For this updaterecommendation,detaineeis assessedasa probablememberof the Taliban.
Formerhigh-levelministersof the Talibanregimeidentify detaineeasa Talib. Detainee
receivedweaponstraining at Taliban facilities. It is assesseddetaineemay havebeen
involvedin military actionagainstcoalitionforces. It is assessedthis detaineeis a MEDIUM
risk, ashe may posea threatto theUS, its interestsandallies.
4. (S//NF) Detainee Background Summary: Unlessotherwisenoted,the following
paragraphsarebasedsolelyon the detainee'sstatements.
a. (S) Prior History: Detaineeis a32 year-oldfatherof six children,who residedin
Sangincity, HelmandProvince,AF. Detaineeowneda shopin a grocerystorefor 15-20
yearsprior to his capture.
b. (S) Recruitment and Travel: Two menforcedtheir way into detainee'shomeand
took detaineeat gunpoint to fight for the Taliban. The Taliban would conscriptmen in this
mannerfor oneto six months. Detaineehadno prior military training prior to conscription
into the Taliban. Mullah Abdul Satter,a Taliban mid-level commander,was in chargeof the
conscriptionprocessin detainee'sarea. Satterwasthe leaderuntil TalibancommanderLaal
Mohammedjoined the group.
c. (S) Training and Activities: In October200I, detaineeandtwenty-fourothermen
from his village weretakento the Sangincounty seatbuilding in Sangin,AF. Approximately
250-300Taliban were at this facility. SahkiGul, a trainer at the Taliban facility, taught
detaineehow to usean AK-47. Threeor four dayslater,all of the approximate300
conscripteesleft this facility in a caravan. They went to Khandahar,AF, wherethey stayed
the night. The next day the samecaravanheadedto Kabul, AF. After only onenight in
Kabul, AF, the caravanheadednorth to Khenjan, AF, wherethey stayedfor two nights.
Following the two night layover, detaineeandhalf the men andcontinuednorth to the city of
Konduz, AF, to fight coalition forceswhile the otherhalf of the group remainedto fight
coalitionforcesin Khenjan.
d. (S) Capture Information: In Konduz,AF, detaineestayedat the samehousefor
approximatelysix weekswaiting to be calledto fight. Their leaderinformed the conscripted
menthat they werenot neededfor fighting yet, but when they were neededthey would be
called. All the men carriedan AK-47 but they did not haveammunition. In December2001,
detaineeandall the conscriptedmen surrenderedto GeneralRashidDostamandthe Northem
Alliance forces. They were driven from Konduz, AF, to Yarganak,AF. On the way, both
Abdul SatterandLaal Mohammedjumped out of their vehicle beforethe group was
officially turnedover to GeneralDostam'stroops. Detaineeandother conscriptedmenwere
takento Sheberghanprison andlatertransferredto US custodyat the Khandaharprison.
