Transferto the Control of Another Country with Conditions (TWC), Subjectto the
Conclusionof an AcceptableTransferAgreement.
Detaineeis assessedasa probablememberof the Hezb-e-IslamiGulbuddin(HIG) who
provided supportto extremistsgroups,including Al-Qaida, Hezb-e-islami,the Taliban and
otherAnti-Coalition Militias (ACM). Detaineehasbeenevasiveandreticentabouthis
involvementwith certaingroupsknown to operatein the Khowst, AF area. It is assessedthis
detaineeis a MEDIUM risk, ashe may posea threatto the US, its interestsandallies.
4. (S//NF) Detainee Background Summar!: Unlessotherwisenoted,the following
paragraphsarebasedsolely on the detainee'sstatements.
a. (S) Prior History: From 1980through1986,detaineeattendedmiddle schoolin Banu,
Pakistan(PK), anduntil 1987,he participatedin an Afghan refugeemedical training
program. Detaineereceivedhis nursingcertification in 1989andworked at aHezb-E-Islami
Gulbuddin (HIG) hospital during the war againstthe Soviets. He worked with HIG between
1987and 1992,andcompletedhigh schoolin Peshawar,PK, in 1991.
b. (S//NF) Training and Activities: From 1995to 2002,heworkedathisprivately
ownedpharmacyin Khowst, AF. He claimedhe alsoworked in the National Directorateof
Security(NDS) in Khowst, AF, during theKarzai govemment. He supposedlyworked in
office number7, which wasresponsiblefor monitoringopensources,i.e.radio,newspapers.
Detaineeclaimedhe hasneverbeena memberof anyterrorist organization. He owneda
Kalashnikov anda pistol, but he only usedtheseweaponsfor protection.
c. (S//NF) Capture lnformation: US soldierscaptureddetaineeat his housein Khowst,
AF, on 20 September2002. Detaineeran from US andAfghan Militia forces(AMF),
jumped a fence,andhid in a room housingwomen andchildren. A woman insidethe home
told US forcesthat detaineewashiding in the residence.After detaineesurrendered,he was
found to haveseveraldocumentsanda small addressbook. He washeld at BagramAirfield,
AF until his transferto GTMO.

a. (S)Assessment:It isassessedthedetaineeposesaMEDIUMrisk,ashemayposea
threatto the US, its interestsandallies.
b. (S//NF)Reasonsfor ContinuedDetention:
o (SiA{F) Detaineeadmittedworking for the HIG, possibly asfar back asthe late
1980s.He wascapturedwith HIG documents.Detaineeis assessedto havehadcontact
with extremistssuchasan Al-Qaida Khowst bomb-makingcell, HIG, the Taliban, and
otherACM operatives.
o (S/ {F) Detaineeinitially deniedworking for HIG, but laterconfessedthathe
worked with them from 1987to 1990. In anotherinterrogation,detaineestatedhe has
not workedwith them since1992. (AnalystNote: HIG is definedasa Tier I target.
Tier I targetsaredefinedasterrorist groups,especiallythosewith statesupport,that
havedemonstratedthe intention andthe capability to attackUS personsor interests.)
o (S/AIF) Detaineeclaimed that he did not own a computer,but a computerwas
found in his Khowst bazazrpharmacy. (Analyst Note: The computercontained
information linking detaineeto the "Hekmatyar" of the HIG. Gulbuddin Hekmatyar
is the leaderof Hezb-eIslami Gulbuddin.
o (S/NF) Detaineewas arrestedwith PachaKhan Zadran's(PKZ) son,Abdul
Walid, andnephew,JanBaz. (AnalystNote: PKZ wasa significantwarlordwho
appointedhimself governorof the Paktiaprovince, AF underminedUS andCoalition
forcesalongthe Afghan/Pakistanborder. He opposedthe Afghan Transitional
Administration (ATA), andPresidentHamid Karzai's appointmentsfor local
leadershippositions in Khowst, Paktia,andPaktikaProvinces. Detaineeis relatedto
PKZ. (NFI), andclaimed he wasjailed for not supportingZadran'sbid for Provincial
Govemor.)
o (S/AIF) Detaineeadmittedthat he was a Jarra'atIslami (JI) member. (Analyst
Note: JI is definedasa Tier 1target. Tier 1targetsaredefinedasterrorist groups,
especiallythosewith statesupport,that havedemonstratedthe intention andthe

of the 7th IntelligenceDirectorate. Afghan officials from the Khowst directoratesaid

