Hammidullah. Hewasknownin collegeasJanatGul,andhedidnotwanttheTalibanto know
of hiseducation.In 1996hewentto Kabul,AF, wherehespentthreeyearsasapresidential
assistantwith ArianaAirlines.Hethenbecamepresidentof theairline. Thispromotionwasdue
to therecommendationof theoutgoingpresident,whowaspromotedto ahigherpositionin the
Talibanorganization.
o Capturelnformation:ArianaAirlineswasneverusedby Al-Qaidamembersorby
anyArabcitizens.Heneverheardof Al-Qaidauntil thetermwasusedin Americanpress
reports.ArianaAirlineswasnotusedto transportopiumor anyderivativeof opiumandall of
thepassengersweresearchedfor drugs.Duringhisassignmentaspresidentof theairline,he
traveledto Kuwait(KU), SaudiArabia(SA),andPakistan(PK)onbehalfof theairline,often
carryinglargesumsof money.In Kuwaitthedetaineearrangedto purchasedaplanefor nine

. (S/A{F) The airline's largestplane,the Boeing 727-200,was usedfor flights
betweenKabul, Kandahar,andMazar-E-SharieAF. Smalleraircraft were alsousedto ferry
troopsto the front lines.
. (S) The Taliban charteredapproximatelytwo Ariana flights a month. The
requestsfor charterswere passedthroughthe Ministry of Defenseto the Ministry of
Transportationandthento Ariana Airlines. Analyst note: It is unlikely that suchhigh level
requestswere unhtown to thepresident of the airline, the detainee.
. (S) Ariana Airlines provided free flights to Konduz, AF, for Jaish-E-
Muhammad (JEM) fightersjoining the fight againsttheNorthern Alliance.
. (S) At leastthreeAl-Qaida associateddetaineesclaimed to haveusedAriana
Airlines for travel to the front lines in orderto fight the Jihad:US9SA-000073DP,US9SA-
000182DP,andUS9YM-000440DP.
o (S/A{F) As the Presidentof Ariana Airlines, the detaineeconcludeda dealwith the
Kuwaiti governmentto purchasea747 for approximately9 million USD. Mullah Omar
canceledthe order andtransferredthe money to his personalaccount.
o The detaineehasbeenidentified asa Taliban member.
o Analystnote: Thedetaineehaselaimedthat he nevermetMullah Omarand that
he wasnot a true Taliban member. Thedealfor the 747wassignedby the detaineein his
capacityaspresident of the airline, however,he has neverinformed his interrogators that the
deal was cancelledand the Taliban receivedthe moniesintendedfor it. This indicates
interaction betweentheAirline and the Taliban,specifically Mullah Omar, with suchinteraction
mostlikely originating through the detainee.
o (S/A{F) A meetingof the Hezbi E Islami Gulbuddin (HIG) was held in early
September2002 atthe Camp ShamshatuRefugeeCampnearPeshawar,PK. Najmuddin (Konar
provincial securityofficial), Khan Jan(the Chief of the AsadabadHospital), andShir Shah
(Ariana Airlines assistantmanagerin theNangarharprovince area)were presentat this meeting.
o Analyst note: CampShamshatuis a lorcwntraining camp of theHIG. The
leadersof theHIG often meetat Shamshatu.
o This2002 meetingwas called to discussJihad against theAmericans. This
indicatesthat the airline was not only supporting the Taliban, but also theHezbi eIslami
Gulbuddin.
. (S) The Ariana offices in Kabul, AF, were locatednext to the Libyan Islamic Fighter
Group (LIFG) guesthouse.
o Analyst note: TheLIFG also ran the SanabilNGO in Kabul. Sanabil and the
guesthousewere located in the WazirAkhbar Khan area of Kabul, which wasa lcnownAl-Qaida
and Taliban stronghold. Therefore,theAriana ffices were locatedin WazirAkhbar Khan and
the detaineelikely hasassociationswith theLIFG and other Taliban andAl-Qaida/extremist
elementsthat were located in the area.
. (U) Ukrainian armsdealershavetransferredweaponswith the assistanceof Ariana

a. (S)Summary:It is assessedthatthisdetaineeis aninfluentialmemberof theTalibanand
theglobalterroristnetwork.Thedetaineeis highlyeducatedandclaimsthatthiseducationwas
themeansby whichheobtainedhisjob in Kabul,althoughtheTalibanfrownedoneducation
otherthanof areligiousnature.Heknowsinfluentialpeoplewithin theTalibanorganizationand
likely terroristorganizations.Heknewtheformerpresidentof ArianaAirlines,Mohammed
Khalisbeforethedetaineewentto work for theairlinein Kabul.HeadmitsKhaliswas
instrumentalin obtainingthedetainee'sjob ashisassistant.MohammedKhaliswentonto
becomeaMinisterfor theTalibanin anorthemprovince.ThisairlinewasaTalibanairasset
andMullahOmarkeptaclosewatchonits operations.Theairlinewasusedto movetroopsand
terroriststo thefrontlines,thoughthedetaineedeniesit. Thedetaineehasdemonstrateda
commitmentto supportingjihad andhaslinksto keyfacilitatorsin theTalibanandAl-Qaida's
internationalterroristnetwork.It is determinedthatthedetaineeposesahighrisk,asheis likely
to poseathreatto theUS,its interestsandallies.
