof dischargefrom the army in hopeshe could againjoin the army; instead,the
detaineetold the commanderthat he hadrun away from the army. Detaineewasnot allowed
to fight for the Afghan army ashe hadhopedbut instead,he hadto fight with the less
organizedMujahadin.
c. Training and Activities: DetaineefoughtunderSaydOmarwho commandedfifty
Mujahadin. DetaineeservedunderOmar for about ayear, fighting for 10daysthenreturning
homefor 10daysto farm. WhenOmardied,theorganizationfell apart. Omar'sbrother
becamecommander,but he did a poorjob. Then GhomandanAmir (commanderAmir)
becamethe commander.Amir waskilled in a fight againstGeneralDostam'sforces. While
Rabanniwasthe leaderof Afghanistan,Amir commandedmany soldiersincluding the
detainee.Later,Amad ShahMassoudselecteddetaineeto command2T0to 300 soldiers.
The Taliban capturedKonduz andimprisonedthe detaineefor four or five days. Arib Khan
andCommanderPaghirequestedandobtaineddetainee'sreleasefrom the Taliban. The
Taliban told the detaineeto recruit andlead 10mento fight for their movement. Detainee
recruited l0 men, but the Taliban did not trust him andarrestedhim again. Detaineewas
takento theTalibanIntelligenceCenterfor 18days. Detaineewasthensentto his hometo
farm his land.
d. Capture Information: DetaineeheardtheUS would bombAfghanistanafterthe 9/11
attacksandwas happy. Detaineeandthe men he commandedfought for Matalebi againstthe
Taliban. After Konduz andthe TakharProvince,AF, were undercontrol of the Northern
Alliance, detaineesurrenderedhis weaponsandwent hometo farm his land onceagain. On

machinegun andmortar, which the detaineestatedwerenon-functional. Detaineewastaken
to BagramAirbasewhereAMF soldiersturnedhim overto coalitionforces.

o Detaineeis a Taliban sub-commanderfor a special40-manunit that was formed in
earlyNovember2001andfundedby Al-Qaidato providesecurityfor high-levelAl-
QaidaandTalibanpersonalities.This unit wasalsotaskedwith conductingAnti-
CoalitionMilitia (ACM) andassassinationoperationsagainsthigh-levelinterimAfghan
governmentofficials andUS/CoalitionForces.
o Hashim,US9AF-000850DP(ISN 850),identifiedthedetaineeasa sub
commanderin a 40-manunit.
' ISN-850 statedthat the detaineeat onetime wasputting togethera teamto
hijack intemational aircraft belongingto the United Nations. His intent wasto
blow theplaneup usinga suicidebomber. ISN 850statedthe closestairportto
thedetainee'sregionwasin Konduz,AF. ISN 850statedthatthe detaineeviewed
membersof the United Nations on the samelevel asUnited Statespersonnel.

(meaninguncle) in Afghanistan. The pronunciationchangedto True Commander
after arriving at GuantanamoBay, Cuba.
o ISN 850 statedthat the detaineehadbeentrained in tanks,light weapons,machine
guns,andmissiles.
o During oneconversationbetweendetaineeandISN-850,detaineewasquotedas
saying,"I would not be hereif I didn't fight againsttheAmericans"he continued,
"my fateis in God'shands."

o During the September2001timeframe,detaineewasa sub-commanderfor 150
Talibanregularsandconscriptedinto a Talibantrainingschool/stagingarea.
o AiysanAllah akaEhsanullah,US9AF-000523DP(ISN 523),identifiedthe
detaineeasthe commander-in-chargeof theTalibantrainingschoolat Baglem,
outsideof Kabul andalsohis immediateTalibancommander.ISN 523alsoidentified
the detaineeascommandingover 150Talibansoldiersin Kabul in September2001.
o ISN 523 statedthat detaineewasunderthe commandof Abdul Baqi andthat
Taliban soldiersstagedout of the training schoolto the frontlines againstthe
NorthernAlliance.
o Detaineeadmittedhe was a Taliban commander. Detaineeadmittedto leading
approximately10soldierswhile underthedirectcommandof Abdul Baqi for about
4-5 monthsprior to the fall of theTaliban. (AnalystNote: This duty may havebeen
dueto increasedrecruitmentjust prior to the 9/11 attacks.)
c. Detainee's Conduct: Detaineeis assessedasa LOW threatfrom a detention
perspective.Detainee'soverallbehaviorhasbeencompliantandnon-aggressivein nature.
Detaineehasshowntwenty-four pastactionsthat indicatehis lessthan socialnature.
Detainee'slastReportof DisciplinaryInfractionoccurredon 1012812004,but hasreceived
two IRFs sincehis time in GTMO. The detaineeis currentlyin Yankeeblock, in Camp4, is
at a Low Risk level, andhasbeenat rewardlevel onefor four hundredandfifty-two days,
which indicatesavery compliantbehaviorpattem.
