Lâambassadeur a ĂŠgalement parlĂŠ
de la rĂŠcente escalade de la violence Ă
la frontière armÊno-azerbaïdjanaise,
notant que les Ătats-Unis et les
coprĂŠsidents du Groupe de Minsk
devaient tout faire afin dâĂŠviter une
nouvelle escalade.
Le ministère de la DÊfense
dâArmĂŠnie a dĂŠclarĂŠ plus tĂ´t que les
ĂŠvĂŠnements actuels sont une suite
logique des mesures prises rĂŠcemment
par les forces armĂŠes azĂŠries, agissant
au mĂŠpris de toute initiative de consol-
idation de la paix dans une tentative
pour saper les efforts du Groupe de
Minsk de lâOSCE voulant rĂŠsoudre le
conflit du Karabagh.
Ces derniers mois, lâAzerbaĂŻdjan a
violĂŠ en permanence le cessez-le-feu Ă
des postes militaires le long de la ligne
de front armĂŠnienne et lâArtzakh, ainsi
que dans les villages frontaliers de
lâArmĂŠnie.
Les soldats armĂŠniens Andranik
Yeghoyan, 26 ans, et Boris Gasparian,
22 ans, ont ĂŠtĂŠ mortellement blessĂŠs le
5 juin, lorsque les forces azĂŠries ont
tirÊ sur eux à la frontière.
Un soldat armĂŠnien a ĂŠtĂŠ tuĂŠ dans
un raid de lâAzerbaĂŻdjan au sud de la
ligne de contact dans la nuit du 28 mai.

LâAzerbaĂŻdjan et la Turquie ont ĂŠtĂŠ
en mesure dâisoler lâArmĂŠnie de tous
les projets de dĂŠveloppement rĂŠgional
en bloquant ses frontières. Bien que
lâadhĂŠsion de lâArmĂŠnie Ă lâUnion
eurasienne semble vĂŠhiculer un cer-
tain soulagement de cet isolement, de
nombreux dĂŠveloppements rĂŠcents
dans la rĂŠgion indiquent le contraire.
La Russie, après avoir entravÊ les
principaux accords ĂŠconomiques entre
lâArmĂŠnie et lâIran, tente actuellement
de prendre lâArmĂŠnie sous ses ailes Ă
travers la crĂŠation de lâUnion eurasi-
enne, oÚ, au mieux, cette dernière
deviendra un partenaire silencieux,
pas nĂŠcessairement un ĂŠgal, en raison
de la raretĂŠ de ses ressources et du
Karabagh dans ses bagages.
Noursoultan NazarbaĂŻev, prĂŠsident du
Kazakhstan, semble ĂŞtre le porte-
parole de cette nouvelle union, plutĂ´t
que le prĂŠsident Vladimir Poutine lui-
mĂŞme.
Après son allocution lors de la cÊrÊ-
monie inaugurale de lâUnion eurasi-
enne, giflant lâArmĂŠnie au nom de
lâAzerbaĂŻdjan, il a poursuivi sa cam-
pagne de panturquisme en invitant
lâAzerbaĂŻdjan et la Turquie Ă lâUnion
eurasienne.
LâadhĂŠsion de la Turquie semble
peu probable, compte tenu du fait que
durant des siècles, elle a ÊtÊ la rivale
de la Russie dans son droit Ă influ-
encer le Caucase. Mais le cas de
lâAzerbaĂŻdjan peut ĂŞtre diffĂŠrent. Après
tout, il est solidement ancrĂŠ dans
toutes les structures stratĂŠgiques,
ĂŠconomiques et politiques de
lâOccident. Bakou peut adhĂŠrer Ă
lâUnion afin de saper les efforts pour le
compte de lâOccident, très semblable
aux actions de la Turquie voulant se
joindre Ă lâUnion europĂŠenne dans le
but très clair de lâaffaiblir. Le
vigoureux soutien amĂŠricain pour
lâadhĂŠsion dâAnkara Ă lâUE provient de
ce mouvement très stratÊgique, parce
que, après lâeffondrement de lâUnion
soviĂŠtique, qui a crĂŠĂŠ une structure de
pouvoir unipolaire dans le monde,
lâEurope ĂŠtait en train de se sevrer
de sa dĂŠpendance envers Washington
pour dĂŠvelopper un nouveau pĂ´le
indĂŠpendant qui pourrait finir par
ĂŠgaler lâhĂŠgĂŠmonie mondiale des Ătats-
Unis.
