This memorandum recommends that detainee Mohammed Nasim, ISN: US9AF-000453DP, be retained under Department of Defense control based on the following:
1) Nasim has not been forthcoming in interviews and may be hiding his true identity, which analysts believe could be a high-ranking Taliban member such as the deputy to General Dostum or the Taliban Deputy Minister of Education.
2) Based on intelligence collected, Nasim is assessed to be a possible high-ranking Taliban member and may have intelligence value.
3) Nasim poses a high threat to the US and its allies. The Criminal Investigative Task Force previously assessed him as a low threat but will re-evaluate based on

1. (8) PersonalInformation: MohammedNasimis anAfghannational,bornin 1972(age
31)in Badi TimurVillage,Afghanistan(AF). Detaineehasbeendiagnosedwith chronic:
HepatitisB, butis otherwisein goodhealth.
2. (S) Detention Information: Subjectdetaineeclaims that in mid-December 2001,
Pakistani police cameto the detainee'shome and arrestedhim. Detainee claims his arrestwas
an attemptto extort money. Detaineewas transportedto Bagram, AF, and then to
GuantanamoBay Naval Base,Cuba, in January2001 becauseof suspectedinvolvement 'with
the Taliban.
3. (S) Reasons for Detention: The detaineehas not beenforthright in his interviews.
Detaineehas attemptedto createa perception that he is uneducated,illiterate, andnothing
more than an innocent "businessmen." Analytical researchhasrevealed severalpossibilities
of the detainee'strue identity. He may be the former deputyto GeneralAbdul Rashid
Dostum. General Dostum is the leaderof Jumbish-I-Milli (National Islamic Movement of
Afghanistan), who defectedto the Taliban in November 1998. Detainee is also suspectedto
be the Taliban Deputy Minister of Education.
4. (S)Assessment: Basedon information collected and available to Joint Task Force
Guantanamoasof 1 November 2003, detaineeISN: US9AF-000453DP is assessedasbeing a
possible high ranking memberof the Taliban. Based on the detainee's folder, the
knowledgeability brief, and subsequentinterrogations by JTF Guantanamo,the detaineemay
be of intelligence value to the United States. Based on the above,detaineeposesa high threat
to the U.S., its interests or its allies.

agreementbetweenthe CITF and JTF GTMO Commanders,CITF stated it would schedule
