For this updaterecommendation,detaineeis assessedasa seniorlevelAnti-Coalition
Militant (ACM) facilitator with significantties to Al-Qaida andTaliban personnel. Detainee
suppliedlogistical andoperationalsupportto hostile activities againstUS andAfghan
personnel. Detaineeabusedappointedgovernmentalpositionsby supportingACM activities
andconductingillegal operationsfor his own financialgain. Detaineeusedhis positionto
releaseknown terroristsfrom detentionandaidedextremiststo escapeUS capture. It is
assessedthis detaineeis a HIGH risk, ashe is likely to posea threatto the US, its interests
andallies.
4. (S//NF) Detainee Background Summary: Unlessotherwisenoted,thefollowing
paragraphsarebasedsolelyon thedetainee'sstatements.
a. (S//NF) Prior History: Detaineehas 14yearsof formal education:six yearsprimary,
six yearssecondary,andtwo yearsat Kabul, Afghanistan(AF) University wherehe received
a degreein Pharmacyin 1969. Detaineemovedto Kandaharwherehe worked at two
separatehospitalsuntil approximatelymid-1978whenhe quit hisjob duringthe
Khalqi/Parchamiwar (Afghan civil war).
b. (S//NF) Recruitment and Travel: Detaineeandhis family traveledto Miram Shah,
Pakistan(PK) refugeecampin 1979to escapethe Sovietinvasion. Detaineetraveledback
andforth betweenPakistanandAfghanistanto work on a relative's farm during the spring
andsummermonths. He claimed authoritiesimprisonedhim for oneyearbecausehe did not
supporttheTaliban. DetaineedeniedTalibanor Al-Qaidaconnections,but doesknow and
hasidentifiedAl-Qaidaoperatives.
c. (S//NF) Training and Activities: Detaineeclaimedheneverreceivedanytypeof
military training, but did engagein military actionsagainstRussianforces. Detaineeserved
underthe commandof Diaz Ghul, a village-electedcommander,andDistrict Commander
Momein. After the Sovietswithdrew in 1989,detaineereturnedto his homelandandopened
a pharmacy. In early March 2002,District GovernorTaj MohammedWardak appointed
detaineeasthe ZormatDistrict Manager. Detaineelost his position oncethe new Afghan
governmentwasput in placeunderPresidentKharzai. In October2002,the Governorof
PaktiaProvince,AF, RasmuhammadDalily, appointeddetaineeChief of Tribeswith the
primary mission of regainingthe securityof the region from rampantcriminal activity.
d. (S) Capture Information: Detaineeproposedto GovernorDalily thatall government
employeesbe disarmed,including securitypersonnelduring off-duty hours. Detainee
receivedreportsaccusingHeadof Security,AbdullahMujahed,of abusinghis positionand
having accessto weaponsthat werethenusedto stealfrom local merchants. Detainee
informedthe Governorof theaccusations.On26 March 2003,AbdullahMujahedarrested

Additionally, detaineefacilitated the departureof Al-Qaida family membersfleeing
to Iran for safehaven.
o (S/A{F) In February2002,detaineeprobably aideda largegroupof Al-Qaida
personnellocatedin Hadron Canyon,PaktiaProvince. A group comprisedof Uzbek,
Chinese,andChechenmemberswasholed up for two weekswhile attemptingescape
to the RabatRegion. (Analyst Note: The Rabatregion probably refersto the tri-
borderzonebetweenPakistan,Afghanistan,andIran.)
o (S/ {F) While servingasAssistantGovernorof Zormat,detaineealong with
ZormatPolice CommanderAbdul Matin, releasedthreesuspectedAl-Qaida members
without dueinvestigation. Detaineeexpresseddissatisfactionwith checkpoint
personnelfor capturingthem in the first placeby cutting off their subsistencepay.

andAl -QaidaoperativesthroughoutAfghanistan.
o (S/AID ZormatdistrictACM personnelconsiderthemselvesAl-Qaidavice
Taliban; therefore,all ZonrtatACM indoctrinationtraining is basedon Al-Qaida
philosophy.
o (S/NF) DetaineeestablishedACM relationshipwith regionalwarlordSaifullah
RahmanMansour,a former Taliban Commander. Mansouris recognizedasthe senior
Al-Qaidaleaderin the PaktiaProvince.
o (S/AID Detaineeled a l2-man guerrilla force designedto attackUS interestsin
the PaktiaProvince. The small tactical force waspart of larger 80-mancontingent
madeup of former Taliban andAl-Qaida members. Mansourorganizedandfinanced
the group. (Analyst Note: Mansouris the former Taliban 8tnDivision Commander.
He is a known ACM leaderlistedon CENTCOM's Tier III personalitiesandis
wantedby Afghan andCoalitionForces.)
o (S/AID Detainee'sbrother,Rahmat,is identifiedasa seniorlieutenantfor
Mansour. Rahmatowns a largecar dealershipthat actsasa logistic warehousefor
weapons,includingAK-47s, RocketPropelledGrenades(RPG),andImprovised
ExplosiveDevices(IED).
o (S/AfF) Detaineewas identified asleaderof an ACM unit comprisedof former
TalibanandAl-Qaidapersonnel.
. (S/AIF) ShardarKhan,US9AF-000914DP(ISN 914),statedhewaswith a
unit operatingin Zormat from July until November 2002. ISN 914 statedthat he
servedunder SamoudKhan, who worked for a Dr. Hafizullah, detainee. (Analyst
Note: SamoudKhanis probablySamootKhan,US9AF-0001850DP(ISN 1850),
a known regionalwarlordwith significanttiesto Al-QaidaandTaliban
throughoutthe GardezandPaktiaprovinces. Khan is known to havedirect ties
with Saifullah Mansour.)
. (S/AIF) ISN 914identifieddetaineeascommanderof the "Taker" and
"Ansoff' units. The Takerunit was locatednearMousawal, Zormatandtrained
on the Kalashnikov in infantry tactics. The Taker unit alsohad severalRPGs.
ISN 914did not elaborateon theAnsoff unit.
. (S/AIF) HabibRahman,US9AF-00907DP(ISN 907),identifieddetaineeas
Dr. Hafizullah, unit leaderwho worked with SamoudKhan.
. (S/AIF) AssadUllah, US9AF-00912QSN 912),capturedat SamoudKhan's
Charwakalacamp,identified detaineeasthe County Chief of Zormat. ISN 912
statedthat Dr. Hafizullah and SamoudKhan met every Friday at detainee'shouse.

Dr. Hafizullah (Commanderof Samoud). Detaineethreatenedotherdetaineesnot
to identifu him by issuingthreatsof retribution.

personallyinvestigatingallegationsof corruption. Wardak confirmedthat detainee's
houseandbelongingsexceededhis meansandascertainedthat he obtainedtheseby
improperly seizingmoney andgoodsfrom travelers.
