For this updaterecommendation,detaineeis assessedasa memberof an Anti-Coalition
Movement (ACM) with strongties to Al-Qaida affrliated Taliban leadership. Detaineeis
assessedasan integralpart of the SamoudKhan's,US9AF-0001850DP(ISN 1850),ACM
groupoperatingin andaroundGardez,AF. ISN 1850'sgroupultimatelyfell underthe
direction of Saifullah Mansour,a former Taliban commanderand seniorACM leader.
Detaineehasstudiedat Saifullah RahmanMansour's madrassafor two andonehalf years
andis assessedto havebeenindoctrinatedinto Mansour'sIslamicextremistideology;the
detainee'santi American dispositionhaslikely amplified during his detentionat JTF GTMO.
It is assessedthis detaineeis a MEDIUM risk, ashe may posea threatto the US, its interests
andallies.

paragraphsarebasedsolelyon thedetainee'sstatements.
a. (S) Prior History: Detaineebelongsto theAndar Tribe in Gardez,AF. Detaineehas
no formal educationexceptfor five monthsof studyof the Koran at the Madrassaunderthe
guidanceof Bismillah atthe ageof 14. Detaineehasworkedasa shepherdsinceageof
seven.Detaineehasbeenimprisonedin thepastfor usinghashishbut wasreleasedwhenhis
friendFedaMohammed(Feda),US9AF-000908DP(ISN 908),paid 9,000PakistaniRupees
for his bail, in approximatelyJuly of 2002.
b. (S) Recruitment and Travel: Shortlyafterdetaineewasreleased,he andISN 908
went to seea warlord namedSamoudKhan. Samoudwas in conflict with a rival warlord
namedAbdul Ali after Samoudkilled Abdul Ali's sonbecausehe capturedandmaimedthree
of Samoud'sfriends. SamoudrecruiteddetaineeandISN 908 on the 15thdayof Ramadan
(20 November 2002),to actasa bodyguardfor Samoudin caseof retaliation by Abdul Ali.
(AnalystNote: SamoudKhan,ISN 1850,is a well known warlordin Afghanistanwho has
links to bothAl-Qaidaandthe Taliban.) Detaineewasto receive4,000PakistanRupeesper
month(approximately$70 USD).
c. (S) Training and Activities: Detainee'sunit waslocatedin the Mousawalareaof
Zormat,AF, andcommandedby Samoud. Samoud'ssupervisorwas Dr. Hafizullah Shabaz
Khaul (Dr. Hafizullah),US9AF-001001DP(ISN 1001). Detaineefoughtwith Samoud
during a battle betweenSamoudandAbdul Ali.
d. (S) Capture Information: On 11December2002,Samoudleft his compoundbecause
he wasfearful of being arrestedfor the murder of Ali's son. Detaineewas arrestedby US
Forcesduring a raid on SamoudKhan'scompoundin Charkala,Zormat, PaktiaProvince,AF.
Detaineewas capturedwearing a beige "Allah Akbar" headbandthat he claims to havestolen
from Naqib Ullah (Naqib),ISN US9AF-000913DP(ISN 913). Capturedwith the detainee
wereHabib Rahman,US9AF-000907DP(ISN 907),Mohabit Khan,US9AF-000909DP(ISN
