placementandaccesswith local andprovincial officials. It is assessedthis detaineeis a

4. (S//NF) Detainee Background Summary: Unlessotherwisenoted,the following
paragraphsarebasedsolely on the detainee'sstatements.
a. (S) Prior History: Detaineeservedin thejihad againstthe Soviets. Detaineeciaimed
no prior military service,exceptfor his experiencein the Sovietjihad.
b. (S//NF) Training and Activities: Detaineeclaimedto be a carpenterby trade. He
servedwith theNorthern Alliance during the Rabbanipresidency. Detaineeclaimednot to
be Taliban, but admitsto being a former memberof the Jama'atUl-Dawa Al Qurani (JDQ).
Accordingto a formermemberof theJDQ,Abdul RahimMuslimdost,US9AF-00561DP
(ISN 561),the JDQ is anIslamicextremistgroupwith tiesto Pakistan'sInter-Services
IntelligenceDirectorate(ISID) andthe SaudiRedCrescentSociety(SRCS). Detaineealso
servedasdistrict managerfor the Pashaddistrict, Konar province,AF andbodyguardfor Jan
DaanKhan, the former governorof the Konar Provinceafter the fall of the Taliban.
c. (S//NF) Capture Information: On 02May 2003,afteranunidentifiedperson
identified detaineeasbraggingthat he fired missilesat the baseat MSS Asadabad,AF,
OperationDetachmentAlpha 316 (ODA 316)capturedhim athis housealongwith his
neighborIshmal Gul. No weaponswere found; however,numerousdocumentswere
recoveredindicating the detainee'sties to the Taliban. DetaineeandIshmal Gul were
transportedto MSS Asadabad. He wasthentransferredto BagramAirbase. (Analyst Note:
ODA 316is a teamcomprisedof specialforcessoldierswhosegoalwasto capturehigh
valuetargets.)

indicating links to the Taliban regime. It is assesseddetaineeknew a numberof Taliban
govemmentofficials who arealsonow part of the currentKonar government. Detainee
is familiar with the placementof weaponscacheswithin the Konar province.
o (S/AIF) An unidentified sourceidentified detaineeasan individual who fired rockets
at MSS Asadabad.
o (S/NF) The sourcereportedthat he sawdetainee,SaidAmeer (variant:Amir),
andMohammadNabee(variant:Nabi), transportinglargerocketsto SakeeMayrob's
home.
o (S/A[F) Sourceknew the men andthey braggedto him that they fired the rockets
at MSS Asadabad.
o (S/AIF)Accordingto ODA 316,numerousdocumentswerefoundat detainee's
homethat interpretersat the sceneusedto identify detaineeasa Taliban commander.
o (SinfF) Oneof thedocumentsin detainee'spossessionwasa receiptfor
weapons. The receiptaddressesdetaineeasCDR SadaJan.
o (S/A{F) Detaineeadmittedhe possesseda rocket andthat he hid it six years
earlier,but still knew its location.
o (S/A{F)A numberof itemsusedto makeImprovisedExplosivesDevices(IED's)
were capturedalong with detainee. Other items included Taliban handstamps,

picturesof Taliban members,andmilitary type reportson armedforcesin the region.
o (S/AIIF)Detaineeadmittedto being a bodyguardfor Haji JanDad Khan, a Safi
Pashtunwho is known asan enemyof Afghan PresidentHamid Karzai. Khan also
fought with the Northern Alliance againstthe Taliban.
. (S/AIF) Khan is believedto havebeena memberof the JDQ.
' (S/A{F) Khan is a memberof the so-called"Timber Mafra" that gainedwealth
by smugglingAfghan lumber to Pakistan.
o (S/A{F) Detaineeadmittedto being a memberof the JDQ when it was led by the late
Maulawi Jamil Rahmanandoperatedin the Konar province, AF.
o (S/AIF) Detaineewas a JDQ commanderwith at least65 men underhis control.
o (S//REL to AUS, CAN, GBR) Detaineereportedon numerousweaponscaches
aboutwhich coalition forceswerepreviously unaware.
. (S//REL to AUS, CAN, GBR) Detaineereportedthat Doctor SaidAhmad,
Departmentof Communicationsdirector in Konar province,AF, washiding a
largeamountof ammunition at his brother's home. This sitewas locatedat Pir
Mohammad's compound. According to the report sitecontained:
a (S//REL to AUS, CAN, GBR) 20mm anti-aircraftammunition.
. (S//RELto AUS, CAN, GBR) BM12 rocketsandotherammunition.
' (S/A{F) Detaineeclaimed Haji Ambari Khan andKanoo JanDad were hiding
rocket-propelledgrenades(RPG)in theirhomesin Pashadvillage,Konar
province,AF.
c. (FOUO) Detainee's Conduct: Detaineeis assessedasa LOW threatfrom a detention
perspective.Detainee'soverallbehaviorhasbeencompliantandnon-hostileto the guard
force and staff.
