camp looking for peopleto go to SaudiArabia (SA) to work. Khan approacheddetainee'sfather
who, in turn, senthim to detainee. Khan informed detaineehe would earn60 SaudiRiyals (SR)
a month for digging wells. DetaineeagreedandKhan obtainedfor detaineea Pakistanipassport,
a SaudiArabian visa anda planeticket for a flight from Karachi, PK to Riyadh, SA. Detainee

Tier I terrorist target that is definedas terrorist groups,especiallythosewith statesupport,that
havedemonstratedthe intention and the capability to attack USpersonsor interests.) Detainee
initially hada Pakistanipassport,which he obtainedlegallyasa refugeein Pakistan.Whenhe
returnedto Afghanistan from SaudiArabia, he legally obtainedan Afghan passport. Detainee
claimsthatit took sevenyearsto earn350,000PakistaniRupees(PR)(32,500SR)neededto pay
for the visa. (AnalystNote: At a rate of 60 SRa month,after sevenyeqrs detaineewould only
haveearned5,040SR.I/ls explanationsof his circumstances,activities, andassociatesare not

Arabia, detaineeflew from Karachi, PK to Riyadh, SA. He lived in a tent by the mountains
outsideof JeezamAbha, SA, andearned60 SR (conversion$16USD) per day. On subsequent
employmenttrips,detaineeflew from PeshawarandIslamabad,PK, to RiyadhandJeddah,SA.
Detaineecannotrecallhow long he wasin SaudiArabiaduringhis mostrecentemployment,but
claimshe wastheretwo Ramadansago(2002).'Detaineeclaimsto haveonly traveledbetween
Afghanistan,Pakistan,and SaudiArabia'
. (S) CaptureInformation: On the day detaineewastakeninto custody(approximately
July 2003),he hada cellulartelephonein his possession.While gettinghis oil changed,a police
commandersawthetelephone,which he immediatelytook from detainee.Detaineepurchased
thetelephone,a Thurayamodelsatellitephone,two monthsbeforehis captureat a cellular
telephonestorein SaudiArabia. The policetook detaineeto his houseandconducteda searchof
theiesidence. During the search,they seizedthreeKalashnikov rifles, a satellitephonecharger
plus instructionbooklet,a solarpanel,two passports,a ledgerwith possiblenamesof Taliban
membersanda blank GermanID card. Detaineealsohad 15,000PR (conversion$260USD) at
his housewhen he was arrested.The fact detaineearrived from SaudiArabia andhada sumof
moneyincreasedsuspicions.Detaineewasturnedoverto US custodyin August2003andheld
in Bagram,AF beforetransferto GuantanamoBay, Cuba.

Kuchi encampmentin GardezDistrict,PaktiaProvince,AF, duringOperationWarrior Sweep.
(AnalystNote; Operation Warrior Sweepwas thefirst maior combatoperationfor the nascent
National Army encompassing1,000ANA soldiers,backedby USand ltalian troops, tofight
againstsuspectedTaliban andAl-Qaida remnantsin theZormat valley southof Pahia
province's capital of Gardez,AF, 100kilometers(60 miles)south of Kabul, AF. TheZormat
valley was usedas a safehavenby Taliban andAl-Qaidaforcesfollowing theNorthern Alliance
capture of Kabul, AF, in late 2001,and in March of 2002 was the OPAREAfor Operation
Anaconda.TheKuchi encampmentis assessedas being connectedto Naim Kuchi, aformer
Taliban commanderlinked to Saifullah RahmanMonsour and Jalaluddin Haqqani. Mansour
and Haqqani areformer Taliban commanderswith direct linlcsto Al-Qaida and haveboth been
connectedto Anti-Coalition operationsin theZormat Valley')
. (S) Detaineeis believedto havebeendeceitfulduringinterrogations:
o (S) Detaineestatedhe andotherAfghansshoveleddirt in orderto dig waterwells.
(AnalystNote: Detainee'shands,despitel3 years of hard labor shovelingdirt, are not rough or
callousedand are actually soft with manicuredfingernails.)
o (S) Detaineeclaims he did not pay EssaKhan up front but gradually after
obtainingthejob in SaudiArabia. DetaineestatedhepaidKhan back350,000PRs(32,755SR)
over sevenyearsfor the visa that was provided. In otherinterrogationsdetaineeclaims he was
always sendingmoney home. (AnalystNote: To havepaid off EssaKhan in sevenyeors as
detaineeclaims,hewould havehadto beenearning390SRper monthbut he claimshe only
earned60 SRper month.)

went to SaudiArabia, but in a follow-on interrogationhe claimedhis two brothersalsoworked

Detainee'slivelihoodwould not havesupportedsucha purchase.
