2. Definition
 “any occurrence that causes damage, ecological
disruption, loss of human life or deterioration of health
services on a scale sufficient to warrant an extraordinary
response from outside the affected community or area”

 “process that has the potential to cause disruption or
damage to people and environment

 Storms(hurricanes, cyclones, cold spells, heat waves drought)
 2. Topological
 Floods, avalanches, landslides
 3. Telluric and Tectonic
 Earthquakes, volcanic eruptions
 4. Accidents
 Failure/ Damage of structures (dams, buildings, mine explosions,
train incidents, shipwrecks etc)
 5. Bio- Terrorism (use of biological weapons)

 b. Dangerous viruses in laboratories may be misused

 (1)Planning:
 Determining the available resources(men, money,
material,method,machinery)
 Determining the situation(regulation,information on area
and population, information on capacity of health services,
most importantly information on previous disasters)

8.  (2) Organization:
 Work under the direction of highest local administrator to
cope with the situation
 Each assistant working under administrator should be
given single task and avoid giving more than he manages
under a modified organization model
 Job description of staff must be clear
 Two-way communication b/w highest and lowest levels of
organization is important

9.  (3) Staffing:
 Staff selected must be already performing similar nature of
work for e.g. firemen for evacuation of casualties, disposal
of dead by person working in graveyard
 One task be given to two persons
 Staff designated according to the size of the affected area

10.  Training:
 Each team member must be trained. He must be well aware
of the following tasks
 Objectives
 Command & control
 Responsibility & limit of authority
 Line of communication
 Supply & demand resources
