Detaineeis assessedasa high levelHezbi-e-IslamiGulbuddin(HIG) commander.Detainee
hasdemonstratedknowledgeof severalAnti-Coalition Militia (ACM) groupsandnetworks
locatedin the Paktiaprovince,Afghanistan(AF). Dueto detainee'splacementandaccess,
coupledwith his experienceasa field commanderandability to recruit men,this detaineeis
a HIGH risk, ashe is likely to posea threatto theUS, its interestsandalliesif releasedfrom
DoD control.
4. (S//NF) Detainee Background Summary: Unlessotherwisenoted,the following
paragraphsarebasedsolely on the detainee'sstatements.
a. (S//NF) Prior History: Detaineebecamea memberof theAfghan Army in 1978. He
trainedand servedin an artillery unit in Kabul, AF until 1979when the SovietUnion
occupiedAfghanistan. Detaineefled to Mazar-e-Shariffor six monthsuntil hejoined the
jihad againstthe Soviets. Detaineeprimarily attackedSovietconvoystravelingin the Said
Karam district of the Paktiaprovince in southeasternAfghanistan.
b. (S/NF) Recruitment and Travel: Detaineeclaimedhe left Afghanistanin 1981to
live at a refugeecampin Peshawar,Pakistan(PK). Detaineeremainedin Pakistanuntil the
Sovietsweredrivenfrom Afghanistanin 1991. DetaineeagainrejoinedtheAfghanmilitary
in 1991,but fled the countryagainin 1993afterthe Talibanacquiredpower. Detainee
remainedin Pakistanuntil 1995,when he returnedto Afghanistanto join theNorthern
Alliance andfight the Taliban in Panju,AF.
c. (S/NF) Training and Activities: In the fall of 2002,detaineeclaimedhe visited
GeneralAliqullah Lodin, the CorpsCommanderfor the Afghan provincesof Paktia,Khowst,
Logar, PaktikaandGhazni. Lodin told detaineehe would give him a command,provided he
couldrecruit300menwho would be servingunderhim. DetaineeclaimedMullah Jailani,an
anti-coalition anda memberof the Taliban, arrestedhim. Detaineeremainedin jail for two
monthsuntil he paid a fine of two million Pakistanirupees,andagreednot to join the Karzai
governmentfor nine months.
d. (S//NF) Gapture tnformatioh: On May 4'h,2003,US forcesconducteda raid on a
suspectedHizbi-e-IslamiGulbuddin(HIG) compound.NasserGul US9AF-1037DP(ISN
1037)anddetaineewere capturedduring the raid. Detaineesweretransferredto Bagram
Airbase.

a. (S) Assessment: It is assessedthe detaineeposesa HIGH risk, ashe is likely to posea
threatto the US, its interestsandallies.
b. (S//NF) Reasons for Continued Detention:
o (S/AJF)Detaineeis assessedto be a high levelHezbi-e-IslamiGulbuddin(HIG)
commanderwho was in the processof coordinatingoffensiveoperationsagainst
US/Coalition forceswhen he was captured. Detaineeis a key operativein the Paktia
province in southeastAfghanistan. He alsoworked with rogueelementsof the Pakistani
Inter-ServiceIntelligenceDirectorate(ISID). Detaineehasprovidedintelligenceon ISID
operationswithin Afghanistan.
o (S/REL ISAF andLTU) NassarGul akaChamanakaSargulUS9AF-001037DP
(ISNI037) anddetaineewerecapturedat detainee'scompound.US forcestargeted
this compoundbecauseof reportsof two high level HIG membersconducting
explosivestrainingat the compound.ISN 1037is assessedasprobablya high-
rankingexplosivesexpertin theHIG.
o (S/REL ISAF andLTU) ISN 1037,is reportedto haveservedasthetop HIG
commanderfor all of PaktiaprovinceAfghanistan,andis consideredto be the 7th or
8thmostseniorHIG commander.ISN1037broughta remotecontrolledIED into the
region.
o (S/REL ISAF andLTU) Detaineewasthe HIG commanderin chargeof the
Salyed Karam District in the Paktiaprovince,AF, anda long time HIG commander.
o (S/REL ISAF andLTU) According to US forcesreporting in Afghanistan,
detaineeandISN 1037tried to infiltrate the 3rd Corpsof the Afghan National Army.
Both detaineesoccupieda positionoverlookingthe US SpecialForces(USSF)in
Gardezfor over a month.

o (S/REL ISAF andLTU) The ISID officers gavetraining to HIG operativesin the
Paktiaprovince. The training includedremotecontrolled ImprovisedExplosive
Device(RCIED) andsnipertraining.
o (S/REL ISAF andLTU) Detaineewas capturedwith an American madebolt-
actionsniperrifle with associated7.62x 51mmammunition.
o (S/REL ISAF andLTU) Detaineesold weaponsto Taliban commanderSaifullah
RahmanMansourin the Zormat, AF.
o (S/A{F) ISN 1037reportedthat detaineeusedthe aliasHajji Bahki when he
worked at the fuel depotin Gardez,AF. Onerocket launcherandpossibleRPG's
were locatedat the depot.
o (S/A{F) Detaineereportedon STINGER missiles,who ownedthem, andwherethey
might be located.
o (S/AIF) Detaineeclaimedthat the former defenseMinister for Afghanistan,Fahim
Khan, smuggledpreciousstonesandheroin into Pakistanin orderto buy guns. Khan
usedthe moniesraisedfrom the saleof the stonesanddrugsto buy Kalashnikovsand
other small arms.
o (SiAIF) Detaineeclaimed knowledgeof an unknown chemicalusedasa
physiological stimulus,inhibitor andreadily availablewithin theBazaarsnearPeshawar,
PK. This chemicalis usedin two forms,liquid andsolid. The solidis crushedinto a
powder andinsertedinto foods;the liquid is introducedin the form of an aerosol. The
purposeof this chemicalis to incapacitatethe intendedvictim, andcanbe usedfor
kidnappingor robberyevents.
o (S/AIF) Detaineereportedon severalAnti-Coalition Militia memberslocatedin the
SayyedKaram District of Paktiaprovince,Afghanistan.
o (S/A{F) Mullah Jalanihad a compoundin the SayyedKaram district of
Afghanistanwith 50-60men underhis command. Within the village, Jalanihad
various small arms,including AK-47's andRPGs. Detaineereportedthat Jalanialso
hadtwo tanksandartillery pieces,althoughhis menwerenot proficient on eitherof
the two weaponssystems.
. (U) Detaineepossesseda Pakistaniissuedpassportassignedto detainee'salias,
Ikhtiar Gul. Passportrecordedtravel to SaudiArabia, France,Italy and Spain.
o (S/AIF) Threepassportswith detainee'snamewereretrievedfrom the Zhawar Kili
Complex,which Al-Qaida forcesusedfor training. Oneof the passportswas stamped
"Clearedfor proceedingfor direct employment" in SaudiArabia. Also found were

theHIG organizationplanningandoperationscycles. Detaineeis alsoawareof HIG
safehouses,weaponscachesandcommandcenters. Detaineecanprovide information on
which ISID retired andactive duty personnelarehelping anti-coalition militia, Taliban,
Al-Qaida forcesin AfghanistanandPakistanareaof operations. Detaineeis
