For this updaterecommendation,detaineeis assessedasa mid-level, networked,andtrusted
memberof the Taliban who servedasa courier for seniorTaliban/Anti-Coalition Militia
(ACM) leaders.Detaineepossessessignificantconnectionsto seniorlevel TalibaniAcM
leadersandAl-Qaida network personalities. It is assessedthat Taliban/AcM leadershad a
high level of trust andconfidencein detainee. Detaineewastrustedwith sensitive
information andfacilitated communicationsbetweenhigh-level ACM members. Detainee
worked for, andreportedly hada very closeassociationwith AbdulRazzak, former Taliban
Minister of the Interior andACM leader. Razzakreporteddirectly to Mullah Mohammed
Omar,supremeleaderof the Taliban. Detaineehasbeenuncooperativeduring interviews. It
is assessedthis detaineeis a HIGH risk, ashe is likely to posea threatto theUS, its interests
andallies.

paragraphsarebasedsolely on the detainee'sstatements.
a. (S//NF) Prior History: DetaineeclaimedMullah Abdul Bari, conscriptedhim into the
Talibanin 1997. (AnalystNote: Mullah Abdul Bari, is possiblytheformer Taliban
Helmand,Provincial Governorandcloseadvisorto Mullah Mohammed Omar.) Detainee
was chosento act asa secretaryfor Bari's commander,Abdul Razzak,becausehe could read
andwrite. (Analyst Note: Abdul Razzak(var: Razaq,Razzaq)wasthe former Taliban
Minister of the InteriorandTalibanV Corpscommander.)Detainee'sdutiesassecretary
consistedprimarily of writing moneyordersfor othercommanders.This lastedtwelve days.
Subsequently,detaineetraveledwith Bari andRazzakon threeoccasions,andclaimedhe
spentthe remainderof his time with the Taliban asa guard nearMazar-E-Sharil AF.

pistol andAK-47 rifle in 1997,butdid not receivedany fuithertraining. Priorto his arrest,
detaineeworked asa tailor. He supplementedhis incomeby assistingwith the harvestof
com, wheat,andopium poppies.
c. (S/NF) Gapture Information: In November2002,detaineeaccompaniedhis cousin,
ISN 888,who wasdeliveringa letterto Sangaryar,US9AF-000890(ISN 890). The letter
statedthat Mullah Baid Ullah andAbdUl RazzakrequestedISN 890's presencein Quetta,
PK. (Analyst Note: Mullah Baid Ullah hasbeenidentified asMullah Obaidullah,the Taliban
DefenseMinister.) On27 November2002,detainee,ISN 888,andISN 890werearrestedby
policeat ISN 890'shousefor suspectedTalibanactivity. Detaineewasin possessionof a
Kalashnikov rifle when he was detained. Detaineewastransportedto Bagramdetention
facility prior to his transferto JTF GTMO.
