andhighbloodpressuemedicationsavailableeverymorning.Hewill needto havehisnon-

b. (S) Summary: JTFGTMOassessesthatdetaineeisnotmemberof Al-Qaidaand/orits
globalterroristnetwork,butis anadmittedretiredHIG commanderwhoturnedhiscommand
overto hissons.Detainee'ssonHizatullahNasratYar(ISNUS9AF-000977DP(AF-977))is
beingheldatJTFGTMOandhisotherson,AbdulWahid,is still atlarge.Detainee'ssons
wereinvolvedin theplanningandsupportof attacksonUSpersonnelin theKonarProvince
andit is assessedthatdetaineewasalsoinvolvedwith theactivitiesof hissons.It is assessed
thatevenafterretiring,detaineestill hadinfluenceamongtheHIG leadershipthroughhis
sonsandif released,hewill still havetheabilityto plan,supportor facilitateactsof terrorism
againsttheUS andits allies. It hasbeendeterminedthatdetaineeposesamediumriskto US
forcesin Afghanistan,anddueto hismedicalcondition,heis recommendedfor Transferto
theControlof AnotherCountryfor ContinuedDetention(TRCD).
4. (S/NF) DetaineeBackground Summary: Unlessotherwisenoted,thefollowing
paragraphsarebasedsolelyondetainee'sstatements.
a. Prior History: Detaineeservedin theAfghanistanArmyin thelate1950'sto early
1960'sfortwoyearsasaninfantrysoldierreceivingsmallarmstraining.Detaineeclaimsto
havenoexperiencewith grenades,explosives,minesor artillery. DuringtheSoviet
occupation,detaineemovedhisfamilyto KhatakoPoal(nearPeshawar),Pakistan(PK). In
1981,detaineebecameacommanderin SebghatullaMohadadi'sHezbiNejatiMili (National
RescueParty).Duringthistimeperiod,GulbuddinHekmatyer'sHezbe-e-IslamiGulbuddin
(HIG)partywasthemostpowerfulresistanceorganizationfightingtheSovietoccupation
dueto US support.Hekmatyertold Mohadadithathispeopleshouldjoin theHIG againstthe
Sovietssincehehadthesupportof theUS. As soonasHekmatyertookcontrolof theHezi
NejatiMili, hehadall of theparty'sleadershipkilled andforcedtheremainingmembersof
theHeziNejatiMili tojoin theHIG. As soonasdetaineealignedhimselfwith theHIG,he
wastoldhewasnotgoingto beallowedto fight anymoreandMuwlaviBismullah,
General/Commanderof theHIG, senthimbackto hisvillageto bethelocalHIG militia
commander.(AnalystNote: Hezb-e-Islami(HIG) is aTier 1target.Tier 1targetsare
definedasterroristgroups,especiallythosewith statesupport,thathavedemonstratedthe
intentandthecapabilityto attackUSpersonsor interests.)
b. Training and Activities: DetaineewasalocalHIG commanderuntilhishealthbegan
to deterioratefourteenyearsagoandhetumedoverhiscommandto aLal Pasha,until Pasha
fledAfghanistanto Iranfollowingthefall of thecommunistgovernmentin 1991.Detainee's

undertheKarzaigovernmentunderGeneralEngineerWasilandwasinstructedto collectall
of theweaponsfromthevillagersandstorethemuntil furthernotice.Detainee'sson(AF-
977)wasarrestedby USandAfghanforceson 1March2003,in Sorobi,AF afterhewas
reportedto beaHIG commanderinvolvedin rocketattacksagainstUS forces.
c. Capture Informatioh: On26March2003,USforceswereconductingabuilding
searchfor hiddenweaponsneartheSarobiDam,AF, basedoff of aHUMINT source
claimingalargenumberof weaponswerebeingstoredin thedetainee'shouse.Detaineedid
notresistcaptureandwasaskedif anyweaponswerestoredin thehome,whichhereplied
"therewerenoweaponsstoredin thehouse."Onceweaponswerefound,detaineestatedhe
hadbeendirectedto collectweaponsfromthelocalpeoplefor storageby GeneralWasiland
Wasilhadestablishedamilitary/policepostin hishomewith him in charge.Weapons
recoveredincluded107mmrockets,multi-tube107mmrocketlauncher,PKM (crewserved
machinegun),AK-47, anduniforms.

a. Assessment: It hasbeendeterminedthatdetaineeposesaMEDIUM risk,asheis
likelytoposeatbreattotheUS,itsinterestsandallies.
b. Reasonsfor Continued Detention:
o Detainee'sson,AbdulWahid,replacedhisbrotherAF-000977uponcaptureasHIG
commanderandis linkedto theplotto kidnapUSpersonnel.AbdulWahidwasthe
governorof LaghmanProvincewhentheIslamicTransitionalGovemmentof
Afghanistancameto power,butwasreplaceddueto hisknownconnectionswith
GulbuddinHekmatyarandtheHIG.
o Mid-March2}}3, AbdulWahidwasplanningto attackUSconvoysandkidnapUS
personnelontheKabulto Jalalabad,AF roadbetweenSorobiandJalalabad.Wahidwas
planningto exchangehostagesfor arecentlycapturedHIG commandernamed(FNU)
Ezat. Ezatis assessedto beAF-977,detainee'sson.
o HIG forcescommandedby AF-977werereportedto beconductingsurveillanceon
USforces,coalitionforcesandAfghangovernmentoffrcialsfor potentialrocketattacks

HotelandthePresidentialPalacein Kabul,AF.
o Severaldocumentswererecoveredfromdetainee'shome.Fieldexploitationshowed
thedocumentsto be:aHIG membershipcardfor oneof hissons(AF-977),several
picturesof detainee,whichincludedoneof him sittingbesideamansigningintoHIG,
andothervariousHIG paperwork.
o Detaineewascapturedwith aletterdiscussinganAbdul AzizandMulamAnif
recruitingAfghanNationalArmy (ANA) membersfrom Sangar,AF to fight againstUS
andcoalitionforces.
o In November2002,GulbuddinHekmatyarreportedlystayedatdetainee'scompound
in Sorobi,AF.
o Detaineeclaimsto beapooranduneducatedman,butdetaineehasshownin
intenogationsthatheis moreeducatedthanhepretendsto be. Duringinitial
interrogationsin Bagram,AF, dated28March2003detaineewasaskedin Pashtu,"What
isyourname?"herespondedin English,ooWhat'syourname?"Detaineealsoclaimshe
cannotreadandwrite,butletterswerefoundduringhiscapturethatwereaddressed
directlyfromhimto otherindividualssuchashisson,AF-977.
o Detaineeis verydeceptiveandismostlikely withholdinginformationregardinghis
andhisson'sinvolvementwith theHIG aswell asHIG activitiesandintentionsin
Afghanistan.Duringadebriefingheldon21June2004,detaineedidnotrecognizeany
photosof prominentHIG membersto includetwophotosof hisson(AF-977).
o Detaineehascontinuedto communicatedirectivesconcerningweaponsandnumbers
to personnelin theSarobiDistrict,AF throughlettershome.Thephrasingof theletters
seemsto influencethepersonnelreceivingthelettersto cooperatewith US forces.It is
unknownatthistimeif detaineeis beingdeceptivewith thelettersor hisactualintentis
for thereceiverto cooperatewith theUSforces.
c. Detainee's Conduct: Detaineehasapasthistoryof passivebehavior.Detaineehas
norecordeddisciplinehistoryandnoviolentbehavior.
