SUBJECT: (S//NF) Transfer Recommendationfor GuantanamoDetainee,Bismulah, ISN:
US9AF-OOO639DP.
1. (8) Personal Information: Bismulah is an Afghan national, born in 1968 (age 35) in
Ghulam Khail, Afghanistan (AF). Detaineehas beendiagnosedwith latent Tuberculosis but
is otherwise in good health.
2. (S) Detention Information: Detaineeclaims that approximately 25 days prior to
Ramadan,he left his home for a local storein his village of Ghurban,AF, to purchaseflour
and cooking oil. After arriving, he was approachedby an individual namedMullah Musa, a
Taliban commanderin the Yakh Dara Valley region, AF. Musa told the detaineehe had to
either pay 5,000,000Afghani rupeesor serve in the Taliban army. Sincethe detaineecould
not afford the fee, he and three othervillagers, were forced into the Taliban army and loaded
onto the back of a military vehicle. They were issuedKalashnikov rifles and driven to the
Polado Dara region. The detaineeand sevenotherswere told to stand watch on a 100kOl1tpost
to prevent an invasion of the Hazaratribe onto the territory. The detainee'sgroup stood guard
for approximately 17 days with daily checksby a Taliban leader. On approximately the 17th
day, the Hazaratribe advancedtowards the detainee'sgroup. The group fled on foot for the
city of Kalu Dari, AF. In Kalu Dari, a local militia affiliated with the Northern Allianc(~
capturedthe detainee. Detaineewas takenback to Foladi Dara for six nights before being
transferred to a prison in Bamian, AF. Detaineeremained in Bamian for approximately four
months before being turned over to US forces and subsequentlytransportedto Guantanamo
Bay Naval Base,Cuba on 11 June2002 becauseof his generalknowledge of Taliban
conscription, and of the facility he was guarding in Polado Dara, AF.
3. (S)Assessment: Based on infomlation available to Joint Task Force Guantanamoas,of 19
November 2003, detaineeISN: US9AF-000639DP is assessedasbeing neither affiliated with
AI-Qaida nor a Taliban leader. Based on the detainee'sfolder, the knowledgeability brief,
and subsequentinterrogations by JTF Guantanamo,the detaineeis of low intelligence value to

JTF GTMO's assessmentthat the detaineeposesa medium threat.
