his compound. Detaineeis associatedwith individuals who wereplanning attacksagainstUS
forces. Detaineehasgiven conflicting andunsubstantiatedaccountsof his timeline,
activities,andassociates.It is assessedthis detaineeis a HIGH risk, ashe is likely to posea
threatto the US, its interestsandallies.
4. (S//NF) Detainee Background Summar!: Unlessotherwisenoted,the following
paragraphsarebasedsolely on the detainee'sstatements.
a. (S) Prior History: Detaineeis anethnicTajikistan,bom andraisedin Gardez,AF. He
worked bringing produceandother itemsto customersin a pushcartlwheelbarrow.
b. (S/NF) Recruitment and Travel: Detaineeclaimedtribal membersselectedhim to
becomea memberof the Gardez,AF securityforce known asthe Mamoriat sometimein
Marchof 2002. The Mamoriat'smissionwasto providesecurityfor theentireregionof
Gatdez.CommanderHayaGul issuedordersandinstructionsto detainee.Haya-Gul's
deputywasAmir Wasiq. CommanderAbdullahMujahed(US9AF-001100DP)(ISN 1100)
wasthe overallpolicecommanderandheadof security,for all of the Gardezpoliceforces.
Priorto detainee'scapture,HayaGul replacedISN 1100.
c. (S/NF) Training and Activities: On29 August2003,twodaysbeforedetainee's
arrest,his groupmovedto guarda radartower. While guardingthe tower, Afghans dressed
in US military uniforms removedthe ammunition andotherequipmentstoredundergroundat
the Radartower. The removal took two days. The Amir of the police force instructed
detaineeto allow this actionto takeplace. (AnalystNote: Accordingto otherreporting,
Afghan Military Forces(AMF) personnelworking for ZiaUddin, the GardezareaAMF
commandermay havedonethis act in retaliation for the arrestanddetainmentof ISN
US9AF-001100DPon 15July 2003. ZialJddin is alsoknown to be a Gardezwarlordand
Anti-Coalition Militia (ACM) member. ZialJddinis reportedto be in US Custodyasof May
2004)
d. (S/NF) Capture Information: Detaineerequestedandreceivedpermissionto
purchasefood suppliesfor theradarpostpersonnel.Detainee,his driver Farooq,anda police
soldierwent from detainee'shouseto the localbazaarandpurchasedfood for the restof the
police soldiersat the radarpost. While enrouteto the Bazaar,Afghan andUS forcesstopped
them, askedtheir names,andinstructedthem to exit the vehicle. All threeweredetainedon
31 August2003. Detaineewasheld at BagramAirfield prior to his transferto JTF GTMO.

(IED) attackon US forcesin Gardez,AF, on 4 June2003.

JuneIED attackon US SpecialForces(USSF)in Gardez,AF. (AnalystNote: The
first report appearedto havebeenmadeby Bow Audin, a relative of ZiaAudin.
Accordingto informationreceivedfrom detainee'sSIR'sandKakai Khan,
US9AF-001075DP(ISN 1075),actedasa go betweenfor Bow Audin and
detainee,it is probableBow Audin anddetaineehada standingfeud. The
reporting from that sourcemay not be valid. )

attackwasa roadsideambushutilizing a SpiderRemoteControlFiring device.
AnalystNote: Al-Qaida,Hezbi-e-IslamicGulbuddin(HIG), andformerTaliban
regime-affiliatedterrorist organizationshavedemonstratedthe capability to
employthis deviceasa meansfor remotedetonationof an IED.)
' (S/AIF) On 17August 2003,detaineeretumedto the city of Gardez,from an
unspecifiedlocation in Pakistan. Detaineewas seenin Gardezwith his driver,
Farooq,in a latemodel, black, Toyota Hilux truck with minor front-enddamage.
Detaineereturnedwith ACM members. Detaineewasreportedlypurchased
explosivesto destroythe mainbridgein Gardez. Theexplosiveswereallegedly
purchasedfrom Bow Audin.
' (S/AIF) Detaineewas arrestedon 18August 2003 aftersimultaneousraids
were conductedon two compoundssuspectedof belongingto the Gardez,AF,
ACM cell. The raidscommencedafter US forcesreceivedinformation aboutthe
transportanduseof remotely detonatedanti-tankminesagainstUS andcoalition

o (S/A{F) Six membersof the Gardez,AF, ACM cell were detainedat the first
compound: Abdul FataakaHaqqani,the cell leader;Kazi Abdul Baki; Moalem
Abdul Samat;Abdur Rashid;MohammedSardar;andAbdul Khalil.
' (S/A{F)The following individualsbelongedto the Gardez,AF,ACM cell.
Abdul Fata,akaHaqqani,led the cell. Two explosivetrainerswho went by the
namesShanspoorHaq andKari Aslam trainedthe cell on 9 August2003. Haji
Mali Khan arrangedthe training. Abdul Fatais the Lashkar-e-Tayiba(LeT) first
zonecommanderin Afsay Village, Nuristan Province,Afghanistan. (Analyst
Note: LeT is a Tier I counterterrorismtarget,definedashaving demonstratedthe
intention andthe capability to attackuS personsor interests.)
' (S/AIF) Abdul Fata,ShanspoorHaq, andKari Aslam plannedto carry out
threeseparateattacksagainstAfghan andUS coalition targetsin the Gardez,AF
area. Onetargetwas an unidentified music storein thebazaarareaof Gardez.
Another plan involved a land mine attackon an unspecifiedpoint on the road
leadingto Ghaznijust outsideof Gardez,AF. Thatattackwasto takeplace18
August 2003. The third wasthe assassinationof Haya Gul, if the land mine attack
failed. This final attackinvolved the useof a cassetteplayer improvised
explosivedevice(IED) to be deliveredto HayaGul. A Gardezpoliceofficer,Din
Mohammedor anunidentified Imam at the police stationmosquewasto deliver
the device.
o (S/AIF) Detaineeclaimed he only hadone AK-47 assaultrifle, onemortar round
andonerocketat his home. Detaineeclaimedhis policecommanderHayaGul,
requesteddetaineestorethe weaponsthere.
' (S/A{F)A secondsearchof detainee'scompoundon 31 August2003found
oneAK-47 rifle, a mortar tubewith base-plateand legs,severalmortar rounds,
severalboxesof l2.7mm DSHKA ammunition,severalT3mmSPG-9recoilless
rifle rounds,a sovietmadeRG-42 grenadeanda tin containerfull of gunpowder.
(AnalystNote: Theweaponsnotedabovewerethe samecaliberasthoseusedin
the attackon Shkin.)
