The document presents a framework called the Context Capacity and Performance Model of Local Government Disaster Risk Reduction (DRR). It aims to understand the drivers and barriers to DRR action by local governments. The model hypothesizes relationships between the context local governments operate in, their capacities for DRR, and their performance and action. An expert survey was conducted to validate the model and found experts had varying opinions, with context and capacity seen as equally influential, and all capacities viewed as similarly important, though financial capacity was overestimated and policy context was underestimated. More research is needed, including broader expert and local government surveys, and case studies applying the model.

The document discusses concepts related to ensuring a safe, secure, and sustainable energy supply. It introduces the concepts of risk assessment, resilience management, security of supply, sustainability, and multi-criteria decision analysis. It then presents a case study from the EU SECURE project that used these concepts to evaluate policy scenarios according to various environmental, economic, social, and security indicators. The study found that global climate policy scenarios generally performed best, though they were vulnerable to certain shocks like nuclear accidents or carbon capture failures. Overall policies that reduced fossil fuel use and led to greater diversification of energy sources and imports improved sustainability and security.

The document presents a seismic risk assessment model for a hospital's emergency department (ED). The model includes physical, functional, and patient-oriented submodels linked together. The physical submodel uses structural analysis to determine floor accelerations and drift from ground motions. The functional submodel assesses loss of functionality to examination and operating rooms. The patient-oriented submodel models patient flow through the ED and calculates performance indices based on waiting times. The full model is used to predict ED performance in an earthquake scenario and provide a seismic risk analysis framework.

Risk Reduction or Redistribution and Exacerbation, An Exploration of Barriers...Global Risk Forum GRFDavos
This document summarizes a study on barriers to considering uncertainties and controversies in urban flood risk governance in Quy Nhon, Vietnam in the context of climate change. The study examined three flood management projects and found poor consideration of uncertainties and limited stakeholder participation. Barriers identified by decision-makers like lack of information and funding masked deeper issues like the influence of private interests and lack of accountability. The study suggests barriers are rooted in issues of governance and political arrangements, and managing flood risk requires addressing uncertainties politically rather than just technically. Overcoming barriers requires a systemic approach that considers their complex and interconnected nature.

Adapting Mass Casualty Response In An Era Of Increased Active Shooter Inciden...Global Risk Forum GRFDavos
Brad Keating presented on adapting mass casualty response to increasing active shooter incidents. He discussed establishing integrated entry teams of law enforcement and medical personnel to rapidly enter warm zones to perform triage and lifesaving interventions. Current triage methods have low accuracy rates, so a simplified two-step model was proposed. Preparation through integrated training of all responding agencies and a unified command structure was emphasized to allow for the most effective response and reduce mortality rates from delayed entry.

The document discusses issues related to higher education and accreditation systems for engineering programs. It provides background on challenges facing higher education, including rapid changes in knowledge and technology. Quality assurance and accreditation systems are important for regulating education standards. The document examines accreditation criteria from the ABET system in the US and the EUR-ACE system in Europe. While these systems evaluate criteria like curriculum and student outcomes, the document notes they do not sufficiently address topics related to disaster risk management, which will be an important subject for engineers to study given increasing risks from natural hazards and industrial accidents. The document suggests accreditation standards could be improved by integrating more interdisciplinary teaching and dedicated courses on disaster risk reduction.

MEANING OF RISK
Any possible/potential event could have either:
Positive consequence (opportunity)
Negative consequence (threats)
Risks aren’t problems.
Problems are negative events that are in the process of occurring
right now.
Risks are potential/possible event that can materialize and then
become problems.

RISKS OF CONSTRUCTION PROJECTS IN RANDOM
DISTRICTS IN EGYPT
The most critical risk factors of construction projects in random districts
in Egypt:
• Delay or inability of the owner (Government) to give full possession to the contractor.
• Physical constrains which cause contraindications (too narrow access, weakness of
houses, and unavailability of storage areas….etc.).
• Inaccuracy of the design & engineering drawings.
• changes in the scope of work
• Inability of the owner (Government) to finance the project due to insufficient project
budget.
• Insufficient design criteria, due to the highly population density.
• Existing random/local utilities cause extra contraindications for the construction and
increasing the uncertainty degree.
• Incorrect bill of quantities of the project.
• Poor communication, coordination, and cooperation between the project parties.
• Unexpected (during bidding phase) the high inflation rates.

DRM METHODOLOGY
Identify the potential risk factors,
A preliminary qualitative assessment for those factors,
The identified risks were then organized into groups according to
relevance,
Developed layer one of the dynamic risk map, DRM, contains all
potential dependency relationships between pairs of risk factors in a
given risk group,
Developed layer two of the DRM contains all dependency relationships
between pairs of risk factors in two different risk groups,
The cross impact analysis or CIA method was specifically selected to
perform the computations and reasoning operations.

CONCLUSION
DRM that gives industry practitioners a means to better understand
project risks/uncertainties and how they relate to each other.
This mechanism further provides a handy tool to assess project risks
in a more thoroughly manner and right where they can best be
managed.
Analytical risk mapping can simply help us stop the snow ball from
accumulating.
