The Danish Context
We take for granted that developed countries have the capacity to mitigate and adapt
disaster.
• No catastrophic flood event since 1872. Why worry then?
Because
• No one in Denmark has more than 50km to the coast.
• Development is especially taking place in the coastal zone.
• A large flood event could take place tomorrow. And it will get worse in the future.
• The highest point in Denmark is a bridge.

How do we change the Situation?
• Use the EU Floods Directive to increase awareness
• Legislation is about to be changed
• The Danish Coastal Authority would like to work on
developing a tolerable risk criteria
• Building local capacities reduces the burden on government –
small local projects
• Analyses, strategies and programs should address current
identified risks and likely future scenarios

Conclusions
• In order to minimize flood impacts in the coastal zone of
Denmark there is a need to define holistic and sustainable
solutions to increase the adaptive capacity and mainly non-
structural.
• DRR and CCA has to be integrated into local and national
development policies and practices. Minor projects, where
the civil society can follow and engage in the process, may
serve as a starting point.