LâAzerbaĂŻdjan peut, en effet, jouer le
mĂŞme rĂ´le dans lâUnion eurasienne, en
dĂŠpit de ses accords ĂŠnergĂŠtiques avec
lâOccident et son partenariat
stratĂŠgique avec IsraĂŤl.
Ă lâheure actuelle, lâEurope est loin
de constituer un nouveau pĂ´le
indĂŠpendant, compte tenu de ses diffi-
cultĂŠs ĂŠconomiques paralysantes et
des rĂŠcentes ĂŠlections lĂŠgislatives, qui
ont introduit un ĂŠlĂŠment dâauto-
destruction dans sa structure. Par con-
sĂŠquent, la course est entre les Etats-
Unis et la Russie en dĂŠveloppement
pour le contrĂ´le de la masse asiatique
avec son abondance en ressources
naturelles et son importance
stratĂŠgique, selon Zbigniew Brzezinski,
lâancien conseiller Ă la sĂŠcuritĂŠ
nationale du prĂŠsident Carter.
LâAzerbaĂŻdjan peut jouer un rĂ´le
crucial dans ce jeu dâĂŠchecs entre
superpuissances et mĂŞme si son hĂŠgĂŠ-
monie nâest pas assez mature pour
rĂŠaliser ce potentiel, son mentor turc
peut le guider Ă travers ce dĂŠdale poli-
tique.
La rĂŠalisation de ce plan semble
stimuler la rĂŠcente attitude agressive
de Bakou vis-Ă -vis de lâArmĂŠnie.
JusquâĂ prĂŠsent, la confrontation
avec les forces armĂŠniennes se faisait
sur la ligne de contact avec le
Karabagh. Mais le 5 juin dernier, les
forces azÊries ont agi de manière
stratĂŠgique afin de crĂŠer un vent de
panique en ArmĂŠnie: elles ont com-
mencÊ les hostilitÊs à la frontière du
Nakhitchevan et de lâArmĂŠnie. Cela a
ĂŠtĂŠ peut-ĂŞtre encouragĂŠ par les forces
turques qui se sont dĂŠplacĂŠes au
Nakhitchevan sous le couvert dâexerci-
ces militaires conjoints. Deux soldats
armÊniens ont ÊtÊ tuÊs et le ministère
de la DĂŠfense dâArmĂŠnie a exprimĂŠ sa
colère mentionnant de  graves con-
sĂŠquences Âť.
Les AzĂŠris pensent mĂŞme lâimpens-
able: Le 21 novembre 2012, le directeur
du Centre de lâAzerbaĂŻdjan pour lâinno-
vation politique et la technologie,
Mubariz Ahmadoglu, a dĂŠclarĂŠ que le
bombardement de la centrale
nuclĂŠaire de Metzamor en ArmĂŠnie par
lâAzerbaĂŻdjan serait un acte assez
logique dans le cadre de la guerre du
Karabagh et une ĂŠtape encore plus effi-
cace pour la ÂŤ libĂŠration Âť des terri-
toires. Plus tĂ´t, en fĂŠvrier 2010,
lâexpert militaire dâAzerbaĂŻdjan
Uzeyir Jafarov avait dĂŠclarĂŠ que les
troupes azerbaĂŻdjanaises pouvaient
utiliser des ÂŤ reprĂŠsailles sur
Metzamor. Âť
Cette situation soulève une nouvelle
question: tout au long des actions des
forces azĂŠries violant lâaccord de
cessez-le feu à la frontière du
Karabagh, notre partenaire stratĂŠgique,
la Russie, a gardÊ un silence très
rĂŠvĂŠlateur, indiquant que le parapluie
de la prĂŠsence militaire russe en
ArmĂŠnie ne couvrait pas le Karabagh
parce que territoire contestĂŠ. Alors
quâen est-il de lâincident
Ă la frontière entre lâArmĂŠnie et le
Nakhitchevan, qui nâest pas partie Ă un
quelconque conflit? En outre,
lâAzerbaĂŻdjan a violĂŠ lâaccord de
cessez-le dans la rĂŠgion de Tavoush, en
ArmĂŠnie, de nouveau sans percevoir
une seule rÊaction de colère de
Moscou. Mais les actions de la Russie
sont plus ĂŠloquentes que son silence;
la livraison dâĂŠquipements militaires
sophistiquĂŠs est diffĂŠrent, contraire-
ment Ă ce que certains experts tentent
de nous faire croire. Il sâagit plutĂ´t
dâune menace existentielle pour
lâavenir de lâArmĂŠnie.

