For this updaterecommendation,detaineeis assessedasa supporterof Al-Qaidaandit's
global terrorism network. He is a probablememberof an insurgentgroupthat specializesin
explosivedevicesandwasled by an individualnamedKarim (assessedto beBostanKarim,
US9AF-000975DP(ISN 975)). ISN 975hasbeenidentifiedasanAfghan Al-Qaidacell
leaderandbomb maker. DetaineeandISN 975havebeenassociatedfor over five yearsin
the Khowst Provinceof Afghanistan. It is believeddetaineewas involved with supporting
anti-tanklandminesoperationsagainstUS Forcesjust prior to his capture.It is assessedthis
detaineeis a MEDIUM risk, ashe may posea threatto theUS, its interestsandallies.
4. (S//NF) Detainee Background Summary: Unlessotherwisenoted,thefollowing
paragraphsarebasedsolelyon the detainee'sstatements.
a. (S//NF) Prior History: Detaineewasborn in theVillage of SheikhAmir, AF, and
lived thereuntil hewassevenyearsold. Whenhe wasseven,in 1979,his fathertook the
entirefamily andmovedthem to SaraiNourang,PK, to escapethe Sovietinvasion. While
living in SaraiNourang, detaineeattendedelementaryschoolandhigh schoolthroughthe
seventhgrade. Detaineeclaimedhe did not havea lot of religiousteachingsin school
becausehe wasenrolledin a public school. He took coursesin Pashtu,Urdu, anda small
amountof English. His favoritecoursewasdrawingbecausehe enjoyedmakingsketches.
Sometimein 1991or 1992,his fathermovedthe family backto their village in Afghanistan.
Detaineestatedhis fatherdecidedit would be betterto live, andoperatethe tire andbattery
business,in Afghanistanbecausethey ownedthe land andwere in closeproximity to family
andfriends. After retuming to Afghanistan,detaineeattendedthe Al-Fata Schoolin Khowst,
but quit after two monthsto work in the family business.Detaineemaintainedhe traveledto
Pakistanevery sevento eight monthsto purchasematerial for his tire andbattery storein
Afghanistan. The Zahid Khan tire storewas a family-owned business,locatedat the Gorbaz
Adda bus stopthat goesto Miram Shah. Muhammadtraveledto Pakistanto purchase
suppliesfor his tire andbattery storein Khowst.
b. (S/NF) Recruitment and Travel: Detaineestatedhe wasnot interestedin religion
until aboutsix yearsago. He had always goneto pray at the Mosque,but he neverwasvery
strongin that aspectof his life. He statedthat oneday he spokewith anotherlocal
shopkeepernamedAbdul Ghani,who owns an autobody repair shopin his village, aboutthe
Tabligh, akathe Jama'atal-Tabligh (JT) group,that met at the TakhatabikaMosque in
Khowst. Detaineedecidedto go to a meetingandthenbecamevery interestedin learning
more aboutIslam. He notedthe JT grouptaught Muslims how to live andpray properly. He
not only learnedto pray, but learnedthings like Muslim etiquetteat a mosqueandin public.
He describedhis JT group asinformal. He claims they usually met every Thursdaynight
(which he referredto as"the eveof Friday") for a JT meetingandprayer. The JT usually
stayedin the Mosquethat night andawokeFriday morning beforethe sunfor prayers. He

also statedthis did not interferewith his work schedule. (Analyst Note: JT is a Counter
Terrorism Tier 2 NGO - definedasanNGO that hasdemonstratedthe intent andwillingness
to supportterrorist organizationswilling to attackUS personsor interests. Affiliation with
the JT hasbeenidentifiedasanAl-Qaidacoverstory. The JT hasbeenusedby Al-Qaidato
facilitate andfund the intemationaltravelsof its members.)
c. (S//NF) Training and Activities: Detaineestatedhe attendedJT "centers"for
extendedperiodsof time, the longestbeing four months. He describedcentersasbeing
Mosquesthe JT usedasmeetingplacesfor their group. He attendedshorteronesincluding
two 40-day outingsandmultiple outingsthat lastedanywherefrom threedaysto onemonth.
During theseoutings,they visited selectedMosques,spokeat JT meetingsandattended
prayer services. Usually, the JT groupconsistedof oneor two instructor/teachersanda
groupof studentslike the detainee.He notedthe studentsjust watchedthe teacherswho
actedasexamples. They alsotried to recruit new membersinto the JT. During his four-
month outing, detaineespentonemonth in the Raiwind Centerof Tabligh in Lahore,PK.
The restof the time he was on the roadwith the instructorsvisiting Mosquesin the areas
aroundBannuandMardan in Pakistan.
d. (S/NF) Capture Information: Pakistanipoliceapprehendeddetaineeafteraroutine
searchof a bustraveling from Miram Shah,AF, to Bannu,PK. Detaineehad in his
possession,at thetime of his arrest,a Thurayaphone,$2700USD (cash)andno
identification. PakistanipolicequestioneddetaineeandISN 975, detainee'straveling
companion.ThepoliceascertainedISN 975 (Karim) wasa probableAl-Qaidacell leader
andbomb maker. Both were arrestedfor enteringPakistanillegally. DetaineeandISN 975
wereheld in Pakistanicustodyfor oversevenmonths,beforebeingturnedoverto US
authorities. Detaineewas subsequentlytransportedto GuantanamoBay Naval Base,Cuba,
on22 March 2003becauseof his possibleaffiliation with Al-Qaida.

