Sharif. Detaineeparticipatedin a massacreof ShiiteMuslims for the Taliban. It is assessed
this detaineeis a MEDIUM risk, ashe mayposea threatto theUS, its interestsandallies.
4. (S/NF) Detainee Background Summary: Unlessotherwisenoted,thefollowing
paragraphsarebasedsolelyon the detainee'sstatements.
a. (S) Prior History: Detaineeis manied with children. Detaineeis the sonof a Tribal
Elderin theVillage of Daryekchi,AF. Detaineewasemployedasa storeclerk in the family
business,sellinggasolineandkeroseneprior to the Afghanjihad.
b. (S) Training and Activities: Duringthe 1980'sandtheSovietinvasionof
Afghanistan,all families wererequiredto provide onemaleto fight againstthe invaders. As
a result,detainee'sfathervolunteeredhim. Detaineereceivedrudimentarytrainingon the
useof the AK-47 andstatedthat he servedasa foot soldierandpersonalguardto oneof the
Afghan commanders.Detaineeclaimedhe did not engagein fighting andoncethe Soviets
weredefeated,he retumedto his village. Detaineewasagainmobilizedaround1998or 1999
to servetheTalibanundercommanderMullah Taj Mohammed. During this military service
period, detaineeclaimed that underordersfrom the Taliban, he attackedandburneda Shiite
Muslim village aroundMazar-e-Sharif.Upon completionof his service,detaineeretumedto
his village. Accordingto detainee,theTalibanmobilizedhim again,around2000(or 2001).
During this period,hewas sentto command100villagersto fill a requestby the Taliban.
c. (S//NF) Capture Informatioh: Detaineewassentto Mazar-e-Sharifto fight alongthe
AfhganlUzbekborder. Detaineeclaims he, othercommanders,strucka secretdealwith
GeneralDostum to hinderthe Taliban. According to detainee,sometimearoundJanuaryto
February2002,the Taliban capturedhim andquestionedhim. Detaineewas told he could
returnto his unit if he identified the othersin the conspiracy,which he did. The Taliban
seizedthe moneyprovided by GeneralDostum andreturnedhim to his unit underthe
supervisionof a PashtuCommander.Later,whentheAmericansjoined the battle,he and
two othercommandersarrangedwith GeneralDostum to surrendertheir commands. General
Dostum then demandedrepaymentof the money he paid the detaineeto betraythe Taliban
(Analyst Note: This information is in direct contradictionto anotheraccountby detaineein
which he stateshis imprisonmentwasdueto his brother'sdebtto GeneralDostum). By
detainee'saccount,sincehe couldnot repaythemoney,GeneralDostumplacedhim in
Sherberganprisonpendingrepaymentof the debtby his family. Detaineeclaimedhewas
later interviewedby someAmericans,andwas eventuallyturned over to the US by General
Dostum.

a. (S)Assessment:It isassessedthedetaineeposesaMEDIUMrisk,ashemayposea
threatto theUS, its interestsandallies.
b. (S//NF)Reasonsfor ContinuedDetention:
o (S/AIF) Detaineeis an admittedmemberof the Taliban, which is associatedwith Al-
Qaidaandit's globalterrorismnetwork. Detaineelikely engagedin hostilitiesagainst
theNorthernAlliance andpossiblyUS forces.
o (S) During his time in military service,detaineewasa commanderin theMazaer-
e-Sharifregion (in the HayratonandTakhar). The Northern Alliance, while
commandedby GeneralDostum,alongwith US forces,wasengagedin the last
remnantsof combatwith the Talibanduringthis timeframe. (AnalystNote: This
supportsthe likelihood of detaineeengagingin hostilitiesagainsttheNorthern
Alliance andthe US.)

structureandhis placementwith regardsto commandersandmullahs. Detaineewas a
ranking commanderwithin the HayratonandTakharregions. He was in chargeof

. (S/AIF) Mullah MuhammadGul, commanderof the Hayraton region,was
subordinateto detainee. Mullah Gul hasbeenreportedasan organizerof narcotic
smugglingroutesinto Tajikistan. (AnalystNote: Detaineewasresponsiblefor the
regionwhile thedrug smugglingwasgoingon, it is very likely the detaineewas
awareof the smugglingoperations.)
o (S) It is assessedthatdetaineehasnot beentotally forthcoming. Detaineeappears
to be downplayinghis role in theTaliban,andprovidesonly enoughinformationto
explainhis activities.
c. Detainee's Conduct: Detaineeis assessedasa LOW threatfrom a detention
perspective.Detainee'soverallbehaviorhasbeenoneof passivenessandcompliance,with a
lenghy recordof being a prayerleaderandteacher. Detaineehasonly four Reportsof
DisciplinaryInfractionswith all four beinga failureto follow guardinstruction.
