Ranganathan, Information system, OPAC, Database management system (DBMS) card catalogue and online catalogue, and emphasises on the need of developing computer-based library information systems and services. Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

2. Library Committee
The Library Committee provides a forum for open
discussion of matters relating to the Library and its
services
Its membership is made up of the Director, and Deputy
Director of Information, all the departmental library
representatives, plus postgraduate and undergraduate
student representatives
4. Objectives of Library Committee
To decide and adopt policies to govern the management
and programme of the library
To prepare the annual budget, rules and regulations of
the library
The committee also looks into students complains, if
any
The Library Committee is a standing committee of the
Academic Council
5. The Library Committee consists of the following:
Vice-Chancellor
Chief Librarian
Deans of faculties
Representative Students
One Person from each of the faculties, nominated by the
Academic Council, but not necessarily members of the
Council.
Two Research scholars, including M Phil students and two
Post-Graduate students, to be nominated by the Vice-
Chancellor
Librarian
7. The duties and functions of the Library
Committee shall be:
To frame general rules for the management of the
Library
To prepare the annual budget estimates of the library
for submission to the Executive Council
To allocate funds, from the sanctioned annual budget
of the library, to the Schools, Departments and
Centres of Studies for the purchase of books, journals
and periodicals
8. To arrange for the stock taking of the library
To prepare and submit to the Academic Council, an
Annual Report summarizing the activities and
achievements of the library
To perform such other duties as may be assigned to it by
the Academic Council
To advise the Librarian regarding general library
development
9. Aims of Library Committee
To develop collection of reading material
useful for various courses.
To provide full information support to the
teaching-learning process in the college
To provide various library services and
facilities to the readers
To support research activity for its progress
and qualitative development
10. To exchange information about the library and
information requirements of the academic community
of departments, centers and students
To consider university-wide information strategies and
policies
To contribute to the development of library and
information strategy, policies, services and resources
11. To advise the University Librarian on the distribution
of the Library materials budget
To report to the Academic Board on significant
Library initiatives
To consider matters referred to it by the Academic
Board
12. Library Committee arranges a student forum to
create awareness among the students. Some aims of
students are as follows:
Many students are not aware or do not know what
types of research and learning skills classes and
sessions are available. These sessions are listed
under the Library class booking system on the
student portal. The Library will review how these
sessions are advertised to increase student
awareness and uptake

13. The demand for longer library opening hours is
constantly brought up by students. The Library
regularly reviews opening hours to meet users’ needs.
14. Library Committee also makes some library rules for the
students. Some general rules are as follows:
1. Identity Card is compulsory for all enrolled
students for availing of library facilities.
2. Identity Card will be issued by the librarian on
presentation of admission receipt and
photograph.
3. Misbehavior and misuse of Identity Card is an
offence and the student responsible for the same
is liable for disciplinary action.
15. 4. Suggestion box is kept in the library. Constructive
suggestions/complaints are entertained.
5. In case of any grievances the users should contact
to Librarian or Principal.
6. No admission is permitted in study room without
Identity Card.
16. 7. Students can borrow text books, journals;
question paper sets on their Identity Card in the
study room.
8. Books / Study materials issued in the study
room will have to be returned before leaving
the study room, otherwise a fine of Rs. 10/- will
be charged per day.
17. Conclusion
To develop and review the Library's programs of
instruction, and to advise the Department Chair(s), the
University Librarian, and others responsible for
implementation and coordination of user education on
matters affecting these programs. To support curricular
needs, to plan future programs, to encourage
development of a varied program as appropriate to the
diverse skills and needs of the campus community.