Les interlocuteurs ont soulignĂŠ la nĂŠcessitĂŠ de prendre des mesures afin
dâĂŠlargir le commerce armĂŠno-autrichien et la coopĂŠration ĂŠconomique, et ont
exprimĂŠ leur confiance lors du Forum ĂŠconomique. Ils ont ĂŠgalement notĂŠ que
mĂŞme si les indicateurs des chiffres dâaffaires bilatĂŠraux sâamĂŠlioraient progres-
sivement, le commerce et la coopĂŠration ĂŠconomique avaient besoin dâun coup
de pouce considĂŠrable.
Par la suite, les prĂŠsidents dâArmĂŠnie et dâAutriche, Serge Sargissian et Heinz
Fischer, ont souhaitĂŠ le succès de lâĂŠvĂŠnement pour le bĂŠnĂŠfice du dĂŠveloppe-
ment de la coopĂŠration ĂŠconomique entre les deux pays.

partenaire stratĂŠgique de la Russie
dans le Caucase du Sud Âť et que le
ministre des Affaires Êtrangères
SergueĂŻ Lavrov se rendra Ă Bakou les
17 et 18 juin pour une quatrième rÊu-
nion de lâannĂŠe. La Russie joue un
double jeu au dĂŠtriment de lâArmĂŠnie.
Que lâAzerbaĂŻdjan adhère Ă lâUnion
eurasienne ou pas, il restera un facteur
important dans la dĂŠtermination du
sort de lâArmĂŠnie par ses autres parte-
naires.
Les fonctionnaires armĂŠniens sont
optimistes en croyant que lâadhĂŠsion
de lâArmĂŠnie Ă lâUnion eurasienne
bĂŠnĂŠficiera ĂŠgalement au Karabagh.
Le prĂŠsident du ComitĂŠ permanent de
lâAssemblĂŠe nationale sur les affaires
financières, Gagik Minassian, a dit
quâil ĂŠtait confiant de voir le Karabagh
devenir un membre de facto de
lâespace ĂŠconomique eurasien sans
adhĂŠrer Ă lâUnion. Il a notĂŠ en outre
que ÂŤ lâArmĂŠnie et le Haut-Karabagh
forment un espace ĂŠconomique com-
mun et quâil ne peut y avoir aucun
poste douanier entre les deux. Âť
Certains analystes utilisent mĂŞme
lâanalogie de lâaccord de Moscou avec
les autres rĂŠgions non reconnues,
telles lâAbkhazie et lâOssĂŠtie du Sud,
qui bĂŠnĂŠficieront des activitĂŠs de
lâUnion Ă travers la Russie. Mais ce qui
pas nĂŠcessairement pour lâArmĂŠnie.
Avec tous ces malheurs politiques
externes, lâArmĂŠnie est ĂŠgalement con-
frontÊ à des problèmes internes insur-
montables, le dĂŠclin ĂŠconomique, le
dĂŠpeuplement, la stagnation politique
et le dĂŠsespoir.
Lâancien prĂŠsident Levon Ter-Pet-
rossian a rĂŠcemment publiĂŠ un article
intitulĂŠ ÂŤ Feuille de route de Serge
Sargissian pour la destruction de
lâArmĂŠnie. Âť Il a notĂŠ quelques points
sensibles et valables, mais sâil pouvait
surmonter sa rancune, il aurait un plus
large auditoire.
Les meneurs des campagnes mĂŠdia-
tiques occidentales combinĂŠes Ă
quelques voix de la diaspora appellent
Ă un changement de rĂŠgime en
ArmĂŠnie. Cependant, lâOccident a con-
spirĂŠ pour renverser le rĂŠgime cor-
rompu de Viktor Ianoukovitch en
Ukraine pour y installer un autre oli-
garque, Petro Porochenko. Le rĂŠsultat
ne bĂŠnĂŠficiera pas plus au peuple
ukrainien. Tout changement en
ArmĂŠnie aura le mĂŞme effet - visages
diffĂŠrents, mĂŞme fin de match.
Le gouvernement, par son insensi-
bilitĂŠ Ă la dĂŠtresse dâun peuple dĂŠs-
espĂŠrĂŠ, continue de dĂŠtruire lâavenir
de lâArmĂŠnie dans une alliance contre
nature avec ses dĂŠtracteurs en
ArmĂŠnie et en diaspora.
