Islamic extremistwho worked with Anti-Coalition Militia (ACM) groups. They conducted
at leasttwo insurgentoperationsagainstUS/Coalition Forces,oneof which was againstthe
Shkin Firebase,Shkin, AF. He hasattendedseveralmadrassaswithin Pakistan,someof
which wereanti-American.MohammedHashim,US9AF-000850DP(ISN 850),identified
detaineeasan individual who was being preparedto fight on the front lines. NasserGul aka
Chaman,US9AF-001037(ISN 1037),confirmeddetaineeattendeda military trainingcamp
in Peshawar,PK, andconductedgrenadeattackson coalition forces,in Kabul City, AF. In
addition to the attackon Shkin Firebase,detaineeadmittedto attackingthe residenceof the
Afghan military commanderin Shkin, AF. Due to his lengthy indoctrinationperiod in
jihadist madrassas,andhis willingnessto attackcoalitionforces,it is assessedthis detaineeis
a MEDIUM risk, ashe may posea threatto the US, its interestsandallies.
4. (S//NF) Detainee Background Summary: Unlessotherwisenoted,the following
paragraphsarebasedsolelyon the detainee'sstatements.
a. (S) Prior History: DetaineeattendedseveralMadrassasin Pakistan,someof which
espousedanti-Americanrhetoric. Detaineelearnedto readandwrite the Quranat a
Madrassa.
b. (S) Recruitment and Travel: Qari Inamullahmadeseveralattemptsto recruit
detaineeandfinally succeededwhen detaineewastraining at the RazautulMosqueand
Madrassa.Ahmadullah promiseddetaineehe would be ableto studywith Malawi Abdul
Salamin Wana,PK.
c. (S) Training and Activities: After detaineecompletedhis studies,he stayedwith his
brother,MohammedKabir akaAbdul Kabir, in Baghbanan,PK. Qari Inamullah called
detaineeandtold him to meethim at the bazaarin Wana,PK. Detaineearrived in Wana,PK,
andwaited for Inamullah who showedup sporadicallyover the next six weeks. Inamullah
gavedetaineemoney sodetaineecould live in a hotel in Wana,PK. (Analyst note: Six
weekscould havebeenusedto train detaineein infantry tacticsandweaponstraining. It also
would give Inamullahtime to recruit the29 other fighters mentionedbelow.) (Analyst note:
Baghbanan,PK, which is nearPeshawar,PK, is a hotbedof ACM activity, including A1-
Qaida,TalibanandHezb-E-IslamiGulbuddin(HIG).)
d. (S) Gapture Information: On 16November2002,Qari Inamullahwent to thebazaar
in Wana,PK, andpicked up the detainee. Detaineebelievedhe was going to another
Madrassa. Inamullah broughttwo trucks loadedwith 30 menwith him. Qari Ahmadullah
led the group on a two anda half hour drive. The convoy stoppednearthe firebaseat Shkin,
AF. The 30 men were divided into threegroupsof ten. The groupsattackedthe US Shkin
Firebaselocatedon the Afehan/Pakistanborderfrom threedifferent directions. Detaineewas

looking to regroupwith the otherattackersbut he couldn't rememberwherehe was supposed
to go. Detaineewas in possessionof anAK-47 during the attackbut threw it away after the
attack. Detaineewas carrying sevenhandgrenadesandthreefull magazinesfor his weapon
including onemagazinethat containedarnor piercing shells. Detaineedid not know the
targetbeforehandor he would not haveattackedthe U.S. Detaineestatedhe wastricked into
attackingthe firebaseat Shkin. Detaineewas capturedthe day of the attackby Afghani
soldiersin Angorrada,PaktiaProvince,AF. He wasturnedoverto US forces.

was captured.
o (S) The thirty men were armedwith variousweaponsincluding: two to five rocket
propelledgrenadelaunchers(RPG-7),two to threePIKA 7.62mm (Russianmade
machineguns),andthreeto four Kalashnikovs(AK-47's). Eachmanwas carrying
threemagazineswith thirty roundsin eachmagazineandthreeto sevengrenades.

receivedweaponstraining andconducteda grenadeattackagainstUS/Coalition Forcesin

c. (S//NF) Detainee's Conduct: Detainee'sbehaviorhasbeenassessedasnon-
compliant. Detaineehasharassedandthreatenedthe guardforce andhas,on many
occasions,refusedto obeythe guards' orders. On 19December2004,detaineethreatenedto
kill a memberof the guardforce. Detaineehastried to concealpossibleweaponsin his bed
