For this updaterecommendation,detaineeis assessedasa supporterof the Taliban. Detainee
is suspectedto be a probablelow-levelmemberof anAnti-CoalitionMilitia (ACM) group
headedby former Taliban Commander,Abdul Rais Wahid. Wahid is currently a leaderof an
ACM groupbasedout of the Musa QalaDistrict, HelmandProvince,Afghanistan. Initially it
wasbelieveddetaineewasoneof severalindividualsinvolvedin ACM operationsdirectedto
deterUS/CoalitionSpecialForces(USSF)conductingan operationcalled
"Combined
SpecialOperationsForces(CSOF)Eagle"duringFebruary2003in HelmandProvinceof
Afghanistan. Oneof the primary objectivesof the USSF operationwasto apprehendWahid,
who was believedto be locatedat his compound. It cannotbe confirmed that detaineewas
actuallypan of this operation.It is assessedthis detaineeis a LOW risk, ashe is unlikely to

andmotorcyclemechanicin Lejay Village, BaghranDistrict,Helmandprovince,AF.
b. (S) Recruitment and Travel: Detaineehasno formal education,andcannot reador
write. Thereis no outsidereporting associatingthe detaineewith Al-Qaida or the Taliban.
c. (S) Capture lnformation: On 10February2003,theday detaineewascaptured,he
was awakenedby US vehicle noisenearhis village. He alsoheardsporadicgunfire in the
mountainsnearbyhis village. UnidentifiedinsurgentsambushedUS Forcesasthey
approachedthe village of LeJay,AF. In response,US Forcessweptthe area. Later that
morning,detaineeandhis nephew,Abdul Bari, US9AF-000963(ISN 963),werewalking to
thebazaarto obtain oil anda filter for a tractor when five US forcesvehiclesapproached
them. They steppedoff the road andinto a shallow depression.They did this to let the
vehiclespass. During previousencounterswith US Forces,a translatorhadtold them to stay
clearof passingUS vehicles. DetaineeclaimedthatISN 963wore a greenjacket similarto
thoseworn by the menwho hadattackedUS Forcesandappearedto be hiding in a shallow
ditch but that he wasnot. The US ForcesstoppedwheredetaineeandISN 963 were sitting
andcapturedthem. Detaineeandhis nephewweretransportedto Bagram,AF, for detention.

him he wasto takepart in an ambushagainstthe Americans. When he learnedthe
Americanswere on the way, he threw the RPG in a well andhid in the hole. (Analyst

establishednorth of town. This was immediately after a coordinatedambushagainst
an American convoy that waspart of "CSOF Eagle." All men apprehendedwere
wearinggreenjackets(AnalystNote: The greenjacket is commonattirefor men
associatedwith Abdul Wahid's,akaHaji RaisBaghrani,militia).

involved in the ambush.
o (S/AIF) Detaineedeniedthe reportthat claimedhe hid a weaponat the well and
alsoclaimedhe hadno weaponsat the time of his arrest.

they were captured.
