his closeworking relationshipwith high valuetarget(HVT) Saifullah RahmanMansour,the
former Taliban Eighth Division Commander. He alsohasties to terrorist political party
membersin the Governmentof Iran (GOI). It is assessedthis detaineeis a MEDIUM risk, as
he mayposea threatto the US, its interestsandallies.
4. (S/NF) Detainee Background Summary: Unlessotherwisenoted,thefollowing
paragraphsarebasedsolelyon the detainee'sstatements.
a. (S//NF) Prior History: Detaineefoughtagainstthe Sovietsfor twelveyears,servingin
the Gardez-Zurrnatareaof PaktiaProvince. After the fighting ended,detaineedeparted
Afghanistan(AF) andtook up residencein Tehran,Iran (IR), wherehe worked asa physician
andtaxi driver.
b. (S/NF) Recruitment and Travel: Detaineeclaimedthatin 2002,hetraveledback
andfonh betweenAfghanistan andIran to give aid to families of individuals killed during
the Afghan-Sovietjihad. Detaineestatedthe reasonhe decidedto move back to Afghanistan
in 2003 wasbecauseof his wife's wish to work for the new governmentandreturn home.
Detaineeleft Tehran,IR, aloneto look for a house. Detaineetraveledto Mashhad,IR, where
hewasjoined by somerelativesandcontinuedhis travelthroughHeratto Kabul, AF.
c. (S//NF) Training and Activities: Detaineeclaimedheneverreceivedtrainingor
conductedactivitiesfor theAl QaidaAssociatedMovement. (AnalystNote: Reporting
statedthat on 12August 2003,detaineewasto coordinatea meetingscheduledfor l3 August
2003betweenhimself andfourteenTribal/ACM leadersfor the purposeof disbursingmoney
to financeattacksagainstUS/Coalition forcesoperatingthroughoutthe Paktiaprovince).
d. (S//NF) Capture Informatior: Detaineeclaimedhewasgettingreadyto eatwhenUS
forcescameinside andaskedhim if he wasDoctor Ali Shah. When detaineereplied,he was
arrested.(AnalystNote: Reportingstatedthaton 11August2003,US SpecialForces
(USSF)operatingin the vicinity of Gardez,AF, receivedinformation that an individual
namedDr. SaidMohammedAli Shah(detainee)hadenteredAfghanistanfrom Iran on 10
August2003 canyingwith him approximately$150,000USD, which wasto be distributedto
Anti-Coalition Militants (ACM) throughoutthe PaktiaProvinceof Afghanistanon behalf of
the former Taliban Eight Division CommanderSaifullah RahmanMansour. On 13August
2003,a USSFOperationDetachmentAlpha (ODA) assistedby US military
counterintelligencepersonnelconductedaruid of the compoundthat detaineeowned.
Detainee'stwo brothersandcousincapturedwith him were laterreleased;however,he was
transferredto US custodyatthe BagramCollectionPoint(BCP)).

o (S/AID Sensitivereporting indicatesdetaineewas a sub-commanderunderformer
Taliban Eighth Division CommanderSaifullah RahmanMansour. Detaineeclaimed
that he wasan agentof influence for Iran andthat that Iran gavehim $50,000USD to
distribute amongLoya Jirga(grandassembly)delegatesin orderto buy their votesfor
the July 2002ParliamentaryElectionsin Afghanistan. This moneywas distributedto
five Loya JirgamembersnamedTaqir MohammadZiari, Haji MohammadHoja,
Mudir Raz Mohammad,ShahMurad, andOlam Rasulin orderto ensurethat detainee
would be electedto the parliamentasoneof the two representativesfrom Paktia
Province,AF. At theconclusionof the Loya Jirga,detaineereturnedto Iran.

Taliban operationsagainstUS andcoalition forcesin Paktiaprovince,AF.

(IED) attacksaimedat US forces,Afghan Military Forces(AMF), andthe current
governmentin Khowst. (AnalystNote: Detaineepossiblyhasknowledgeof
otherindividualsactingascouriersfor Saifullah.)
o (S/AIF) Detaineehasbeenidentified asa formerjihadi commanderunderNasrullah
Mansour,Saifullah'sfather,aswell asSaifullah'srepresentativein Iran. (AnalystNote:
Detainee'slong-standingrelationshipwith the Mansourfamily givescredenceto the
allegationthat he worked closely with Saifullah andearneda high-degreeof respectand
trust from the family.)

in the Hezb-e-Islami(HIG) underGulbuddin Hekmatyarfor oneto two years,then as
a commanderunderNasrulla MansourakaMulavi (Mullawi) Mansour(reportedly
deceased).Mansouris the fatherof Saifullah Rahmanwho is part of the Harakat-
Inquilab-Islami/Harakat-I-Islamigroup(HII). (AnalystNote: SaifullahRahman
Mansouris currentlyengagedin anti-USactivitiesandis designatedasa high value
target(HVT) by theUS military.)

Iranian GovernmentOfficial, who then beganproviding supportto Mansourand
the HII group. This statementwaspartially corroboratedby detainee'sbrother
SayedAmin Gardeziwho remarkedthat detaineetraveledto Iran with Nasralla
Mansour,the fatherof Saifullah, approximatelythreetimes in an effort to obtain
financing from the GOI for the HII. (S/AID Detaineepossibly actedasa
facilitator, aiding Al-Qaida andTaliban membersin evacuatingtheir families from
Afghanistan,in 2002.

Mansour,Latif Mansour,alongwith severalunidentified membersof Sairfullah
RahmanMansour's family while leaving Afghanistanto an unknown location in Iran
on approximatelyFebruary2003.

logistical supportfrom Iran. Using this link, MansourandIran hadestablisheda new
orgarization called "Harakat-Ul-Naween" (translation'New Movement"). The
organization'sheadquarterswasreportedlyin Iran andunderthe guidanceof Iranian
mullahs. (Analyst Note: Thereis very little reporting on this organization.)
o (S/A{F) Nasrullah Mansour,formed the Al-Forqan (Islamic Revolution New
Movement)PoliticalParfyin the early 1980's.The partydissipatedduringthe
Taliban'srise,but wasreinvigoratedby Nasrullah'ssonLatif aroundFebruary2002
after the fall of the Taliban.

7.62x 54 mm linked ammunition,oneunidentifiedmachinegunbarrel,oneSovietflak
jacket,miscellaneousengineeringbooks,calculator,andvarioushandwritten Pashto/Dari
notes. Theseitemswerenotedto havebeenin detainee'sbedroom.
