DevelopmentDepartment(Public Works Department)of PaktiaProvince,which was led by
Ahmed Shah. (AnalystNote: Shahis assessedto beaformer Zormat sub-governorand a known
associateof Saifullah RahmanMansour. Shahhas beenconnectedto Anti-Coalition activities in
the Zormat and Shah-e-Khotregions in August and Septemberof 2002.) Detaineefirst met Shah
while working on theconstructionprojectandlastsawhim in lateJune2001. Following
completionof the constructionproject, detaineepartneredup with a Haji Abdul Mohammedand
openeda generalstorenearthe road constructionsite. Detaineeclaimsto haveneverworked in
the storeandwas only an investor.
o CaptureInformation: On7 February2003,US andAfghan forcesarresteddetaineeat
his homein the ZormatDistrict of the PaktiaProvince,AF. Detaineewas capturedunderthe
suspicionof beinganassociateof SaifullahRahmanMansour. (AnalystNote: Mansourwasthe
deputycommanderof the Kargha Ganison in Kabul, AF, and the Commanderof the Toliban's
Eighth division in Kabul during the Taliban rule. Mansour led the Taliban andAl-Qaidaforces

o (S/AIF) Detaineehasbeenassessedto be associatedto NoorullahKhan; a suspect
involvedin multiple rocketattacksagainstUS forcesin Novemberof 2002. (AnalystNote:
Noorullah lived approximately100metersfrom detaineeand haslcnowndetaineesincedetainee
returnedfrom Pakistan in 2001. Detaineeis lcnownto havemetwith Noorullahfour daysbefore
a rocketattackwasconductedbyNoorullah in November2002.

Qasimwas laterpromotedthe Deputy for Constructionin Zormat
andwasnotedto haveapproximatelyeighteento twenty Taliban soldiersworking for him.
(Analystnote;AF-633 notedMullah Qasimwasapproximately40yearsold. Detainee'sclaimed
dateof birth (DOB) is 1977 indicating he is 26years old. Basedonphoto analysis,the detainee
appearsto be approximately40years old.) Analyst Note: The Talibanput AF-633 injail two

money. Sendme backto AfghanistanandTalibangivesme money,I takeit. I'm poor andif I
am let out to go back to Afghanistan,the currentgovemmentwould want me to work against
Americans,I would; I needthemoney!"
r (S/A{F)ISN US9AF-000459DP(AF-459)identifieddetaineeasa manwho AF-459
helpedto acquirea visa andto whom he had loanedmoney. (AnalystNote: USforces raided
detainee'scompoundbasedon intelligencethat he washarboring Jalaluddin Haqqani, the
former TalibanMinister of Tribal Affairs. During thisraid, AF-459 wasdetainedby USforces
along with AF-457, AF-458, andAF-460. In September2004,Haqqani was merging Taliban
andAl-Qaidaforces togetherto cany out surprise attaclrsin southeasternAfghanistan. In late
August 2004, TurkishNational Intelligence Orgonization reportedMullah Omar had been
diagnosedwith terminal cancerand had transferredthe Taliban LeadershipAuthority to

5. (S) EC Status: Detainee'senemycombatantstatuswasreassessedon 24 February2004,and
he remainsan enemycombatant.
6. (S)JTF GTMO Assessment:
a. (S) Summary: It is assessedthatthis detaineeis not a memberof Al-Qaida and/orits
globalterroristnetwork,but is assessedto haveconnectionsto Anti-Coalitionactivities.
Detaineehasbeenassessedto having beeninvolved in rocket attacksin November 2002 with
Noorullah Khan againstUS forcesin the Zormatregionsof Afghanistan.Detaineewas found to

participation in the rocket attacks. Detaineehastentatively beenidentified asthe Chief of
InvestigationsandInterrogationsfor the Taliban inZormat andhaslinks to seniorTaliban
officials. Detaineemay be vulnerableto recruitmentin plots againstcoalitionforcesif he is
offered monetarycompensation.If released,detaineewould continueto be a risk to participate,
supportor directly plan Anti-Coalition attacks. It hasbeendeterminedthat the detaineeposesa
mediumrisk, ashe may possiblyposea threatto theUS, its interestsandallies.
b. (S) Recommendation:JTF GTMO recommendsthis detaineebetransferredto the
control ofanother country for continueddetention.
7. (S) Coordination: JTF GTMO notifiedthe Criminal InvestigativeTaskForce(CITF) of this
recommendationon 15October2004. CITF assessedthis detaineeasa high risk on 30 June
2004. In the interestof national securityandpursuantto an agreementbetweenthe CITF and
JTF GTMO Commanders,JTF GTMO will deferto CITF's assessmentthatthe detaineeposesa
high risk.
