. Prior History: He was a barley farmer locatedin Badakhshan,AF.
o RecruitmentandTravel: In late 2000,he was selectedby a friend, Maulavi
Hamsuddin,to be the Chief of Securityfor the city of Sheberghan,AF. Hamsuddinwasthe
Governorof Wardak/MaidanProvince,AF, nearKabul anda childhood friend of the detainee.
Detaineemoved to Sheberghanwith 40 othermalesfrom Badakhshanto be the securityforce for
Sheberghan.Detaineestatedhetook thejob out of fearhe would be killed by the Taliban,even
though Badakhshanwasunderthe control of the Northern Alliance at the time.
o Training andActivities: The detainee'sprimary dutiesconsistedof walking around
the city of Sheberghanwith othermembersof the securityforce seeingif therewas any criminal
activities. He statedif they sawa criminal act,they would detainthe individual andtransportthe

suspectbackto thejudge for sentencing.Detaineestatedhe waspaid 900,000Afghanis per
month in salary;however,everyoneelseon the securityforce was not paid. They were provided
food andclothing ascompensationfor theirjob. The membersof the police force were all ethnic
Tajiks. The population of the town was approximatelyfive-percentPashtun,with the restbeing
more or lessequally divided amongethnicUzbeksandTurkmen. Therealsowas a small number
of Arabs.
o CaptureInformation: When the Taliban lost Mazar-E-Sharifto theNorthern
Alliance,they fled Sheberghanandturnedthemselvesoverto the eldersof thetown of Andkhoy,
AF. Allegedly, within a day the townspeoplefrom Sheberghanwent to Andkhoy andtook him
andhis groupbackto Sheberghan.(Analystnote: Thedetaineeclaimshe wasretrievedby the
Sheberghantownspeoplebecausehe waspopular with them,which may or maynot be true. The
townspeoplecould also havehad revengeon their mindsand wantedthe detaineebrought back
to Sheberghantopayfor allegedcrimes.) He wastakento seeGeneralDostum and,the next
day,he andeight othersweretransportedto Mazar-E-Sharifandput in the Kala Jangiprison for
four days. In early January2002,Amir Khan, secondin commandof the Jun BeshIntelligence
Service,hadthe detaineesentto Mazar-E-Sharifprisonwherethe detaineewasheld for 13
months. (Analystnote: Jun Beshis GeneralDostum'spolitical party.) He wasthentransferred
backto Sheberghanin January2003wherehe stayedfor threemonthsbeforebeing handedover
to the US at Bagram,AF.

andaccessto Talibansecuritycommandoperationsandtactics,districtpersonalities,andTaliban
within the district.
d. (S) Reasonsfor ContinuedDetention:
o Detaineeis an admittedmemberof the Taliban andwasthe Director of Securityfor
thecity of Shebergan,AF.
o Detaineeadmitsto supervisingthe stoningdeathof two malesanda femalewho
hadbeenconvictedof adultery;however,he claims that wasthe sentencehandeddown by a
judge.
o An unsourced,unsubstantiateddocumentcallsthe detaineeandfive other individuals
asthe "SheberghanSix."
o The documentindicatesthe detaineebeing responsiblefor killing hundredsof
innocentcivilians,while in thepositionof Directorof Securityfor Sheberghan.
o The documentalsoreportsthe public executionof threeAfghans in Sheberghan,
which detaineeadmitsto (seeabove).(Analystnote: Thisalso confirmsthat the documentis
indeedrefening to detainee.)
o It statesthe detaineecontrolled Sheberghanlike a dictator andwas consideredto
be oneof themostloval. zealousmembersof the Taliban.

Talibantook control.
. Detaineeclaimshe wasneverin Pakistan.
o The documentdoesnot indicatethat detaineeconductedany Anti-Coalition
Militia (ACM) activity.
o The report also statesthe detainee'stacticswere soextremethat evenMullah
Omarthought he wasout of control andattemptedto havethe detaineetransferredout of
Sheberghan,but couldn't becauseof detainee'sstrongtiesto Al-Qaida. (Analystnote: All of the
preceding statements,exceptfor thepublic executionof threeAfghons,are unsubstantiated.
Interviewsconductedwith detaineeand all-source databaseresearchhavenotprovided any
corroborative evidencesupporting the claims within thedocument.)
o Detaineehasbeendeceptiveduring intenogationsaccordingto interviewers.
o Detaineeclaims not to know aboutthe Taliban department

However,detaineespenttime in Sheberghanprison with two membersfrom the Taliban Ministry
of Preservationof Virtue andPreventionof Vice.
o Detaineeprovidesvery little detail when describingSheberghanCity andalso
claims he wasnot awareof any Al-Qaida transitingthroughthe area.
o The Taliban broughtthe detainee,and40 otherethnic Tajiks, from his hometownto
run the securityoperationfor the city of Shebergan. (Analystnote: Theybrought detaineeand
his cadre of Tajil<sto Sheberganprobably dueto the overwhelmingpopulation of Shebergan
being Uzbelcs.)
e. (S) IntelligenceFocus: JTF GTMO hasdeterminedthis detaineeis of medium
intelligencevaluedueto his knowledgeof:

o SheberganandMazar-E-Sharifprisonfacilities

4. (S) Detainee'sConduct: This detaineehasbeenprimarily passiveduringhis time hereat
CampDelta. The detaineehasrelativefew reportsof disciplineandwasonly disciplinedonce
for throwing water on a guard.This assaultwas dueto a Koran being knockedout of its holder.
The detainee'scurrentthreatassessmentis low.
5. (S) EC Status: Detainee'senemycombatantstatuswasreassessedon 24 February2004,and
he remainsan enemycombatant.

6. (S)JTF GTMO Assessment:
a. (S) Summary: Detaineeis an admittedmemberof the Taliban. Although all interviewers
of the detaineeagreethat he continuesto be deceptive,thereis no information that indicatesthe
detaineehasconductedor participatedin any ACM activity againstUS Forces. While detainee
wastransferredto Guantanamowith an accompanyingdocumentdescribingdetaineeasa mass
murderer,extensiveresearchhasfound nothing elseto substantiatethe claim. Unlessfurther
exploited andnew indictable information is found, this detaineeshouldbe considereda medium
risk, ashe may possiblyposea threatto theUS, its interestsandallies.
b. (S) Recommendation:JTF GTMO recommendsthis detaineebetransferredto the
control ofanother country for continueddetention.
7. (S) Coordination: JTF GTMO notifiedthe Criminal InvestigativeTaskForce(CITF) of this
recommendationon 10 September2004. On 2 April 2004,CITF assessedthe detaineeasa
mediumrisk. JTF GTMO andCITF agreeon thethreatassessmentof this detaineeasa medium
risk.