LâArmĂŠnie marche sur une corde
raide. Nous devons regarder cette
marche avec une certaine apprĂŠhen-
sion, prĂŠvoyant le pire et espĂŠrant le
meilleur.

Les unitĂŠs de lâarmĂŠe du Karabagh
ont agi pour repousser lâattaque, avec
2 morts et 1 blessĂŠ du cĂ´tĂŠ azerbaĂŻd-
janais. Un militaire de lâarmĂŠe de
dĂŠfense du Karabagh, le caporal Erik
Gasparian, 19 ans, est mort au combat.
Le 23 mai, les forces azĂŠries ont
bombardĂŠ le village de Barekamavan
et les positions de dĂŠfense armĂŠni-
ennes durant 6 heures.
Un raid azĂŠri a ĂŠtĂŠ dĂŠjouĂŠe dans la
nuit du 22 mai Ă la ligne de contact
entre lâarmĂŠe de dĂŠfense du Karabagh
et les forces armĂŠes azĂŠries.
LâarmĂŠe de dĂŠfense a repoussĂŠ
lâattaque, qui aurait blessĂŠ trois soldats
azĂŠris.
Le soldat armĂŠnien Arthur
Ohanjanian, âgÊe de 20 ans, a reçu un
coup mortel dans la rĂŠgion sud de la
ligne de contact entre le Haut-
Karabagh et lâAzerbaĂŻdjan le 20 mai.
Dans la matinĂŠe du 19 avril, les
troupes azĂŠries ont bombardĂŠ des vil-
lages dans la province de Tavoush.
Certains des villageois qui travaillent
dans les vignes ont rĂŠussi Ă sâenfuir. Le
chef du village de Aygepar, Andranik
Aydinian, a exprimĂŠ son inquiĂŠtude
sur le sort de celui-ci, avec des liens de
communication coupĂŠs et aucune
information disponible.
Le village de Choratan a ĂŠgalement
subi des bombardements qui ont com-
mencÊ à 9 heures et ont durÊ près
village, Varoujan Baghramian lâa
indiquĂŠ, ÂŤ les troupes azĂŠries ciblent
de paisibles villageois qui travaillent
dans leurs jardins. Heureusement, per-
sonne nâa ĂŠtĂŠ blessĂŠ. Les bombarde-
ments azĂŠris sont devenus un
phÊnomène assez commun ici. 
Les villages frontaliers de Aygepar,
Movses, Nerkin Karmiraghbyur dans la
province de Tavoush, en ArmĂŠnie, ont
ĂŠtĂŠ intensivement bombardĂŠs au cours
dâune attaque azĂŠrie dans la nuit du 15
avril.
Le 24 mars, Garnik Torosian, 22
ans, a ĂŠtĂŠ abattu en service sur la ligne
de contact entre le Karabagh et les
forces armĂŠes azĂŠries.
Le soldat de lâarmĂŠe du Haut-
Karabagh, Arman Ghukasian, 20 ans,
est dĂŠcĂŠdĂŠ des suites de blessures par
balles le 19 mars; un autre militaire,
Varazdat Zakarian a ĂŠtĂŠ blessĂŠ.
Ă la fin janvier, un soldat de lâarmĂŠe
du Haut-Karabagh, Karen Galstian, âgÊ
de 20 ans, a subi une blessure mortelle
dans une attaque de sniper au nord de
la ligne de contact.
Des tentatives simultanĂŠes de pĂŠnĂŠ-
tration par des groupes azerbaĂŻdjanais
ont ĂŠtĂŠ enregistrĂŠes entre le 19 et le 20
janvier dans les directions de Jraberd
et de Korgan.
Les unitĂŠs de front des forces
armĂŠes du Haut-Karabagh ont remar-
quĂŠ des actions de groupes azerbaĂŻd-
janais et a commencĂŠ une dĂŠfense
organisĂŠe dans les deux sens. Le ser-

Le gouvernement armĂŠnien a soumis au par-
lement un projet de loi accordant des crĂŠdits aux
entreprises spĂŠcialisĂŠes dans le domaine de lâIT, du
logiciel et de lâInternet qui souhaitent se dĂŠvelopper
sur le marchĂŠ armĂŠnien.
