b. Reasonsfor Continued Detention:
. (S) Detaineewas incorrectly assessedin the 15November 2003assessmentasbeing
the former Taliban Minister of the Interior, Abdul Razzaq.
o (S/A{F) Abdul Razzaq,theformer Taliban Minister of the Interior, was,in Juneof
2003,namedthe commanderof Taliban forcesin the Zabol andGhazniProvincesof
Afghanistanduring arcorganizationof Taliban forcesandis reportedto still be at
largeasof Septemberof 2004.
. (S) Detaineehasbeenassessedto havebeena facilitator andlogistician for Taliban
andHezbe-eIslami Gulbuddin (HIG) forcesin the Kandaharregion of Afghanistan
conductingattackson coalition forces.(Analyst Note: HIG is a Tier 1targetthat is
definedasa terrorist group, especiallythosewith statesupport,thathavedemonstrated
the intention andthe capability to attackUS personsor interests.)
. (S) Detainee'spocketlitter includedscrapsof paperimplicatinghim with theTaliban:
o (S) List of 24 recruitsfor a Taliban commandounit led by an individual named
Hajji Mullah Ahmed. The authorof the list requestedfood andclothing for these
individuals.
o (S) Receiptfor a large amountof clothing. Therewere a total of 10bags
weighingbetween50-60kilograms(110-132pounds)each.
o (S/NF) Detaineeandtwo othermen arereportedto havebeenplotting to attackUS
personnelalong Highway One in Kandahar,AF, in late Decembetof 2002.
o (S/AID The attackwas intendedto gain the supportof the SayyafOrganization
commandedby anAbdullah Khan. According to reportsdetaineereceived400,000
rupeesandfour motorcyclesfrom the Sayyaf Orgartizationto conductthe attack.
(Analyst Note: Oneof the four motorcycleshasbeenassessedto havebeensoldto
the Ali Mohammedasmentionedabove.)
o (S/ {F) The plan of attackwasmodified andpushedback becauseanunknown
individual was going to provide Radio Controlled Detonatorsto the detaineeto
conductthe attack.
. (S/AIF) ZabitJaLil,a HIG commanderfrom Quetta,Pakistan(PK), involved in
Anti-Coalition operationsin Afghanistan,sentthe individual who broughtthe
devices. Jalil hasbeenconnectedto multiple plots to targetUS forcesusing
remotedetonatedmines on the road from Kandaharto the Onngan Province,AF.

c. Detainee's Conduct: Detaineehasapasthistoryof passivebehavior.Until recently,
detainee'smajoroffenseonrecordwasfor possessionof contraband.Thenin June2004,
detaineethrewfoodandwaterontheguard.Detaineeattemptsto passivelydisruptdetention
operations.Detaineehashadaverbalargumentandfist fightwith anotherdetaineeover
religion. Detaineeis apsychpatientandhasonerecordedself-injuriousbehaviorin October
2003.