a. Assessment: It is assessedthedetaineeposesaMEDIUMrisk,ashemayposea
threatto theUS,its interestsandallies.
b. Reasonsfor Continued Detention:
o (S/AIF) Detaineeandknown Al-QaidaAfghan cell leaderandbombmaker,ISN 975,
havebeenassociatesfor overfive years. It is assesseddetainee,ISN 975andObaidullah,
US9AF-000762DP(ISN 762),wereall involvedin theconcealmentof anti-tankmines
usedin plannedattacksagainstUS/Coalition Forcesin early July 2002. The connection
betweenISN 975,ISN 762anddetaineeis basedon a complexseriesof eventsinvolving
ISN 975 andISN 762,aswell asdetainee'sbrother. This seriesof events,suggests,at a
minimum that detaineewas involved and/oraffiliated with anti-coalition activities,to
includetheprocurementandpossibleemploymentof anti-tankmines. Detainee's
associationwith ISN 975alsosuggestssupportfor Al-Qaida,aswell anti-coalitionmilitia
activity.
o (S/AIF) July 2002,US Forcesdiscoveredanddestroyedtwo apparently
command-detonated,anti-tankminesthat hadbeenplacedin holeson the main
highway betweenKhowst andGardez,AF. Therewere at leasttwo separateminesin
two separateholeslocatedapproximatelytwenty metersapart. Therewere two anti-
tankminesin eachholevice theonemine in eachholethatwasvisibleon reconof
the siteby US explosiveordnancedisposalpersonnel.Themineseachhadelectric
wiring running from the two holesto a batterylocatedoff the highway. The mines
hadbeenplaced27 July 2002 atthe latest.
o (S/AIF) US ForcescapturedISN 762 shortlyaftertheaboveactivity. They
discovered23 anti-tanklandminesin his backyardprovidedto him by ISN 975. He
alsohada notebookon his personthatdirectlyconnecteddetaineewith ISN 975,ISN
762 andthe landmines.
o (S/A{F)During an interviewon 10March 2003,ISN 762 statedhewasa partner
in ISN 975'sbusinessbut becameindebtedto him afterlosing50,000rupeesin a
moneytransfer. ISN 762 statedISN 975 madehim storeat least23 anti-tank land
minesat his hometo repaythe debt. It is unknownif ISN T62heldmore minesthat
wereusedprior to the interdictionby US Forces.
o Accordingto ISN 762,ISN 975alsowrote schematicson how to detonatethe
minesin a notebook. ISN 975told ISN 762thepurposeof the landmineswasto kill
peopleISN 975disliked.
o (S/A{F) During a secondinterviewon 21 September2004,ISN 762wasasked
aboutseveralreferencesfound in the samenotebookthat held the schematicsfor
detonatingland mines.It wasapparentto the interviewersthat ISN 762knew little of

o (S/A{F)Oneof the entriesread,"Borrowed300from Obaidullah". ISN 762
could not explain what that meant.
. Analyst note: If ISN 762 did own the notebook,it would meanhe borrowed
300from himself.
o (S/AIF) Anotherentryread,"Received300from AbdullahNoor, thenagain500
andthen2700.' ISN 762couldnot explainthis entryeither.
. (S/AIF)Accordingto ISN 762, AbdullahNoor is thebrotherof detainee.ISN
762 stateddetaineeworked in the samestorewith Noor anddid not own any other
stores.(Analystnote:It is notablethatthenotebooklistedreceiving"2700" from

on him. That with the notation combinedwith

(PakistaniRupees)approximatelytwo andone-halfto threemonthsprior to being
capturedbut after he quit working for ISN 975. He purchasedthe car at abazaarin
Khowst, Afghanistan. Coincidentally, ISN 762 saidhe also quit working with ISN
975 approximatelytwo andone-halfto threemonthsprior to his capture. When
askedwhy he didn't pay off his debtto ISN 975 prior to purchasingthe car,he would
not answer. (Analyst Note: ISN 762 may havebeenpaid off with a car for harboring
the landmines. It would makesensefor him to stopworking with ISN 975 in case
the mineswere found to maintain separationbetweenhimself andISN 975. The fact
that ISN 975 went to ISN 762's home after his captureto swearretribution against
US Forcesfor capturingISN 762 showedtherewasn't animositybetweenISN 975
andISN 762.)

o (S/AfD On theeveningof 27 July2002,ISN 975,the leaderof a groupof
approximatelynineto ten AfghanAl-Qaidamembers,visitedISN 762's family in the

preparingto conductcommand-detonatedmine attacksagainstUS forcesin revenge
for the detentionof ISN 762 andhis otherfamily members.
o (S/AIF) On l3 August2002,detaineeandISN 975werepassengersin a bus
traveling from Miram Shah,AF, to Bannu,PK. Pakistaniofficials, who were aware
ISN 975 wastraveling with a friend, stoppedthe bus at a checkpointandasked
detaineeto stepoff the bus. Pakistanioffrcials observedthat detaineehandeda
Thurayasatellitephoneto ISN 975. Theythentook ISN 975off thebusand
recognizedhim astheAl-Qaida cell leaderandbombmaker,Karim. Detaineewas
capturedwith USD $2700.
. (S/AIF) Thoughboth detaineeand ISN 975 statedthey met at Miram Shah,
AF, by chance,PakistaniofficialswereawareISN 975,wastravelingwith a
companion.(AnalystNote: The captureof ISN 762,the notebook,andthe
discoveryof the anti-tankminesmay haveprompteddetaineeandISN 975 to flee
the Khowst areafor Pakistanto avoid capture.)
c. (S//NF) Detainee's Conduct: Detainee'soverallbehaviorhasbeencompliant,with
themajority of reportsshowinghim crossblock communicating.Detainee'sReportof
DisciplinaryInfractionsshowshewasdisciplined15times,with a majority involving
unauthorizedcommunicationbetweenblocks.
