wasassignedto a constructionunit. Following military service,detaineebecamea self-
employedhousepainterandcarsalesman.On 14July 1989,detaineetraveledto France(FR)
looking for work andeventuallyresidedin Paris,FR. Detaineelived in Francefor
approximatelysix to sevenyears,working asa dishwasherandpainter. Detainee'sAlgerian
passportexpiredduring this timeframe. Detainnedid not attemptto renewthe passportand
claimedhe threw it away. Detaineeadvisedit is easierin Franceto be caughtwith expired
paperworkthanwith no paperwork. Detaineemovedto Rome,Italy (IT), in 1996or 1997to
find employment.While in Rome,detaineeworkedasa streetvendorandpainter.l Detainee
eventuallyobtaineda stolenFrenchpassportunderthe nameof Oliver JeanChristianMarie
JosephBayart." ln Rome, detaineebecamea devoutMuslim, attendingthe Altawba,
Alkhoda,andPerioliMosques.Detaineeleft Italy in late2000,when friendsadvisedhim
thatUnitedKingdom (UK) wasabetterplaceto live.'

2001. DetaineeattendedtheFinsburyParkandBakerStreetMosquesin Londonwherehe
met a MoroccannamedAbdul Rahim (NFI). Rahim mentionedto the detaineethat a
Swedishwomanjust divorcedherMoroccanhusbandin Afghanistan.Rahim suggestedthe
detaineetravel to Afghanistanto meetandmarry her sodetaineecould acquireSwedish
citizenship. Rahim financeddetainee'strip to Afghanistan,provided him a fraudulentvisa,
andinstructeddetaineeto meetwith Mohammed(NFI) upon arrival.a Detaineeleft for

Islamabad,Pakistan(PK), on 3 June2001. Detaineelived with Mohammed for
approximatelyoneweek andthentook a taxi to Peshawar,PK.t
c. (S/NF) Training and Activities: Upon his arrivalin Peshawar,detaineemet Abdul
RahmanG.IFI). Rahmanhad a driver takethem asfar ashe anddetaineecould go on a
mountainousroad,beforethey hadto walk into Afghanistan. Detaineemet up with an
Algerian, Abdel Hafeez(NFI), andstayedat his housein Jalalabad,AF. Hafeeztold
detaineethat the Swedishwoman was goneandthat shetraveleda lot. Detaineemet and
lived at Hafeez'shousewith Mothana (NFI), an Algerian who was a studentin Kabul, AF.
When the Swedishwoman did not retum, detaineeandMothanadecidedto travel to Kabul
whereit is cooler. After aboutone anda half monthsin Kabul, detaineewent to a small
village, on the road that led to Bagram,AF. While in this village, detaineemet andspent
time with a friend of Monthana,Abu al-Bara. Detaineestayedin the village threedaysand
two nights. Detaineethenwentbackto Kabul.

^. (S/A{F) Approximately 19November 2001,detaineeleft Kabul andreturnedto the
Algerian g,r"rihbrx" in Jalalabadwith severalAfghanis. Detaineestayedat the guesthouse
forthree weeksuntil he fled Jalalabadin a truck with otherArabs. When detaineeandthe
otherArabs arrived at the mountains,they walked to a village nearthe Afghani border. They
stayedat the village for a few days. Without a guide,detaineeandthe otherArabswalked
forone anda half daysthroughthe mountainsuntil they arrived at a village in Pakistan.
They stayedat the village for sixteento eighteendaysuntil Pakistanisturnedthem over to the
potte. ietainee usedthe aliasAbdullahwhile in thePakistaniprison. While in custody
detaineewas being transported,when the vehicle he wasriding in had an accident. A
Pakistanimaletold detaineethat he would take detaineeto a doctor. He took detaineeto his
housewherepolicecaptureddetainee.Thepolicetook detaineeto thepolice stationandthen
to ahospital. Detaineewas interviewedby the US andlied to the interviewersby telling
themhe was French.t Detaineewas turnedover to US custodyandsentto Kandahar,AF, in
January2002.

