MEMORANDUM FOR Commander, United States Southern Command, 3511 NW 9lst Avenue,

SUBJECT: Transfer Recommendation for GTMO Detainee, Abdul Hanan, ISN: US9AF-
00531DP
1. (S) Personal Information: Abdul Hanan is an Afghan national born in 1958 (age 44) in
Ghazani, Afghanistan. Detainee has been diagnosed with a recurrent major depressive disorder,
and latent tuberculosis, but is otherwise in good health.
2. (FOUO) Detention Information: Subject detainee traveled to Konduz, Afghanistan, to locate
his brother, Manan, who was forcibly conscripted by the Taliban. Detainee believes that he
himself was not conscripted because of his age and poor health. Detainee departed via minibus for
the three day trip to Konduz on 12 November 2001. After twelve days of discreetly searching for
his brother in Konduz and getting no results, detainee decided to visit the bazaar to ask where he
could contact the Taliban. Detainee eventually found Ghafar, a man who had also been
informed detainee that
reluctant to personally question the Taliban because he knew that they would not help him. After
spending approximately two weeks in Konduz, detainee decided to return home to Zabul,
Afghanistan. Stopping for the night in Pol-e-Khomri, detainee arrived shortly before evening
prayer and went directly to the village mosque to pray. Detainee spent the night with a family
detainee and brought him to the Northern Alliance garrison in Pol-e-Khormi, where he remained
for approximately three months because he refused to pay the $10,000 that they demanded for his
release. Detainee was later transferred to U.S. forces, and subsequently transported to
Guantanamo Bay Naval Base, Cuba, arriving on 07 June 2002. Detainee was transferred to the
Guantanamo Bay detention facility because of his possible knowledge of al-Qaida activities, as
well as terrorist biographical and psychological information. The detainee has been cooperative,
but JTF GTMO considers the information obtained from and about him as not valuable or
tactically exploitable.

3. (S) Assessment: Based on current information, detainee ISN: US9AF-00531DP is assessed as
not affiliated with al-Qaida or as being a Taliban leader. Moreover, based on the detainee folder,
the knowledgeability brief (KB), and subsequent interrogations by JTF GTMO, the results of
which are available in the JTF GTMO detainee database, the detainee has no further intelligence
value to the United States and will not be seen for further intelligence purposes. Subject detainee
has not expressed thoughts of violence or made threats toward the U.S. or its allies during
interrogations or in the course of his detention. Based on the above, detainee does not pose a
future threat to the U.S. or U.S. interests.
4. (S) Recommendation: In view of the foregoing, I recommend subject detainee be considered
for release or transfer to the control of another government.
5. (C) Coordination: JTF GTMO notified the Criminal Investigative Task Force of this
recommendation on 20 November 2002.