in explosivesandthe leaderof a bomb-makingcell in Khowst. (AnalystNote:
DetaineeclaimedISN 975arrestedhim in orderto distancehimselffrom Pro-Taliban
andAnti-Karzaielements.)
. (S/AIF) ShamsUllah, US9AF-000783DP(ISN 783),statedthatdetainee
owneda safehouse,which ISN 975'sbomb-makingcell usedin Khowst.
(AnalystNote: It is assesseddetaineehastiesto ISN975andBaidullah/Bertola
Obaydullah,US9AF-000762DP(ISN 762). Thesetwo detaineeshavebeenlinked
to moving Al-Qaida membersacrossthe Afghan-Pakistanborderafter Coalition
forcesenteredAfghanistan.)ISN 783alsogavea descriptionmatchingthatof the
detainee.ISN 783identifieddetaineeasa pharmacistin theKhowstBazaar,
Khowst, AF. ISN 783 claimeddetaineeusually hadtwo or threeguestsstayingat
his house,but couldnot elaboratefuither. (AnalystNote: ISN 783is thenephew
of ISN 975who hasbeenassessedashavinglimited knowledgeof terrorist
operationsandpersonalitiesof Anti Coalition Militia within Khowst. )
a (S/AfF) ISN 783wascapturedat ISN 975's compound,the subsequent
firefight left 3 unidentified Arabs deadandISN 783 wounded. TheseArabs
probably were waiting to crossthe AfgharVPakistanborder. (Analyst Note: It
is not clearwhat relationshipdetaineehadto this particular safehouse,
however,givenhis associationswith ISN 975and783,it is possiblethat
detaineewasinvolvedin its operations.)
. (S/AIF) On27 July2002,Karim (assessedto be ISN 975)visitedthehomeof
Baidullah/BertolaObaydullahUS9AF-000762DP(ISN 762),in Mulani, AF,
locatedapproximatelysevenmiles from Khowst. ISN 762 wasdetainedfour days
earlier. ISN 975told ISN 762's family he conductedcommand-detonatedmine
warfareagainstUS forcesin revengefor ISN 762's detention.
. (S/A{F)ISN 762,possiblya memberof ISN 975sgroup,helpedat least18
Arab Al-Qaida fighters escapeacrossthe Afghanistan-Pakistaniborderarea.
ISN 762 hid the fighters at his compoundin Mulani, AF before sendingthem
acrossthe border. Abu Lais was identified asoneof the Al-Qaida fighters he
helped.(AnalystNote: Abu Lais akaAbu Layth al Libi, a seniorAl-Qaida
military commander,who is currently rankednumber 10on CENTCOM's
blacklist.)
o (S/A{F) Detaineehasnot beenforthcoming during pastinterviews.
o (S/AfF) Detaineestatedthat he was capturednext door at his neighbor'shouseand
the only peoplepresentwerehis neighborandtwo sons. (Analyst Note: Detaineewas

hiding behinda door.)

very rapidly andtried to changethe subjectafter being told that documentslinked
him to Hekmatyar.
o (S/AfF) When questionedaboutHIG at anotherinterrogation,detaineeshowed
severalsignsof deception.
c. (FOUO) Detainee's Conduct: Detaineeis assessedasa LOW-MODERATE threat
from a detentionperspective.Detainee'soverallbehaviorhasrecentlybeencompliantand
non-hostileto the guardforce andstaff.

value.

ACM, HIG, ISID, andJI elementsperformingcounterintelligenceagainstUS Coalition
forces.

He worked with HIG between 1987and 1992,andcompletedhigh schoolin Peshawar,PK, in 1991. b. (S//NF) Training and Activities: From 1995to 2002,heworkedathisprivately ownedpharmacyin Khowst, AF. He claimedhe alsoworked in the National Directorateof Security(NDS) in Khowst, AF, during theKarzai govemment. He supposedlyworked in office number7, which wasresponsiblefor monitoringopensources,i.e.radio,newspapers. Detaineeclaimedhe hasneverbeena memberof anyterrorist organization. He owneda Kalashnikov anda pistol, but he only usedtheseweaponsfor protection. c. (S//NF) Capture lnformation: US soldierscaptureddetaineeat his housein Khowst, AF, on 20 September2002. Detaineeran from US andAfghan Militia forces(AMF), jumped a fence,andhid in a room housingwomen andchildren. ISN 783 claimeddetaineeusually hadtwo or threeguestsstayingat his house,but couldnot elaboratefuither. ISN 762 wasdetainedfour days earlier. ISN 975told ISN 762's family he conductedcommand-detonatedmine warfareagainstUS forcesin revengefor ISN 762's detention. .
