o JalaluddinHaqqaniwasreportedlyinvolvedin a Shura(meeting)in abuilding
inZani Khelvillage,PaktiaProvinoe,AF, ontheeveningof 16November2001when
Coalitionbombsstruck. Haqqanisufferedasevereleft shoulderinjury fromshrapneland
wastakento ahospitalin Miram Shah,Pakistanfor treatmentandto evadeCoalitionforces.
o Duringthesarnebombingevent,detainee'sfamilycompound,alsolocatedin
ZaniY:helvillage,Paktiaprovince,wasbombedanddestroyed.
o Detaineehasstatedthathewasnotawareof anyotherair strikesonother
residencesotherthanhisin hisvillageon 16November2001. Healsostatedthattherewere
35-38peoplein hisresidencewhenit washit by theairstrike.Hesaid12peoplewerekilled.
o Hedidnotrespondwhenquestionedwhy hisbrother,Taj Maluk,told

was,in fact,stayingatthedetainee'scompoundduringthistimeframe.Analystnote:
DetaineedeniesanyinvolvementwiththeTalibanor Al Qaida.Detainee'sbrotheralleged
via openpressthatHaqqanistayedat theirfather's compoundduringthetimeframewhenit
wasbombed.ThefactthatthedetaineedenieshtowingHaqqaniis highlysuspect.
Intelligenceinfurmationlistedaboveleaveslittle doubtthatHaqqaniwasin attendanceat the
detainee'sresidenceattendinga Shurawhenit washit byanair strike. It alsosuggeststhat
thedetaineeis notbeingtruthfulin hisdenialofknowingHaqqani,whoislcnownthroughout
thePahiaprovince.
o Theradiothatwaspickedupatthesametimeasthedetainee,ISNUS9AF-
000457,ISNUS9AF-000458,andISNUS9AF-000460is suspectedof beingmodifiedtobea
signalerfor ImprovisedExplosiveDevices(IEDs).
o Thereis nooutsidereportingto corroboratedetaineebeingeitheramemberof Al-
Qaidaor Taliban.
d. (S)IntelligenceValue:JTFGTMOhasdeterminedthatthisdetaineeis of medium
intelligencevaluedueto hisknowledgeof:
o AfghanistanHighValueTargetJalaluddinandSarajuddinHaqqani.

4. (S)Detainee'sConduct: Thisdetainee'soverallbehaviorispassivelycompliantand
completelynon-aggressive.ISN459hasnotcommittedanyaggressiveassaults.His
behaviormirrorsthatof ISN 457andISN458. Thereis little of notein ISN 459'sdetention
history.
5. (S)EC Status: Detainee'senemycombatantstatuswasreassessedon 24February2004,
andheremainsanenemycombatant.
6. (S)JTF GTMO NewAssessment:
a. (S)Summary:Detaineeis assessedasnotbeingamemberof Al-Qaidaor aTaliban
leader.Accordingto newspaperarticles,detainee'sfatherdidhouseJalalludinHaqqani;
however,detaineedeniesanyknowledgeof this. JTFGTMObelievesthedetaineehasnot
beencompletelytruthfulduringhisintenogationsandis hidinginformationconceminghis
father'srelationshipwith theTaliban.It hasbeendeterminedthatthedetaineeposesa
mediumrisk,ashemaypossiblyposeathreatto theUS,its interestsandallies.
b. (S)Recommendation:JTFGTMOreconrmendsthisdetaineebetransferredto the
controlof anothercountryfor continueddetention.
7. (S)Coordination: JTFGTMOnotifiedtheCriminalInvestigativeTaskForce(CITF)of
thisrecommendationon29March2004.On 18July2003,CITForiginallyassessedthe
detaineeasalow risk. In theinterestof nationalsecurityandpursuantto anagreement
betweentheCITFandJTFGTMOCommanders,CITFwill deferto JTFGTMO'sassessment
thatthedetaineeposesamediumrisk.
