Detaineeis assessedasa probablememberof Hebz-e-IslamiGulbuddin(HIG). Detaineeis
assessedastrainedby the HIG to participatein attacksagainstUS forcesin Kabul,
Afghanistan. Detaineeparticipatedin an attackagainstUS SpecialForcesmembers. When
captured,detaineetold Afghan authoritiesthat he hadbeentrainedto targetAmericans. It is
assessedthis detaineeis a HIGH risk, ashe is likely to posea threatto the US, its interests
andallies.
4. (S//NF) Detainee Background Summary: Unlessotherwisenoted,the following
paragraphsarebasedsolely on the detainee'sstatements.
a. (S//NF) Prior History: Detaineedroppedout of schoolin the eighthgradeandworked
for his uncle asa shopkeeperin a grocery storein Miram Shah,PK. Detaineealsoattendeda
three-monthEnglishcourse.
b. (S///NF)Recruitment and Travel: In lateNovember/earlyDecember2002,while
attendingthe Qurey Mosque in Miram Shah,detaineewas calledover by four men. Detainee
providesconflicting accountsof his initial recruitment. In oneaccount,detaineewas asked
to clearmines,in anotherhe wasofferedajob thatwould involve "killing Americans."
Detaineetraveledto a Hezb-e-Islamitraining campin the JawaryMountains in Zurvery, AF.
(AnalystNote: Hezb-e-Islamiis assessedto be Hezb-e-IslamiGulbuddin(HIG). HIG is a
Tier I Counterterrorismtarget,definedasthoseterrorist groups,especiallythosewith state
support,that havedemonstratedthe intention andthe capability to attackUS personsor

c. (S//NF) Training and Activities: Detaineespenttwelveto thirteendaysatthe camp
with approximatelyfifteen otherpeople. The camphad a variety of shoulder-firedweapons,
onecrew servedweapon(possiblyartillery),two sidefired rockets,andsmallbombs.
Detaineetrainedon the useof variousgrenades,including smokeand fragmentation.
(Analyst Note: Detaineealsoclaimedon oneoccasionhe receivedtraining on the AK-47
andshoulder-firedrocket launchers.) Detaineetraveledto Khowst, AF with colleaguesfrom
the camp,but spentthe night with his family. On approximately l6 December 2002,
detaineerejoined his group andtraveledto Kabul, AF, via Gardez,AF, andLogar, AF. In
Kabul, detaineeandNadir stayedin a hotel while "Thirty-nine" and"Forty-two" (the
individuals who recruitedandtraveledwith him) went to speakto the "orgarization leader."
d. (S//NF) Gapture Informatioh: On 17December2002,Nadir gavedetaineeanorange,
somechocolateanda powder substanceto eat. After eatingtheseitems,detaineestatedhe
felt largerthan everythingandeveryonearoundhim. (Analyst Note: Detaineemadeseveral
statementsimplying that his colleaguesat variouspoints druggedhim in his timeline.)

DetaineeandNadir, eachcarrying two grenades,positionedthemselvesapproximately 100
yardsapartfrom eachothernearthe mosqueasdirectedby "Thirty-nine" and"Forty-two"
andwaited for an American targetto passby. Detaineethen observeda vehicle passinghim
with US SpecialForcessoldiersenrouteto Nadir's location. Accordingto detainee's
account,when the vehicle approachedNadir, Nadir threw a grenadeinto the vehicle. After
the grenadeexploded,Nadir fled the sceneandAfghan Military Forcesapprehended
detainee.Detaineewastransferredto US custodyshortly thereafter. (Analyst Note: In one
accountof the capturestory,detaineeclaimedhe attemptedto throw a grenadeinto a Turkish
InternationalSecurityAssistanceForcevehicle,but Nadir told him theAmericanvehicles
werethe specific targetfor the mission. This is questionableasNadir was 100yardsaway
from him on a crowdedstreet.)

trainedto targetAmericansandthe Afghan government. Detaineethen admittedthat
he threw the grenadesat the two US soldiers.
o (S/AfD Accordingto the Directorof Criminal Investigations,PoliceDistrict 2,
Kabul, AF, detaineestatedhe wasproud of his actions,andwould do it again.
o (S/AfD Detaineeis assessedasa memberof a largergroupof individualsslated
to carry out attacksagainstUS forcesin Kabul in the December2002timeframe.

peopleenteredKabul from Miram Shahto carry out attacksagainstUS and
coalition forces. The group wasresponsiblefor carrying out the grenadeattackon
US forceson 17December2002,andthe shootingincident at the International
SecurityAssistanceForceCompoundin Kabul on 19December2002.

groupof eighteensuicidebombersweredeployedfrom somewherein Pakistan
with the goal of enteringKabul. Of theseindividuals, onewas capturedin Omar

his personalopinion that Al-Qaida, with the supportof PakistaniInter-Services

notebookwith the word Herat with an arrow pointing to the partially completedword
Kabul andseveralnamesandphonenumbers. (Analyst Note: It is unknown what the
diagramrepresented;however,when combinedwith a busticket from Herat. (a location
detaineedoesnot discussvisiting), the information regardinga groupof eighteen
individuals, anddetainee'sconfession,it is probabledetaineewasa willing participantin
anunidentifiedmissiontargetingUS forceswhenhe beganhis trip to Kabul.)
o (S/A{F) In detainee'sinitial story,Nadir recruiteddetaineeto kill Americansfor
money. Detaineeinitially claimedthat he wasnot okay with killing Americans,but
decidedto attendtraining with the HIG in orderto makemore money. (Analyst Note:
