Islami-Gulbuddin (HIG), andAl-Qaida. Detaineeclaims to haveworked for the Karzai
Governmentin a Jalalabad,AF, securityforce. The detaineehasbeenidentified asa Taliban
machinegunnerandmay havebeeninvolved in a rocket attackagainstUS forcesin
Asadabad,KonarProvince,AF. It is assessedthis detaineeis a MEDIUM risk, ashe may
posea threatto theUS, its interestsandallies.
4. (S//NF) Detainee Background Summary: Unlessotherwisenoted,thefollowing
paragraphsarebasedsolelyon the detainee'sstatements.
a. (S) Prior History: Until October2002,detaineelived at his homein Morawahvillage,
Morawahcity, KonarProvince,AF. Detaineeonly hadtwo yearsof middle schooltraining.
b. (S) Training and Activities: Detaineewasa memberof a paramilitaryforce
controlled by the Mayor of Jalalabad,AF. Detaineewas a securityguardandwas assigned
the duty of guardingBehsood,AF, securityfacility. Detaineehadbeena securityguardfor
nine monthsprior to his capture. The detaineewas issuedan AK-47 andthreemagazines
with thirty roundsof ammunition each. Part of the duty of the securityguardswasto enforce
the curfew that was imposedby the Karzai govemment. Detaineedid not receivemilitary
training.
c. (S) Capture Information: At thetime of his capturedetaineewason leavefrom his
job asa securityofficer in Jalalabad,AF, to attendhis brother'swedding. AfghanMilitia
Forces(AMF) andUS forceswere looking for the detainee'sbrother,but his brotherwasnot
present. (Analyst note: No further information asto why the detainee'sbrotherwasunder
investigation.) The AMF forcesarrestedthe detaineeat his home in Malawa village, Konar
province,AF, instead. (Analyst note: The detaineealso statedthat he wasvisiting at his
brother's houseat time of capture.)AMF forcesfound eight or nine old rustedrocketsfrom
the Sovietera(prior to 1992)in thedetainee'sresidence.The detaineerecoveredthose
weaponsfrom a warehousethe Russiansabandonedin the early 1990'swhen they retreated
to the Russianborder.(Analyst note:According to datarecordedat the time of the detainee's
captureby the anestingunits, the rocketswere all old, rustedandnot in working order. The
missilesdid not havea headon them andthereforecould not be fired in a conventional
manner.) Detaineewas captured10October2002 andtransportedto BagramDetention
Facility.

However it shouldbe notedthat the rocketsthat the detaineeis refening to is likely the
BM12. The BM12 rocketwasutilized in Afghanistanby TalibanandNorthem Alliance
forcesandis currently usedextensivelyby terroristsandotherunconventionalforces.
This rocket is manportableandcanbe fired with very limited equipment.)

cooperative.Detaineehasno majorviolation of campregulations.Detaineehasbeen
cooperativeduring interviews.
