2. What is Budgeting? What is a
Budget?
Budgeting is the process of creating a plan to spend your
money. This spending plan is called a budget. Creating this
spending plan allows you to determine in advance whether you will
have enough money to do the things you need to do or would like to
do.
If you don't have enough money to do everything you would like
to do, then you can use this planning process to prioritize your
spending and focus your money on the things that are most important
to you.
3. Why is Budgeting so Important?
Since budgeting allows you to create a spending plan for your money, it ensures
that you will always have enough money for the things you need and the things that
are important to you. Following a budget or spending plan will also keep you out of
debt or help you work your way out of debt if you are currently in debt.
Budgeting is simply balancing your expenses with your income. If they don't balance and you spend
more than you make, you will have a problem. Many people don't realize that they spend more
than they earn and slowly sink deeper into debt every year.
4. Budget Planning
Budget planning is the process by which a company or individuals evaluate their
earnings and expenses and project their monetary intakes and outakes for the
future
Every project boils down to money. If you had a bigger budget, you could probably get
more people to do your project more quickly and deliver more. That’s why no project
plan is complete until you come up with a budget. But no matter whether your project
is big or small, and no matter how many resources and activities are in it, the
process for figuring out the bottom line is always the same.
It is important to come up with detailed estimates for all the project costs. Once
this is compiled, you add up the cost estimates into a budget plan. It is now
possible to track the project according to that budget while the work is ongoing.
5. The Difference Between A Budget and A Forecast
In essence, a budget is a quantified expectation for what a business wants to achieve. Its characteristics are:
The budget is a detailed representation of the future results, financial position, and cash flows that management wants the business to achieve during a certain period
of time.
The budget may only be updated once a year, depending on how frequently senior management wants to revise information.
The budget is compared to actual results to determine variances from expected performance.
Management takes remedial steps to bring actual results back into line with the budget.
The budget to actual comparison can trigger changes in performance-based compensation paid to employees.
Conversely, a forecast is an estimate of what will actually be achieved. Its characteristics are:
The forecast is typically limited to major revenue and expense line items. There is usually no forecast for financial position, though cash flows may be forecasted.
The forecast is updated at regular intervals, perhaps monthly or quarterly.
The forecast may be used for short-term operational considerations, such as adjustments to staffing, inventory levels, and the production plan.
There is no variance analysis that compares the forecast to actual results.
Changes in the forecast do not impact performance-based compensation paid to employees.
Thus, the key difference between a budget and a forecast is that the budget is a plan for where a business wants to go, while a forecast is the indication of where it
actually going.
6. Master Budget
A master budget is a set of interconnected budgets of sales, production costs,
purchases, incomes, etc. and it also includes pro forma financial statements. A budget
is a plan of future financial transactions. A master budget serves as planning and
control tool to the management since they can plan the business activities during the
period on the basis of master budget. At the end of each period, actual results can be
compared with the master budget and necessary control actions can be taken.

Master budget has two major sections which are the operational budget and the financial budget. They have following

1. Budget adalah penerjemahan plan dalam bentuk kuantitatif (dapat
diukur). Budget digunakan untuk mengkonversikan tujuan dan
strategi perusahaan kedalam operasional perusahaan.
2. Control adalah proses menentukan/menetapkan standar, menerima
feedback dari peforma kerja aktual, dan mengambil langkah
perbaikan apabila peforma kerja aktual menyimpang dari peforma
kerja yang telah direncanakan. Budget adalah standar dan
dibandingkan dengan biaya aktual dan pendapatan untuk menerima
feedback.
3. Budgeting mengharuskan manager untuk membuat rencana, menyajikan
informasi sumber daya dalam membuat keputusan, menetapkan
benchmark untuk kontrol dan evaluasi serta meningkatkan fungsi
komunikasi dan koordinasi

aktivitas budget. Operating budget dikaitkan dengan aktivitas
yang dihasilkan oleh perusahaan untuk mendapatkan pendapatan,

11. 5. Sales forecast adalah input yang penting dalam menghitung sales budget. Namun
sales forecast berbeda dengan sales budget. Setelah menetapkan sales
forecast, pihak manajemen dapat menentukan apakah perusahaan perlu
meningkatkan penjualan lebih tinggi dibanding sales forecast. Dengan
demikian, beberapa upaya perlu dilakukan oleh perusahaan untuk meningkatkan
penjualan tahun berikutnya (misalnya= memasang iklan). Penambahan inilah yang
kemudian menjadi sales budget.
6. Iya. Semua budget perusahaan tergantung dari sales budget yang ditetapkan
karena total barang yang akan diproduksi disesuaikan dengan sales budget pada
tahun berikutnya.
7. Jika vice presidentnya adalah orang yang pesimis, maka dia akan menetapkan
sales budget lebih rendah dari yang telah diprediksi. Dan jika saya yang
bertanggung jawab atas master budget, saya akan meningkatkan budget sales,
karena perusahaan harus dapat meningkatkan penjualan dari periode sebelumnya
bukan merasa tidak percaya diri dan tidak mengambil langkah perbaikan dan
perkembangan.
8. Jika factory controller adalah seseorang yang optimis, maka kemungkinan besar
dia akan menghiraukan/merendahkan biaya produksi, seperti
material,overhead,dll. Juga beranggapan bahwa dia akan selalu mendapatkan
material dengan harga terendah. Sebagai pemegang master budget, saya akan
menyajikan harga dan biaya yang ditawarkan sesuai dengan penawaran
sesungguhnya sehingga perusahaan tidak menglebihkan/merendahkan biaya yang
harus dikeluarkan.
12. 9. Learning curve adalah hubungan antara biaya produksi per unit
dengan peningkatan jumlah produksi. Seiring berjalannya waktu,
jumlah barang yang diproduksi akan selalu meningkat dan biaya
produksi per-unit akan semakin rendah. Budget yang berpengaruh
adalah budget bahan baku, budget tenaga kerja dan budget overhead.
10. Sebenarnya master budget sangat membantu perusahaan untuk
menentukan perencanaan tahun berikutnya. Perusahaan kecil membuat
cash budget untuk memantau aliran kas karena bisa saja penjualan
tinggi tetapi arus kas menghasilkan angka negatif. Angka negatif
tersebut sangat berbahaya bagi keberlangsungan perusahaan karena
uang keluar lebih banyak daripada uang masuk.
11. Kelemahan dari master budget adalah tidak mengakui ketergantungan
antar departemen, hasilnya statik dan tetap dan tidak berorientasi
terhadap proses. Kelemahan ini terlihat jelas apabila bidang usaha
yang dijalani adalah kompetitif dan sering melakukan perubahan.
Master budget dapat berjalan dengan baik dalam planning dan control
ketika perubahannya lambat

Produksi 50.000 dan hanya 40.000 yang diproduksi dan terjual.
Budgeted variable COGS adalah $1.000.000 dan variable COGS aktual
adalah $890.000. Menurut static budget, kondisi ini menguntungkan
karena costnya menurun. Namun pada faktanya budgeted variable COGS
adalah $1.000.000/50.000 = $20/unit dan aktual variable COGS adalah
$890.000/40.000 = $22,25. Faktanya, kondisi ini merugikan

yang diperlukan untuk menghasilkan output, dan menentukan sumber