with the deceasedor group conductingthe ceremony. The reportedtime andplaceof the
funeral coincidswith that of a funeral of a well known mujahid witnessedby al-Qaida
memberAyman SaeedAbdullahBatarfi,ISN US9YM-000627DP(YM-627), which
UBL attended.)22
c. (U//FOUO) Detainee'sConduct: Detaineeis assessedasa MEDIUM threatfrom a
detentionperspective.Detainee'soverallbehaviorhasbeennon-compliantandhostile
toward the guardforce andstaff. Detaineecurrently has78 Reportsof Disciplinary
Infractionlistedin DIMS, with themostrecentoccurringon24 October2006,whendetainee
failed to follow a guard's instructionsto surrendercontrabandwhich appearedto be a
detailedmap of the campon a pieceof toilet paper. Otherincidentsfor which detaineehas
beendisciplined include failure to follow instructionsandcamprules, attemptedassault,
threateningguards,provoking words andgestures,damageto govemmentproperty,
unauthorizedcommunications,assault,inciting massdisturbances,andpossessionof non-
weaponandweapontype contraband.On23 January2003,detaineewasfoundin possession
of a nail about4 incheslong in his cell.

mostrecentinterrogationsessionoccurredon23 October2006.

Mosquesin London, wherehis travel to Afghanistanwas facilitated. Detaineealsoattended
severalmosquesin Romeknown for extremistrecruitmentandfacilitation. ET-1458stated
that he anddetaineetrainedtogetherbriefly at the Algerian Camp(Derunta)andtraveledto
Kandahar,wherethey both attendedtraining at the al-Faruqcamp. Detaineestayedat the
Algerian guesthousein Jalalabad,ownedby al-Qaidafacilitator Abu Jaffar al-Iazaii.
Detaineereportedly stayedat the Algerian guesthousein Kandaharwhile waiting for training
at al Faruq. Detaineeclaims to haveattendeda funeral in Kabul attendedby UBL'

recruitmentandfacilitation throughthe al-QaidaGlobal Network. Exploitation of detainee's

Detaineelived with Mohammed for approximatelyoneweek andthentook a taxi to Peshawar,PK.t c. (S/NF) Training and Activities: Upon his arrivalin Peshawar,detaineemet Abdul RahmanG.IFI). Rahmanhad a driver takethem asfar ashe anddetaineecould go on a mountainousroad,beforethey hadto walk into Afghanistan. Detaineemet up with an Algerian, Abdel Hafeez(NFI), andstayedat his housein Jalalabad,AF. Hafeeztold detaineethat the Swedishwoman was goneandthat shetraveleda lot. Detaineemet and lived at Hafeez'shousewith Mothana (NFI), an Algerian who was a studentin Kabul, AF. When the Swedishwoman did not retum, detaineeandMothanadecidedto travel to Kabul whereit is cooler. After aboutone anda half monthsin Kabul, detaineewent to a small village, on the road that led to Bagram,AF. While in this village, detaineemet andspent time with a friend of Monthana,Abu al-Bara. Detaineestayedin the village threedaysand two nights. Detaineethenwentbackto Kabul. o 5. (S//NF) Capture Information: ^. (S/A{F) Approximately 19November 2001,detaineeleft Kabul andreturnedto the Algerian g,r"rihbrx" in Jalalabadwith severalAfghanis. Detaineestayedat the guesthouse forthree weeksuntil he fled Jalalabadin a truck with otherArabs. When detaineeandthe otherArabs arrived at the mountains,they walked to a village nearthe Afghani border. They stayedat the village for a few days. Without a guide,detaineeandthe otherArabswalked forone anda half daysthroughthe mountainsuntil they arrived at a village in Pakistan. They stayedat the village for sixteento eighteendaysuntil Pakistanisturnedthem over to the potte. ietainee usedthe aliasAbdullahwhile in thePakistaniprison. While in custody detaineewas being transported,when the vehicle he wasriding in had an accident. A Pakistanimaletold detaineethat he would take detaineeto a doctor. He took detaineeto his housewherepolicecaptureddetainee.Thepolicetook detaineeto thepolice stationandthen to ahospital. Otherincidentsfor which detaineehas beendisciplined include failure to follow instructionsandcamprules, attemptedassault, threateningguards,provoking words andgestures,damageto govemmentproperty, unauthorizedcommunications,assault,inciting massdisturbances,andpossessionof non- weaponandweapontype contraband.On23 January2003,detaineewasfoundin possession of a nail about4 incheslong in his cell. 8.
