SUBJECT: UpdateRecommendationto Transferto the Control of Another Country for
ContinuedDetention(TRCD) for GuantanamoDetainee,ISN: US9AF-000562DP(S)
date,detaineeis not a trained intelligenceagentandhasno discemibleassociationswith
terroristsor terrorist support. Detaineehad a low rank andposition within the post-Taliban
government;however,detaineeneverheld a position of leadershipwithin the Taliban.
Although he hadno involvement in hostilities andhasnot demonstrateda commitmentto
jihad or a propensitytowardsviolence, he may be susceptibleto recruitmentfor terrorist
organizationsor supportgroups. Detaineedoesnot appearto havespecialskills, education,
or the capability to organize,coordinateor participatein actsagainstthe U.S. Detaineehas
hada continuing history of psychiatricproblemssincehis arrival at JTF GTMO. Therehas
beenno further information found sincehis incarcerationthat would supportthe supposition
the detaineeis an intelligenceoperative. Due to his psychiatriccondition it is difficult to
conducta risk assessmentfor this detainee. It hasbeendetermineddetaineeposesa medium
risk to theUS, its interestsandallies. It is alsostronglyrecommendeddetaineebe
transferredto his country of citizenshipandcommiffed for further custodialpsychiatriccare.
4. (S/NF) Detainee Background Summary: Unlessotherwisenoted,thefollowing
paragraphsarebasedsolely on detainee'sstatements.
a. (S) Prior History: Detaineeis a 25 year-oldAfghan born in Bagram,Helmand
Province,AF. During the post-Sovietstrife in Afghanistanhe fled to Iran (IR) for safety. He
hasthreebrothersandfour sisters. Detaineeis married,but hasno children. He speaks
Arabic, English, Farsiand speaksandwrites Pashtu. Staringat age14,detaineebegan
trafficking hashish,a few gramsat a time, to Iran andPakistan.He alsobecamea userof
opportunity using "whateverhe could gethis handson," to include hashish,marijuana,
heroin, cigarettesandsnuff. He was arrestedin Iran with four othersin I99I-92 for
trafficking 9.5kilos of hashish.Eachwasgivena sentenceof tenyears. He servedjust over
nineyears. In 1999,detainee'ssentencewascommutedandhe wasreleased.
b. (S) Recruitment & Travel: Following his mid-1999releasefrom anIranianprison,
detainee'sfathermet him nearthe bordertown of Zabol, IR andthe two went backto
Khajaki,AF. Detaineesaid,for thenext 18months,he did oddjobs suchasselling
medicine,picking poppiesfor a month, day labor, andselling, in Quetta,PK, prayerrugshe
madein prison. Detaineewantedajob asa clerk andappliedto the Taliban govemmentin
Kandahar,AF, but wasrejected.When the Taliban fell, his uncles,Haji Khan andHaji
MohammedKhan, helpedhim to get a clerk position with Shariff Adin Akhun Zadain
Tangi,AF.

c. (S) Training & Activities: Detaineeallegeshe hasneverheld a weaponandhas
receivedno military training. At the time of his capture,detaineewasworking asa clerk for
a district chief namedHaji Akhun ZadainKhajaki, HelmandProvince,AF. His
responsibilitiesincludedtyping documentsandcomplaintsthat cameinto the district, typing
food vouchersfor someof the local residents,andresupplyingUS personnelthat were
stayingin a nearbybuilding.
d. (S//NF) Gapture Information: Detaineewascapturedon24 February2002. Detainee
saysthat, on the day of his capture,he wastrying to turn in two former Taliban members,
Haji Mullah Gafour andHaji Maween Saheb,who hadbeenharassingdetainee.As he
deliveredfood to the Americans,he attemptedto tell them, without an interpreter,aboutthe
two men. However,becauseof the languagebarrier,they wereunableto determinewhat the
detaineewanted. After detaineeretumedto work, the Americansrequestedthat Shariff Adin
cometo their location to explain what detaineewanted. Later detaineehimself was
summonedback.When detaineearrived, someof the mentackledhim andtook him into a
room. Detaineespentapproximatelythreemonthsin Kandaharbeforehe wastransferredto
GuantanamoBay, Cuba.

o (S/A{F) Detaineeworked briefly (threeweeks)asa clerk underHaji Mullah Shariff
Adin. Initial reporting indicatedUS Forcessuspecteddetaineeof being an Iranian
intelligenceoperativeworking in Afghanistan.
o (S/NF) Haji Mullah Shariff Adin was identified asan employeeof Taliban
intelligence,working for TalibanIntelligenceChief QariHamid Ghul. Ghul and
Adin aremembersof a Heckmatyr Islami Gulbuddin (HIG) cell that met to plan
targetingof US personnelin Khandahar,AF. (Analyst note: HIG is a Tier I Target.
Tier 1 Targetsaredefinedasterrorist groups,especiallythosewith statesupport,that
havedemonstratedthe intention andthe capability to attackUS personsor interests.)
o (S/AIF) Detaineewas capturedwith two notebooks,which appearedto contain
numericalcodesknown to be usedby the Taliban for securecommunication.
. (S//lF) The interpreterduring the22 July 2002interview recognizedthe
code. He statedit wastaughtto him "by his father,many yearsago." This
notebookwas forwardedto NSA for further review in2002. Detainee
AssessmentBranchhasrequestedthroughthe NSA representativethe current
resultsof this review. (Analystnote: Possessionof anapparentcodebook
appa.rentlyled the initial debriefingteamin Bagramto believedetaineemay be an
Iranian intelligenceoperative. The interpreterat the time commentedthat
detaineespokewith an Iranian accent,which may havebeencausedby spending
nine anda half yearsin an Iranianprison.)
o (S/AfF) Detaineeappearedto be extremelyevasiveandpossiblyusing counter-
interrogationtechniquesduring early interrogationsby JTF-GTMO debriefers.
o (S/A{F)Basedon BehavioralScienceConsultationTeam(BSCT) information,
detaineeis currentlybeingtreatedfor DissociativeDisorder. DissociativeDisorderis
the failure to integrateone'smemories,perceptions,identity or consciousness
properly. Detaineecannotdistinguishbetweenreality andfantasy. His condition was
probably causedby deeppsychologicaltrauma,appea.rsto be worseningandhe is
refusingtreatment. (Analyst note: Detainee'spsychiatricproblemsmay havecaused
behaviorthat wasmisidentified ascounterinterrogationtechniquesduring early
interrogations.)
o (S/AJF)After searchingnational-levelcounter-terrorismdatabases,no new
reporting or documentationhasbeenfound to supportthe claims that detaineeis a
trained intelligenceoperativefrom Iran.