Le projet de loi prĂŠsentĂŠ par le vice-ministre de
lâEconomie Garegin Melkonian prĂŠvoit zĂŠro impĂ´t
sur le revenu et un impĂ´t sur les bĂŠnĂŠfices de 10%.
Les entrepreneurs individuels auront ĂŠgalement un
impĂ´t sur le revenu nul.
Les entreprises pourront ĂŠgalement obtenir un
soutien technique et des subventions. Ces crĂŠdits
sont destinĂŠs aux nouvelles entreprises ne comptant
pas plus de 15 employĂŠs et pour une pĂŠriode ne
dĂŠpassant pas trois ans. La loi sera valide jusquâen
2020.
Une commission de certification de 5 membres
dĂŠcidera si une entreprise peut avoir droit Ă ces
rĂŠductions. La commission sera composĂŠe dâun
reprĂŠsentant du ministère de lâEconomie, deux du
ministère des Finances et deux du secteur privÊ.
Selon des ĂŠvaluations prĂŠliminaires, Melkonian a
dĂŠclarĂŠ que lâadoption de la lĂŠgislation permettra de
crĂŠer environ 350 emplois par an.

Kessab families return to
assess damage, plan return
About a dozen Armenian families
returned to Kessab Monday to assess
the damage to residential areas and
plan their return to this mostly-
Armenian populated town, which was
besieged by attacks in late March by
Al Qaeda-linked militants who entered
from Turkey forcing the evacuation of
the population.
The priest of the Armenian Catholic
Church in Kessab, Rev. Nareg Luisian
told Armenpress that Armenian fami-
lies were returning to assess the dam-
age to their houses, as the town con-
tinues to face serious infrastructural
issues such as lack of water, electrici-
ty, telephone communications and
other essentials to resume daily life.
The Armenian community has
appealed to the Syrian authorities urg-
ing them to restore those services and
ensure safe passage of Armenians,
who have sought refuge in nearby
Latakia, Lebanon and other areas in
the vicinity.
Luisian pointed out that the
kitchens in homes have seen the most
damage as they were indiscriminately
used by the insurgents who had inva-
ded peopleâs homes.
Luisian added that all community
centers, schools, churches have either
been burned or have sustained signifi-
cant damages as a result of the mili-
tant attacks on the town. Luisian also
detailed the damage to the St. Michael
Armenian Catholic Church, highlight-
ing that the church altar has been
destroyed and its cross stolen.
âKessab will flourish again,â said
Luisian adding that the Armenians of
Kessab will, once again, bring life to
this ancestral city and last vestige of
Western Armenia.
Sources in and around Kessab indi-
cated on Sunday that the rebel and al
Qaeda-affiliated militants, who seized
the town in March through the Turkish
border, had withdrawn from Kessab.
The Aleppo-based Gandzasar news-
paper is reporting that Syrian army
forces have advance onto the city
square and now control more than
two-thirds of the strategic town.
Troops loyal to President Bashar
Assadâs regime sent tanks to nearby
villages, signaling an imminent army
advance on the border town.
Activists confirmed the account,
adding that the rebel fighters with-
drew to rebel strongholds in the Jabal
al-Akrad area.

party, said the Syrian army liber-
ated the entire region of Kessab,
while the terrorists fled to the
border with Turkey.
âThe western media said the
border was closed not to allow
terrorists penetrate into Turkey,
but these reports are false. Turkey
opened the border, and terrorists
returned the country, while some
of them headed to other Syrian provinces,â Mesropyan said during a press
conference on Tuesday.

Once again, Armenia is trapped in
the web of world political intrigues,
primarily as a result of its isolation
and dangerous depopulation. This
trend does not augur well for the
country.
After years of negotiations with the
European Union, last September
Yerevan made a U-turn, to join the
Russian-led Customs Union, which
today has grown to become the
Eurasian Union.
Time and again, Russian President
Vladimir Putin has denied that his
intention is to recreate the former
Soviet Union, but all the developments
indicate otherwise.
In the face of an intensifying new
cold war, major powers are reposition-
ing themselves in the so-called new
world order. The west always denies
that NATO is a threat to Russia, all the
while encircling Russia to contain its
growing power.
Moscow is trying to break the stran-
glehold in its own way. Ukraine was
the last link in that encirclement
process, which Russia lost but not
without drawing blood, thus not
enabling the west to claim victory in
that tug-of-war, yet.
The annexation of Crimea by
Moscow and its âmisbehaviorâ in
Eastern Ukraine has in turn created
excuses for the west to strike Russia
with economic sanctions.
