CoalitionMilitia (ACM) groupled by Abdul Rahimnamed"Sola Orgzan"(Bringersof
Peace)in the Spin Boldak province of Afghanistan. Detainee,his brother(Abdul Bari), and
Rahim fought againstUS/Coalition forces. Detaineemaintainsthat he was not a memberof
any ACM group,but was a studentat a madrassain Quetta,Pakistan(PK) for five yearsprior
to capture.It is assessedthis detaineeis a MEDIUM risk, asmayposea threatto theUS, its

five yearsin Quetta,PK. He wantedto becomea mullah. His teacherat the madrassawas
Haftz Tajedeen.
d. (S) Capture Information: Detaineewascapturedafterhis brotherattemptedto aim an
AK-47 at US SpecialForces(USSF). Detaineewasriding on thebackof a red Yamaha
motorcycledrivenby his brother(Abdul Bari) in theareaof SpinBoldak,AF. Detainee's
brotherattemptedto evadeUSSFandsubsequentlycrashedthemotorcycle. Detainee's
brotherthen attemptedto throw a handgrenadeandaim an AK-47 at the USSF. USSF
engageddetainee'sbrother,killing him. Detaineeofferedno resistanceandwascaptured
without further incident. Detaineehad only papersandlettersin his possessionat the time of

o (S/A{F) Detaineeandhis brother,Abdul Bari, wereprobablemembersof an Anti-
CoalitionMilitia (ACM) groupled by Abdul Rahimnamed"Sola Orgzart"(Bringersof
Peace)in the SpinBoldak areaof Afghanistan.Detainee'scoverstory,thathe was
retrieving his brotherper direction of his father,hasremainedconsistentsincecapture.
Detainee'sbrotherwaskilled duringdetainee'scapture.
o (S/AIF)USSFarrivedat the SpinBoldak Fire Basearoundthebeginningof October
2002. USSF immediatelybegangatheringinformation on Hafiz Abdul Rahim, a former
criminal andonetime Talibancommander,operatingin the SpinBoldakProvince.
Rahimwasidentifiedasthe leaderof theACM Groupcalled"Sola Orgzan(Bringersof
Peace)"(NFI). USSFstartedto receiveinformationthatRahimanddetaineewere
recruiting membersto fight Americansandthe Afghan Government.
o (S/AIF) SeveralreportsindicatedRahim anddetaineewere enteringvarious
villagesandpreachingin themosques.Theyheldindividualsat gunpoint,and
preachedjihad againstthe "Illegitimate AfghanistanGovernmentandthe
Americans."
o (S/A{F) USSFreceivedinformation from threedifferent local Afghan sources
identifying detaineeasthe assistantto Rahim. One sourceidentified detaineeas
Rahim'scousin. Detainee'sbrother,Bari, wasbelievedto bethe "muscle"behind
Rahim.
o (S/AID USSF reporting indicatedthat both detaineeandRahim traveledto
varioustowns on motorcyclesattemptingto recruit or force peopleto fight Jihad.
The informationdid not confirm if theyweremembersof Hezb-e-IslamiGulbuddin
(HIG) or the Taliban.
e (S/A{F) After detaineewas arrested,he provided information to USSF,resultingin
raidsagainstsuspectedTaliban fighting positions.
o (S/AfF)DetaineeledUSSFto a complexhousing"60-80men." USSF

someonehe met in a Talibangovemmentbuilding in SpinBoldak. ISN 850claimedthat
detaineeis more importantthan him andis well known in the Spin Boldak area.
o (S/A{F) When captured,detaineecarrieda manualfor the maintenanceof a Russian
PKM machinegun. Additionally, he alsohad a probableduty rosterfor the ACM group
run by Rahim.
o (S/AIF) Detainee'sversionof eventsleadingto his capturehasremainedconsistent
throughouthis incarceration. Detaineeclaimedhe was only retrieving his brotherper his
father's request.
o (S/AJF)Detaineewas questionedin regardto notesfound on his brother,Abdul
Bari (KIA), allegedlywherehis nameanda sumof moneywerelisted. Detaineehad
no explanationfor the documentor why his namewould appearon it. He continues
to denyany knowledgeof the letters.
c. (FOUO) Detainee's Conduct: Detaineeis assessedasa LOW threatfrom a detention
perspective.Detainee'soverallbehaviorhasrecentlybeenmostly compliantandnon-hostile
to the guardforce andstaff. The detaineeis currently residingin Y Block, Camp4, is at a
Low Risk Level,andat RewardLevel one.
