He was identified as an operative for the Hezb-E Islami Gulbuddin (HIG) militant group who specialized in mine laying and explosives. Detainee was believed to have been involved in an assassination plot against Afghan military forces and may have knowledge of future attacks planned by HIG commanders still operating against U.S. forces in Afghanistan. While detainee denied involvement in militant activities, multiple credible sources identified him as an expert mine layer who worked for HIG commander Mullah Nasim. It was recommended that detainee be transferred to the control of another country for continued detention due to his ties to terrorist groups and suspected threat to the

paragraphsarebasedsolelyon thedetainee'sstatements.
a. (S) Prior History: Detaineeattendedschoolup to the 72thgrade,but he wasunableto
finish dueto theRussianinvasion(1979- 1989). Detainee,beingthe oldest,becamea
farmer growing wheatandpotatoesto supply food for his family upon the deathof his father.
WhentheTalibantook controlof Bamian,AF, detaineetook his family andmovedto
Dariyousuf,AF. Upon the removalof the Talibanby US forces,detaineeretumedto his
homeandfarms in Bamian,AF, andKhamard,AF, in spring 2002. Detaineehasworked asa
farmer,shoerepairer,andwoodcutter.
b. (S) Recruitment and Travel: Around December2001,Adel Khan,DeputyDirector
of the Afghan National Directorateof Security(NDS) in Bamianprovince, AF, anda former
schoolmateof detaineerecruiteddetaineeto act asa spy for the Loya Jirga (Grand
Assembly). He wasto work on behalfof the local govenrmentin effortsto assistin cleaning
up theregion. Detaineeacceptedtheposition. Adel Khan wrote a letterto HIG commander,
Mullah Nasim, askinghim how many andwhat type of weaponshe had. He then asked
detaineeto deliverthis letter. (Analystnote: As of March 2004,Adel Khan wastheDeputy
of Operationsfor NDS.)
c. (S) Training and Activities: HIG Commander,Mullah Nasimprovideddetaineewith
four lettersandaskedhim to deliver them to variousindividuals throughoutBamian,AF,
during the latter part of Decemberof 2002 (approximately20 December2002). Detainee
broughtthe lettershome,readthroughthem with his family, andkept them for four days
ponderingwhatto do with them. He soughtadvicefrom his neighbor,SherAgha. He
wantedSherAgha to helphim deliverthelettersthatnight (1900hrs)on 24December2002.
SherAgha talked detaineeinto stayingfor dinner, andhe latertold detaineeto go andstayat
detainee'suncle'shousefor the night. The following day, SherAgha andhis family were
going to deliver the letterswith detainee.

the debriefers. He was attemptingto avoid detectionof his actualposition within the
HIG to includeterrorists'actscommitted.
c. (S) Detainee's Gonduct: Detaineeis assessedasa low threatfrom a detention
perspective.Detainee'soverallbehaviorpatternhasbeenof compliancewith a few incidents
within his time in CampDelta. Detainee'sReportof DisciplinaryInfractioninvolves:one
possessionof contraband(food etc)anda physicalaltercationwith anotherdetainee.
Detaineeis cunently in Camp4 andat a Low Risk Level one,which indicatesa passiveand
compliantbehaviorpattern. Detaineedoesnot haveanaggressivehistory,with the exception
of the altercationmentionedabove.
