associationswith SaudiArabia andPakistan. He hasassistedArabs associatedwith Al-
Qaidato infiltrate/exfiltrate from PakistanandAfghanistan. Eventhough detaineehasstated
he supportedthe interim Afghanistangovernment,he was in fact working to destabilizethe
administration. When detainee'sunclewas assassinated,dueto his anti-Arab sentiments,
detaineeassumedheadof the Jamaatal Dawat w'al Qu'ranwa Sunna(JDQ), an Islamic
extremistfaction basedin Konar Province. Therearerumorsdetaineehadengineeredthe
assassinationof his uncle. Additionally,in2002 hewaslinkedto plotsto kill leaderswithin
the interim Afghanistangovernment. He was in a strugglebetweenHezb-I-Gulbuddin (HIG)
elementsandthe Afghan TransitionalAdministration (ATA) for control of Konar Province
prior to beingcaptured.It is assessedthis detaineeis a HIGH risk, ashe is likely to posea

4. (S//NF) Detainee Background Summar!: Unlessotherwisenoted,thefollowing
paragraphsarebasedsolelyon the detainee'sstatements.
a. (S) Prior History: Detaineeis a 45-year-oldAfghancitizen. He residedin
SadiqadabadVillage, Bahjawar,Pakistan(PK), prior to captureandalsoowned a compound
in Asadabad,PK. He hasonebrother,Saifullah,who is currently in Medina, SaudiArabia
(SA), studyingfor his master'sdegreeto becomeajudge. Detainee'suncle,Jamil Rahman,
wasa famouscommanderagainstthe Sovietsandtheheadof JDQ. DetaineesaidUsama
Bin Laden(UBL) andHIG leader,HekmatyarGulbuddin,killed his uncletwelveyearsago
becausehe opposedtheir ideology. They sentan Egyptian,AbdullahRumi, to shoothis
uncle. Rumi was subsequentlycapturedandrevealedthe plot. Detaineebecamethe
representativefor his tribe after his uncle's death. Detaineefled Konar when the Taliban
took overKabul,AF, in 1996. Detaineehadbeena dealerin preciousstonesfor thepast
twenty-two years. He dealtwith uncut stonesonly. He sold the stonesat Namkmandi,PK,
the centerfor preciousstonebusinessin Pakistan.His yearlyprofit rangefrom USD $50,000

b. (S) Recruitment and Travel: Detaineetraveledto SaudiArabiaeighttimesfrom
1958to 2000;four timeson Haj andfour timeson thereduced"OmraHaj." He traveledto
the United Arab Emirates(UAE) ten times from 1996to 2002. Detaineewent to Cyprus
threetimes in 1999to attendinternationalconferencesorganizedby influential expatriate
Afghansto musterresistanceto the Taliban regime. The conferenceshad delegationsfrom
Afghanistan,Russia,Egypt, Iran, the United States,andthe United Nations.
c. (S) Training and Activities: Detaineefoughtin jihad againstthe Sovietsfor two
months.He alsofought againstTaliban andAl-Qaida, including at Tora Bora. Detainee

claims he fought the Taliban for four years. After Northern Alliance leaderMasoud's
assassination,the anti-Talibanforceswerethrown into a stateof flux. Detaineetried to go to
Dubai,UAE, by travelingthroughTajikistan,but Tajikistanwould not give him a visa.
Detaineeclaimedhe met with British andUS forcesin Peshawar,PK, approximatelyoneor
two monthsafter I I September2001. Hyatt Ullah allegedlyintroduceddetaineeto a
representativefrom the United Kingdom. Detaineeclaims he andthis representativemet
approximatelythreeor four times. Detaineetold the representativethe Afghani forceswere
readyto fight againstthe Taliban. Detaineestatedthat he wasprovided cashandcellular
telephones.Otherthan a first namethereis no additionalinformation aboutthis allegedUK
representative.
d. (S) Capture Information: US forcesapprehendeddetaineeon 21 August2002in
Asadabad,Konar, AF. He was capturedwith twelve associates,including Taliban Border
GuardsCommander,SaberLal, US9AF-000801DP(ISN 801). Detaineeclaims,ISN 801
andotherswere going to meetwith Americans. The statedreasonfor the meetingwasto get
theAmerican'spermissionto convenethetribal eldersto questionthemaboutwho was
conductingrocketattacksagainstCoalitionForces.The following individualswere
identifiedasbeingatthemeeting:ISN 801,Abdul Quayyem(detainee'sassistant),
MohammedKhan (detainee'sdriver for ten years)andCommanderOsman(borderpatrol
commanderin Nuristan). As detaineeleft the meeting,American forcescapturedhim.
Detaineestatedhe hadno knowledgeasto why he wasarrested.Detaineestatedhe
supportedthe British andthe US governmentin their fight againstthe Taliban.

o (S/AID The Arabs wereresettledwith the assistanceof detaineeandMaulawi
Abdul Rahim Koresh. Detaineeprovided funds andmaterialassistanceto Koreshand
paid to havea radio antennainstalledin the valley to facilitate the Arabs
communications.

SaudiAl-Qaida fightersturnedover to his control in orderto facilitate their
escape,asSaudifighters wereworth a lot of money. Detaineecoordinatedtheir
escapethrough Konar.

of light andheavyweaponsin the KamdeshDistrict area. HIG memberswereplanning

(AIA) activity andincreasethe perceptionthat the new govemmentwasnot providing
a safeandsecureenvironment. (Analyst note: It hasbeenreporteddetaineeis an
adversaryof HIG, however,it appearshe is not abovecoordinatinghis andthe HIG's
efforts in attemptsto underminethe ATA.)
o (S/AIF) Reportingindicatesdetaineeworked in conjunction with Pakistani
Intelligence-ServiceDirectorate(ISID) to underminethe cuffent Afghanistangovemment
underKarzai. (Analyst Note: Roguefactionsof the ISID haveroutinely pursuedprivate
interestsandactedagainstthe statedpolicy of the Govemmentof Pakistan).
o (S/A{F) In January2002,ISID financedthe efforts of severalfactionsin Konar
Province,AF in orderto destabilizetheAIA. ISID reportedlycalledfor a meeting,
detaineealongwith Malik (Zirin) (NFI) attendedfrom Afghanistan.In March 2002,
the ISID reportedlyprovideddetaineewith $12,000to financemilitary operations
againstthe AIA in hopesof destabilizingthe new govemmentanddisrupting the
Loya Jirga.
o (S) MohamedouOuld Slahi,US9MR-000760DP(ISN 760),providedinsightinto
the backgroundof detainee.
. (S) Accordingto ISN 760,the Arabsin the camphatethe detainee.He did
not communicatewith otherdetaineesandotherdetaineesdid not communicate
with him. OtherdetaineesbelievedRohullahto havebeenworking with the
Americanswhen the raid camethroughAfghanistan. The Americanscaptured
detaineeafterhe helpedthem becausethey thought he hadbetrayedthem.
. (S) ISN 760explaineddetainee'ssideof the story. DetaineespeaksArabic
very well andwas apart of the JDQ. In Afghanistanin 1992,the headof the
groupwasworking with SaudiArabia andwaskilled by Egyptiansin a suicide
operation. Detaineewas the next highestofficial andthustook chargeof the
group. He was involved with the transferof moneybetweenSaudiArabia andthe
United Arab Emirates(UAE). When the Taliban cameto govern,they did not
give the groupa seatwithin the government.The group choseto stayin Peshawar,
PK, andformed a relief-type organizationknown asSalafi Kuh (pure salafi in
English). Sincethe group hatedthe Taliban andAl-Qaida, they startedto work
with theAmericansandjoined theNorthernAlliance. Detaineetold ISN 760he
actedasa middlemanwith the Arabs in Tora Bora. (Analyst note: The last
statementwheredetaineedescribeshimself,asa "middle man" in ToraBorais
intentionally vague. Therewas a considerableamountof Arabs trafficking
throughthe Tora Bora areato get into Pakistanafterthe Taliban fell. Detainee,
alongwith ISN 801,controlledthe Konar province/Pakistanborderareaand
probablynegotiatedthe exodusof Arabsout of ToraBora into Pakistan,possibly
with thehelpof ISID, for a price.)

