ContinuedDetention(TRCD) for GuantanamoDetainee,ISN: US9AF-000801DP(S)
For this updaterecommendation,detaineeis assessedasa probablefacilitatorof Al-Qaida
membersandpossibly a non-Talibanaffiliated supporterof anti-coalition militants. Detainee
was a Brigadier General(equivalent)for the border guardsin the Afghanistan(AF) province
of Konar. He doesnot seemto haveany loyalty to any particular groupandhadreportedly
beenat oddswith the Taliban for at leastfive years. He seemsto sidewith any group or
organizationthat is willing to pay or rewardhim for his cooperation,from coalition forcesto
Arabs fleeing Afghanistan. Most of the information of intelligencevalueprovided by
detaineeis in regardsto detainee'sconnectionsto Mullan Haji Rohullah,US9AF-00798DP
(ISN 798). Rohullah was a high-ranking memberof the Jatna'atUl Dawa Al Qurani (JDQ).
The JDQ is an extremistIslamic organizationwith ties to variousmulti-national radical
Islamicgroupsandthe PakistaniInter-ServicesIntelligenceDirectorate(ISID). It is assessed
this detaineeis a MEDIUM risk, ashemay posea threatto theUS, its interestsandallies.
4. (S//NF) Detainee Background Summary: Unlessotherwisenoted,the following
paragraphsarebasedsolely on the detainee'sstatements.
a. (S) Prior History: Detaineefoughtagainstthe Russiansfrom 1981to 1995. From
1995to 2001hewasinvolvedin theresistanceagainstthe Talibanin Konar Province,AF.
b. (S) Recruitment and Travel: After the fall of the Taliban,detaineewasgiventhe
rank of Brigadier Generalandput in chargeof approximately600 border securitytroops
alongthe Afghanistan(AF) /Pakistan(PK) border of Konar province,AF.
c. (S) Training and Activities: In November2001,while detaineewastheborderguard
commander,Arabs who hadfled the battle of Tora Bora arrived in Asadabad,AF in several
vehicles. Local tribal forcesdetainedthe Arabs. An argumentbeganbetweenlocal tribal
leadersaboutwhetherto turn the Arabs into coalition forces. A council of tribal elderswas
heldto decidethematter. The counseldecidedto seizethevehiclesandallow theArabsto
escapeto PK throughdetainee'sbordersof responsibility.The Arabstraveledto Pashad,AF
beforecrossinginto Pakistan.
d. (S) Gapture Information: On 22 August2002,detaineewascapturedin Asadabad,
AF, while he attendeda meetingbetweentwelve regional leadersandfour US military
personnel. The meetingwasheld dueto ongoing rocket attackson American troops.

andTaliban

5. (S//NF)DetaineeThreat:
a. (S)Assessment:It isassessedthedetaineeposesaMEDIUMrisk,ashemayposea
threattotheUS,itsinterestsandallies.
b. (S/NF)Reasonsfor GontinuedDetention:
. (S) Detaineewasarresteddueto his suspectedinvolvementin ongoingrocketattacks
on American troops. G.[FI)
o (S/AIF) Detaineehasclosetieswith ISN 798. The following areISN 798's activities
that took placein the Konar province while it wasunderdetainee'sbordercontrol:
o (S/A{F) ISN 798 was involved in smugglingArabs andtheir families from Konar,
AF to Pakistansincethe 9/ll attackson theUnited States.ISN 798typically worked
with detaineeto ensurethe Arabs were smuggledsecurely. Detaineeadmittedthat
Arabs havecrossedthe bordersunderhis control.
. (S/AIF) From 15-16November2001,Detaineeprovidedsecurityfor nine
Arabs,two of whom were wounded,asthey fled Tora Bora. The Arabs were
armedwith two PK machineguns,two rocket propelled grenadelaunchers,and
six AK-47's. Detaineeassignedoneof his teamleaders,Amin Akhund,to
personallyhandlethe securityfor the Arabs. Detaineearrangedfor the nine men
to be transferredto his fort in Wordish, AF wherethey awaitedthe arrival of ISN
798. When ISN 798 arrived,he provided detaineewith an unspecifiedamountof
money andinstructionsto smugglethe Arabs into Pakistan. ISN 798 rewarded
detaineeby allowing him to keepthe weaponsthe Arabs carried,aswell asthe
truck in which they traveled.
. (S/A{F) It is believedthat an additional 65 Al-Qaida Arabs were brought from
variouspoints in AF to Konar province, wheredetaineewas in chargeof the
bordersin late 2001. The Arabs were then allegedly smuggledto Pakistanat the

o (S) Abdul RahimMannan,US9AF-000561(ISN 561),overhearddetaineeand
ISN 798 braggingabouta time when the ISID senta military unit into Afghanistan,
posingasciviliansto fight alongsidethe TalibanagainstUS forces. After the ISID
unitsgot captured,ISN 798 securedfundsfrom the ISID for their release.
. (S) ISN 561hearda conversationbetweendetaineeandISN 798 aboutISID's
protectionof Al-Qaida membersat Pakistanairports. The ISID membersdiverted
Al-Qaida membersthrough unofficial channelsto avoid detectionfrom officials
in searchof terrorists.
. (S) ISN 561 reportedthat detaineewas a JDQ commanderwho was put into
the Northem Alliance to spy on their activities.
. (S) Detaineeprovided information on routesthat wereusedto smugglelumber across
the borderandadmittedthat thoseroutescould be usedto smuggleweapons.
c. (S/NF) Detainee's Conduct: Detainee'sbehaviorshowsnumerousincidentsof
failure to comply andharassingthe guards.

The following areISN 798's activities that took placein the Konar province while it wasunderdetainee'sbordercontrol: o (S/A{F) ISN 798 was involved in smugglingArabs andtheir families from Konar, AF to Pakistansincethe 9/ll attackson theUnited States.ISN 798typically worked with detaineeto ensurethe Arabs were smuggledsecurely. Detaineeadmittedthat Arabs havecrossedthe bordersunderhis control. . (S/AIF) From 15-16November2001,Detaineeprovidedsecurityfor nine Arabs,two of whom were wounded,asthey fled Tora Bora. The Arabs were armedwith two PK machineguns,two rocket propelled grenadelaunchers,and six AK-47's. Detaineeassignedoneof his teamleaders,Amin Akhund,to personallyhandlethe securityfor the Arabs. Detaineearrangedfor the nine men to be transferredto his fort in Wordish, AF wherethey awaitedthe arrival of ISN 798. When ISN 798 arrived,he provided detaineewith an unspecifiedamountof money andinstructionsto smugglethe Arabs into Pakistan. ISN 798 rewarded detaineeby allowing him to keepthe weaponsthe Arabs carried,aswell asthe truck in which they traveled. . (S/A{F) It is believedthat an additional 65 Al-Qaida Arabs were brought from variouspoints in AF to Konar province, wheredetaineewas in chargeof the bordersin late 2001. After the ISID unitsgot captured,ISN 798 securedfundsfrom the ISID for their release. . (S) ISN 561hearda conversationbetweendetaineeandISN 798 aboutISID's protectionof Al-Qaida membersat Pakistanairports. The ISID membersdiverted Al-Qaida membersthrough unofficial channelsto avoid detectionfrom officials in searchof terrorists. . (S) ISN 561 reportedthat detaineewas a JDQ commanderwho was put into the Northem Alliance to spy on their activities. . (S) Detaineeprovided information on routesthat wereusedto smugglelumber across the borderandadmittedthat thoseroutescould be usedto smuggleweapons. c.
