he is from Northern Afghanistanandthe Taliban would nevertrust an individual from the
north for suchan important position. During languageevaluationlinguist haveassessed
detaineeis not from Northern Afghanistan,but is actually from SouthemAfghanistanmore
specifically the Kandaharregion. Detaineehasbeenfound to be partially cooperativeduring
interviewsandis assessedasbeingdeceptive.
4. (S//NF) Detainee Background Summary:
a. Prior History: Detaineeclaimsto be from Sheberghan,AF, wherehis family owns
land,but areconsiderednomadsmoving aroundto follow the warmer weatherandsheep
herdingwhen possible. During the winter he would studyat the Kalina Village Mosquefor
four monthsat a time overa sevento eightyearperiod. (AnalystNote: Detainee's
placementof birth is in question. During languageevaluation,DoD Interpretershave
assessedhe doesnot speakwith a naturalNorthern Pashtuaccent,but will useslangand
pronunciationssimilar to an individual that is from SouthernAfghanistan.)
b. Training and Activities: Detaineewasconscriptedby the Talibanin 1999wherehe
spenthis first yearof servicein Konduz,AF. At the endof his one-yearconscriptiontime he
retumedhome,but later returnedto servethe Taliban asa criminal investigatorin Mazar-e-
Sharif,AF working for an Abdul Salaam. Detainee'sdutieswereto investigatecrimes,such
asmurder,rape,andtheft for approximatelythreeto four months. Detaineewasthen
transferredto work underAbdul NaseerKhan, the Chief of Police for Mazar-e-Shariflfor the
next sevenmonths. Detaineewasthenpromotedto be the Headof Intelligence inMazar-e-
Sharif wherehe supervisedthreeteamsof operativescollecting actionableintelligencesuch
asunauthorizedkidnappings,personaldisputes,etc. At this time, Abdul NaseerKhan was
the Headof Intelligencefor theMazar-e-Sharif/SheberghanArea andKhan reporteddirectly
to Qari Ahmadallah,the former Taliban Minister of Intelligence. (Analyst Note:
Ahmadallahwasreportedkilled in lateDecember200I, but follow on reportingfrom
February2003 report him still alive andplanning attackson US military facilities andNon
GovernmentalOrganizations(NGO) in Konduz, AF.) After collecting intelligencefor nine
months,detaineetransferredto a basecilmp in Sheberghan,AF, commandedby the Taliban
field commander,Haji Mullah Abdul Sattar,and servedmerely asa foot soldier.
c. Capture Information: Detaineewasarrestedon26 November2001by Northem
Alliance forceswhile traveling in a taxi from Konduz to Kabul, AF, andwas held in Mazar-
e-Sharif,AF until 5 February2002,when he wastumed over to US forces. Detaineewas
held at Basram Airfield until his transferto GuantanamoBay. Cuba.

a. (S) Assessment: It hasbeendetermineddetaineeposesa MEDIUM risk, ashemay
possiblyposea threatto theUS, its interestsandallies.
b. (S/NF) Reasons for Continued Detention:
. (S) During initial interviews at the BagramControl Point (BCP) in Afghanistan,
detaineeadmittedto being Sharif Uddin, the Taliban Headof Intelligencein Mazar-e-
Sharif. In following interviews, detaineeslowly begandownplaying his role asan
Intelligenceofficer andhaschangedhis cover storythat he was forcibly conscriptedby
the Talibanandonly servedasa cook.
. (S) Detainee'slocationof origin in Afghanistanis in question.Foundationof
detainee'sargumentfor why he is not the Taliban Chief of Intelligencein Northern
Afghanistanis that he is from theNonh andthe Taliban would not let a Northernerhave
suchan important position.
o During languageevaluationlinguists haveassesseddetaineeasnot being from
northem Afghanistanasclaimedandassessthat detaineeis from southern
Afghanistan. Detaineehasbeennotedto speakvery slow anddeliberateto control
his northernaccent,but when excited,detaineelosescontrol of his accentand
instinctively speakswith a more pronouncedsouthernaccent. Multiple linguists have
identified detainee'sdialect asdistinctive to the Kandaharregion.
o Detaineehasavoidedansweringspecificssuchasinfo on specifictribes nativeto
the northernregion of Afghanistanandhasbeenvagueaboutdetailsof placeshe has
claimedto live in northernAfghanistan.
o (S/A{F) According to the UzbekistanNational SecurityService(NSS),asof early
March 200I, the Chief of Intelligencefor the Balkh Provincewas a SharofiddnSharofat.
(Analyst Note: Sharofiddin Sharofatis assessedasbeing a namevariation for the
detainee'snameSharif Uddin. Detaineeadmittedto being the headof intelligencefor

Detaineehasassaultedguardsin the pastbut hasno disciplinary reportsfor the pastseven
months.Detaineehasfailed to comply with guardson numerousoccasions. This detainee
alsohasbeenrecordedpreachingto theblock.

a. Assessment: JTF GTMO hasdetermineddetaineeis of MEDIUM intelligencevalue.
o Detaineehasnot beenfully cooperativeduring interviews. Detaineehasbeen
assessedasbeingSharifUddin, theTalibanChief of Intelligencefor theBalkh Province,
AF. During initial interviews at the BagramControl Point detaineeadmittedto being
Sharif Uddin the Headof Intelligence inMazar-e-Sharif andhasslowly backedaway
from thoseclaims. If SharifUddin is foundto be detainee'strue identity,he will beable
to provide detailedinformation on the Taliban Intelligencenetwork in Northem
Afghanistanto includethe commandandcontrol structure,intelligenceoperatives,and
methodsof intelligencecollectionanddisseminationusedby the Taliban.
