For this updaterecommendation,it hasbeendeterminedthat this detaineeis not a memberof the
Talibanor Al-Qaida andlorits globalterroristnetwork. Currentreviewof detainee'sfile and
thoroughresearchingofnational-level counter-terroristdatabaseshasrevealedno new
informationto alteror reversethe conclusionsof thepreviousassessment.Thosefindings
determinedthe information in detainee'sfolder had contradictoryandincorrectinformation.
Additionally, upondiscussionswith CENTCOM andreviewof all datain detainee'sfolder as
well asfoldersof threedetaineescapturedat the sametime, it hasbeendeterminedthat the
detaineewas indeedcapturedin his homeandnot out in the open. Detaineeis unawareof why
he wasdetained. Information from otherdetaineesandoutsidesourcinghasprovided no
damagingevidenceagainstdetainee.Detaineehasno knowledgeof the suspectedTaliban
facility. It hasbeendeterminedthatdetaineeposesa low risk, ashe is unlikely to posea threatto
theUS, its interestsandallies.
4. (S//NF) Detainee Background Summar!: Unlessotherwisenoted,thefollowing
paragraphsarebasedsolelyon thedetainee'sstatements.
a. (S) Prior History: Detaineegrewup in a Pakistanirefugeecamp(Miram Shah)for ten
years. He thenmovedto SaudiArabia andwas a guestworker therefor sevenyears.He is
marriedandhasfour children. He speaksPashtu,Urdu andArabic.
b. (S) Recruitment and Travel: Detaineehasno military or weaponstraining.
c. (S) Training and Activities: Detaineehasno formal military trainingandis not a
memberof the Taliban.
d. (S) Capture lnformation: Detaineewascapturedon20 January2002by US forcesin
his villageneara suspectedTalibanfacility. US forceswerefired uponduringarrestprocess
from the suspectedfacility. Detaineewascapturedwith a modifiedICOM/VHF (high
frequencytransceiver)unit anda Kalishnikovrifle in room. He wascapturedwith ISN's
458,459and460. The detaineehasneveradmittedto knowing how to operatetheradio.
Detaineesaidthat he owned a tapeplayer with a radio andthat is how he receivednews
information. DetaineehasanAfghan driver's license,Afghanpassport,andseveralvisas.

5. (S//NF) Detainee Threat:
a. (S) Assessment: It hasbeendeterminedthatthedetaineeposesa LOW risk, ashe is
likely to posea threatto the US, its interestsandallies.
b. (S) Reasons for Release or Transfer to Another Country:
. (S) Detaineewaslastassessedon 21 May 2004. After carefulreviewof national-
level databases,no new information hassurfacedwhich would changethe previous
assessmentconcemingthis detainee.
o (S) Thereis no supportingevidencethat the detaineewas in the suspected
compoundashe was capturedout in the open. According to the CaptureSheet,
detaineewassleepingin his family-ownedresidence.
o (S) Detaineehasmaintainedthat he hasno knowledgeof why he was detained
andthatthe otherthreeindividuals(ISN 458, 459,and460) detainedwith him were
alreadyin thehelicopter.
o (S) ISN US9AF-000458andUS9AF-000459,eachof which wascapturedwith
the detainee,hadno derogatoryinformation concerningthe detainee. This wasnot
reportedon the initial assessment.Additionally, areview of ISN 460'sfile showedno
derogatorystatementsaboutthis detainee.
c. (S/NF) Detainee's Conduct: This detainee'soverallbehaviorhasbeenattimesnon-
compliantbut non-aggressive.ISN 457hasbeeninvolveda numberof instanceswherehe
talkedwith detaineesin othercellblocksandperformedphysicaltraining(i.e.,jumpingjacks)
in his cell. Thesemostly involve failureto complywith guards'instructions.
6. (S//NF)DetaineelntelligenceValueAssessment:
a. (S) Assessment: JTF GTMO hasdeterminedthatthis detaineeis of LOW intelligence
value.
. (S) Detaineemay be ableto provide generalinformation of the village andcompound
whereJalaluddinHaqqanimay havetakenrefuge. US forcesconductedan air strike
againstthis village dueto reportsthat Haqqaniwas being housedwithin a compound
there. (Analystnote:Haqqaniis in chargeof Anti-CoalitionMilitant (ACM) operations
in the Pakia,Paktiaand Khowst provincesandis associatedwith Al-Qaida, Taliban and
theHezb-E-IslamiGulbuddin(HIG). The HIG is a Tier I targetwhich is definedas
terrorist groups,especiallythosewith statesupport,that havedemonstratedthe intention
andthe capability to attackUS personsor interests.)