As a reaction to those threats,
Russia was able to achieve two major
projects of global significance. One
was the $400-billion energy deal with
China and the other was the creation
of the Eurasian Union, which, accord-
ing to President Putin, is âa treaty of
epoch-making historic importance.â
Kazakhstanâs President Nursultan
Nazarbayev similarly crowed, âA new
geopolitical reality of the 21st century
is born.â
The west certainly does not per-
ceive these developments in that per-
spective, in view of the member statesâ
divergent interests. For example, in
1995, 47 percent of Kazakhstanâs trade
activity was with Russia, but by 2011,
40 percent of its exports went to
Europe and only 9 percent to Russia.
An article in the New York Times
on May 30 presents all these activities
in their political context: âLike the
huge gas agreement Russia signed
with China this month, the Eurasian
Economic Union is a way for Moscow
to show that it is pivoting to Asia and
that it can withstand western sanc-
tions and other pressures as it pursues
its national interests, as in its annexa-
tion of Crimea from Ukraine.â
While Russia is well within its rights
to pursue its national interests,
Armenia has to struggle for its sur-
vival. And it seems that Armeniaâs
plight is one of the lower prerogatives
of the Russian regional politics.
While Moscow continually arms
Azerbaijan, its claims that it intends to
solve the Karabagh impasse peacefully
sounds very disingenuous. The action
makes clear that it is not in Moscowâs
interest to resolve the issue in order to
be able to keep both Baku and
Yerevan on a short leash.
To undermine those Russian inten-
tions, the US made an extraordinary
proposal about Karabagh through its
ambassador to the Organization for
Security and Cooperation in Europe
Minsk Group, James Warlick. The
ambassador ordinarily would act in
unison with the other co-chairs of the
Minsk Group, but at a speech at the
Carnegie Foundation, he took the
extraordinary step of enunciating the
US position on the Karabagh problem.
All the above developments consti-
tute the background of what happened
in Astana as the leaders of the
Eurasian Union gathered to sign the
charter of that organization.
While President George Bush was
putting together âA coalition of the
willingâ during the first Gulf War, the
Eurasian Union seems to present a
coalition of the unwilling. In fact,
Russia had to bribe Belarus with a $2-
billion loan to bring it to submission.
Armeniaâs share was $300 million to
repair the Metsamor nuclear power
plant. Incidentally, after the initial fan-
fare to build a new nuclear power
plant in Armenia, Russia has opted for
the same to be built in Turkey.
Another aspect of the Eurasian
Union is political discord among its
participants. While Belarusian
President Lukashenko was predicting
that the union would eventually lead
to a political union, Kazakhstanâs gov-
ernment begged to differ, limiting the
agreement only to economic activities
among the partners. If the Eurasian
Union is to imitate the European
Union, its political dimension will be
missing, since all the new members of
the EU are gradually being integrated
within the NATO structure.
It looks like Nazarbayev calls the
shots in this new union, under
President Putinâs tolerant gaze.
Indeed, as he hosted the summit in
Astana last week, Nazarbayev threw a
bombshell while Armenia and
Kyrgyzstan were waiting at the door
for the founding members of the
union, Russia, Belarus and Ka-
zakhstan, to sign the charter of the
union. That bombshell was a letter by

Azerbaijani President Ilham Aliyev,
who demanded that Armenia be admit-
ted to the Eurasian Union only within
its borders recognized by the United
Nations, meaning without Nagorno
Karabagh.
That was a clear message to
Yerevan that no open border is possi-
ble between Armenia and Karabagh
after Armenia joins the Eurasian
Union.
Armeniaâs reaction was confused
and confusing; before the agreement
was signed, Armenian Prime Minister
Hovik Abrahamyan had stated that
Armenia and Nagorno Karabagh
Republic are a single economic zone
and that there can be no customs or
other borders between them.
After Nazarbayevâs unpleasant let-
ter, President Serge Sargisian of
Armenia contradicted his prime minis-
terâs earlier statement: âAs for what
was voiced by Nazarbayev, first, from
the outset, it is wrong to talk about
borders. What borders are we talking
about? Karabagh problem is not being
solved in the Customs Union.â He
added, âAnd who said that we are
joinging the Customs Union together
with Nagorno Karabagh? There has
been no such thing and could not be,
because at least, under our laws, and
in accordance with our ideas,
Karabagh today is not part of Armenia.
