  1. Hello , good morning, I’m maryam sharifvagheei, mitigation expert in tehran disaster mitigation and management organization. I’m gonna explain the tehran fllood risk reduction master plan which prpared via trilaterla agreement in iran. ( between ministry of energy of iran, tehran minicipality and tehran city council.)
  2. At first , Let me give you more information about Tehran. Tehran is the capital of Iran, with an area of about 700 square kilometers which is one of the world's major metropolises with unique features and specifications such as large variation in height and special climatic and geologic conditions, forexample Annual Precipitation is equal to 320 mm and goes to 700 mm in Heights
  3. Numerous rivers cross the city which in most areas complies with natural slope, except some regions due to implementation Some projects, such as flood inversion West and east That drainage occurs perpendicular to the slope
  4. Tehran's watershed consists of two main parts: The mountainous part with area about 680 square kilometers, and urban part about 600 square km. . 60% ofThe total volume of runoff is create in upstream basins
  5. In recent decades manipulations occurred resulting from rapid development of urban areas, sometimes because of not considering natural limits these changes has Reduced penetration and therefore increased flooding potential constantly.
  6. for this reason Tehran has experienced huge floods . Among important historical floods, tajrish flood which occurred in summer of 1988 can be noted. It has been said more than 300 people were killed in this event. So because of the special importance of Tehran the issue of floods has become the concern of urban management
  7. Hence, to achieve efficient flood management the "Joint cooperation agreement" was proposed by TDMMO and eventually the trilateral agreement was signed between minister of energy, Tehran mayor and chairman of Tehran city council in 2008 Oct it is necessary to mention the role of each: Ministry of Energy, as Responsible for policy and planning in order to protect, control ration of surface and underground water resources Tehran Municipality As responsible for protect city of potential risks & Eventually Tehran City Council In order to connect people and facilitate actions
  8. In this regards various committees were established to pursuit achieving goals of the agreement. You can see the committees titles as follows Flood Warning and Management , Surface Water & Channels Management , River Boundary Conservation
  9. Some of the main stakeholders is showed here which have different responsibilities related flood management issue, such as meteorological forecast, Watershed Management Or engineering rivers. so using their cooperation in preparing master plan is essential
  10. In order to identify factors influencing flood, It seems that The main reason for in urban areas contains natural factors,

  14. So The starting point for flood risk reduction in urban areas should be Effective Planning and management So in flood master plan we focused on policy and management
  15. The steps of plan is showed here that contains: ReAnalysis of the current situation including all the ongoing activities , after that Identification of Stakeholders and then strategic and operational planning
  16. In first step, current situation was stated using SWOT matrix method with identificatin of -Strengths, Weaknesses, Opportunities, and Threats.
  17. At different levels of study We used the capacity of the trilateral agreement in order to hold several meetings with representatives of organizations to Prioritize the problems and challenges of flood issue and apply the organizations ideas in strategies
  18. Thereafter the desirable situation was manifested in cooperating with responsible organizations. the ultimate vision is concluded as : "Tehran, A resilient metropolis against flood with integrated flood management"
  19. In next step Quadruple strategies were determined which some of important ones are shown here . these are based on assessment results of internal and external factors effecting urban flood management in Tehran
  20. In final stage operative programs have been prepared and presented, to improve the current status and achievement of intended vision,. . Among the most important programs, designing and implementation of flood warning system, identification of critical and vulnerable areas and river restoration programs can be noted. It is expected that preparedness to deal with potential crises will be obtained by implementation of measures recognized in the plan.
