4. (S) Detainee'sConduct: Detaineehasa pasthistoryof passivebehavior. Themajority of
detainee'sincidentsfor disciplineweretheresultof contraband.Detaineehasbeenforcefully
extractedfrom his cell on oneoccasionafterfailing to exit his cell for movement.Detaineehasa
relativelyshortsignificanthistoryrecordwith no major incidents.

a. (S) Summary: It is assessedthatthis detaineewasnot a memberof Al-Qaida and/orits
global terrorist network, but hasties to Anti-Coalition Militants in the Gardezregion of
Afghanistan.DetaineehasbeenidentifiedasbeinganAnti-CoalitionMilitia member
responsiblefor conductinga rocket attackon a US firebasenearGardez, AF. Detaineefought
againstthe Sovietoccupationandadmitsto having beentrainedin the useof Improvised
ExplosiveDevices(IED). Detaineeis cooperative,but his veracityis questionable.He denies
any involvement in the bombing of a video storein Gardez,but hasmadestatementsduring
interrogationsthat only onebomb wasusedandhe hasknowledgeof the constructionof the
explosivedeviceusedin the attack. It hasbeendeterminedthatthedetaineeposesa medium
risk, ashe may possiblyposea threatto theUS, its interestsandallies.
b. (S) Recommendation:JTF GTMO recommendsthis detaineebe transferredto the
control of anothercountry for continueddetention.
7. (S) Coordination: JTF GTMO notifiedthe Criminal InvestigativeTaskForce(CITF) of this
recommendationon 8 October2004. CITF assessedthis detaineeasa mediumrisk on 26 April
2004. JTF GTMO andCITF agreeon thethreatassessmentof this detaineeasa mediumrisk.