Afghanistan. The meetingfocusedon two new tactics: The captureof US personsto
hold ashostagesfor usein barteringwith theUS for Rohullah'srelease,andtheuse
of suicidemissionsagainstUS persons.
o (S) Detaineewas electedto be the Konar representativeto the Loya Jirgain 2002.
The Loya Jirgais a councilof Afghanpoliticiansrepresentativeof differentprovinces
similarto our congress.
o (S/AIF)Eldersfrom thevillagesof thePechValley, KonarProvincerebuffed
effortsby Wazir MohammadSadiq,a memberof detainee'sinnercircle,to convenea
meetingto protestdetainee'sarrest. In a hand-writtennotecirculatedin the Pech
valley, Sadiqcalledfor a meetingto takeplaceat detainee'sfort, numbertwelve,in
thevillage of ChupaDara(unlocated),PechValley. During a meetingof valley
elderson27 August2002in Pechvillage,they statedtheyhaddecidedagainst
meetingwith Sadiqandhe shouldunderstandtheir refusalwas a statementin support
of theUS forces.
o (S/A{F) In a threatassessmenton Afghanistan,it wasreported,"the arrestof
KonarValley RegionalcommandersHaji Rohullah(detainee)andSabrLal, (ISN
801),wasa positivestep." Both weredefiant,andout for financialgainandself-
aggrandizementat the expenseof their own region andthat of the ATA.
o (S/A{F) In late August 2002,village eldersanddistrict governmentofficials in
Konar Provinceexpressedgreatsatisfactionoverthe arrestofdetaineeandISN 801.
Most residentsdescribeddetaineeandhis militia ashighwaymenandthieveswho
extortedmoneyandprovisionsfrom provincialvillagers.
o (S/A{F)Accordingto a sourcewith goodaccessbut of undeterminedreliability, a
groupof approximately50 studentsof the Ali Hadis madrassalocatedin the Pakistani
village of Taodaor TaodaY:hazana(NFI), wasreportedlytaskedto launchattacks
againsta US baselocatedat abouteight kilometersfrom the town of Asadabad,
Konar Province. This group wasallegedlyalsotaskedto captureoneor more
foreigners(NFI) in order to obtainthe liberation of detaineewhosefatherMaulawi
Hussayn,hadestablishedtheAli Hadismadrassa.
o An Afghan governmentservicealsoreportedplansto kidnap or attackUS
personnelin Asadabadwho wereto be offered in exchangefor former Taliban
official, Haji Rohullah(detainee).(Analystnote: This indicatesdetaineehasa wide
sphereof influencewith influential individuals within the Konar Provinceand if
released,may havea major negativeimpact on the currentAfghan Govemmentwith
Konar Province.It alsounderscoresthat the supportersandassociatesof detaineeare

. (S) Accordingto a reliablesource,detaineeconducteda campaignto destroypoppies
but actually receivedgreatprofits from selling the poppiesandneverdistributedthe
fundsto thepeople.
o (S) Detaineemetwith his British contact,the British ambassadorin Afghanistan,
anda personfrom British customs.The British wantedthehelpof detainee,Hazrat
Ali and Zamenin the poppy eradicationcampaign. Detainee,Ali, and Zamenwere
supposedto makethe farmersin their areasto stopgrowing poppy. The British
proposeda one-timepaymentof $250USD peracre. Therewasa slight
disagreementbecausethe British hadofferedthe farmersin HelmandProvince$100
USD more.
o (S) Detaineestatedhe receiveda total of $500,000USD out of approximately
$6,000,000USD his British contactgaveWali Ullah, a closeassociateof detainee.
Out of the $6,000,000USD, $3,500,000USD wasdistributedto thetribal leaders.
Detaineeadvisedhe only receivedmoney from his British contactin supportof the
anti-Taliban,anti-Al-Qaidaoperationsandthe drugeradication.(Analystnote: The
profits of drug trafficking area largecontributorto supportinsurgentoperations. It
appearsdetaineewasnot only receivingmoneyfrom sellingpoppieswhenhe claimed
he wasprohibiting them from being grown in Konar Province,but he wasalso
receivingfinancialaid from the British.)
o (S/AIF) Therehasbeeninaccuratereporting involving rocket attacksagainst
US/CoalitionForcesattributedto detainee.
o (S/AIF) Therehasbeenreporting concerningdetaineeandhis involvement with
theHIG andvariousrocketattacksagainstUS/CoalitionForcesin Konar Province.
Thesereportsmentiona Rohullahbut it hasbeenassessednot to bethe detainee.On
6 September2003,GulbuddinHekmatyarwaslocatedat detainee'shousenearAsmar
in KonarProvince. Also, a rocketattackagainstUS/CoalitionForcesin September
was attributedto be underthe commandof Rohullah. Both of theseeventsoccurred
duringSeptember2003. Sincedetainee'scapturedatewas21 August2002,he could
not beresponsiblefor theseattacks.

andhaddealingswith the United Kingdom andthe PakistaniISID. He supposedlywas in
supportof the Afghan Interim Administration but wasreally conductingoperationsthat
underminedthe transition process. He shouldhavea tremendousamountof information
regardingall facetsof Afghanistan's politics along with its intertwined associationto
Pakistan.