And the fact that the membership in
the Customs Union will contribute to
the solution of the Nagorno Karabagh
problem is unequivocal. Of course,
what Nazarbayev said was unpleasant,
but it cannot harm us.â
Nazarbayevâs intervention was not
only âunpleasant,â but it was even dis-
gusting as he also commented that âwe
should not hurt the feelings of our
friend, Aliyev.â
In addition to doing a favor for his
friend, Mr. Nazarbayev entertains the
idea of inviting Turkey to join the
Eurasian Union, down the road, in
total disregard of the thorny issues
still extent between Armenia and
Turkey.
Russia has remained silent on the
incident. Mr. Putinâs silence seems
ominous. Adding insult to injury, one
of the Russian commentators blamed
Armenia for that âunpleasantâ letter.
Indeed, a senior advisor to the Russian
Federation and the editor of the news
agency, Rex, Modest Kolerov, com-
mented that Aliyevâs letter was a
response to the comments made by
the Armenian prime minister.
Azerbaijan is not even a member of
the Eurasian Union, nor does it intend
to join that entity, but it is still black-
mailing Armenia by flexing its petro
muscles.
Nazarbayev, through his insensitivi-
ty toward one of the members of the
union, on behalf of an outsider,
demonstrates that he is fulfilling the
wishes of his pan-Turanist friends.
Many in Armenia blame him to be the
pillar of Pan-Turanist dreams of
Azerbaijan and Turkey in Central Asia.
Although pan-Turanism and
Ottomanism have been Russiaâs peren-
nial enemies, at this time, Mr. Putin
does not consider them as posing exis-
tential threats to Russia, as he has
other fish to fry, potentially threate-
ning to singe Armenia.
With all the grandiose rhetoric, the
Eurasian Union seems to have started
off on the wrong foot, at least, from
Armeniaâs perspective.

President of Iran has refused to
visit Ataturkâs Mausoleum
âIranâs president has refused to
attend the mausoleum of Ataturk,â
the Iranian office of the BBC news
agency reports.
The Iranian President had left for
Turkey for a two day visit after a
break of 18 years. Following meet-
ings with Turkish president Abdullah
Gul and PM Rejep Tayyip Erdogan,
although according to the Turkish protocol the foreign officials had to visit
Ataturkâs mausoleum, the founder of Turkish Republic, however, both
Iranian presidents Hashemi Rafsanjani in 1996 and the current president
Hasan Rouhani have refused to attend the mausoleum.
The author of the article notes that the authorities of Iran consider
Ataturk and Reza shah as anti-Islam leaders.

This week, Syriaâs civil war contin-
ued to escalate, as Armenian commu-
nities in Aleppoâs Nor Kyugh quarter,
and across the country, became the
targets of mortar attacks, shelling and
bombing on an unprecedented scale.
As this violence continues to unfold,
the Armenian General Benevolent
Union (AGBU) is calling on the inter-
national community to take immediate
measures to safeguard civilians and to
implement a ceasefire so that humani-
tarian aid may reach those in conflict
zones.
The most recent wave of attacks
claimed the lives of scores of innocent
Syrian-Armenians and devastated
whole districts. In Nor Kyugh, which is
primarily populated by Armenians, as
well as elsewhere in Syria, Armenian
schools, churches, residential build-
ings, factories and shops were com-
pletely destroyed. Hundreds of fami-
lies have been forced to flee their
homes, barely escaping death before
finding refuge in relatively safe areas.
AGBU strongly condemns the
heinous attacks on Syrian Armenians
who, since the start of the war, have
continuously advocated for peace and
tranquility. The violence against resi-
dential areas of Syrian Armenians,
which began in Kessab in March and
continues today in the Nor Kyugh
quarter and other Aleppo districts that
are densely populated by Armenians,
threaten the very existence of
Armenians in the city, and their right
to live safely and in dignity.
AGBU is calling for an immediate
ceasefire, and is ready and able to
deliver humanitarian aid to those in
need. AGBU is also ready to partner
with all organizations now organizing
relief efforts on the ground in Syria, to
help our brothers and sisters facing
death and destruction in Nor Kyugh
and throughout Aleppo.

Armenian Deputy FM: Treaty on
accession to Eurasian Union
to be ready by July 1
YEREVAN. â A treaty on Armeniaâs
accession to Eurasian Union will be ready
by July 1, Arme-nian Deputy FM Sha-varsh
Kocharyan told reporters on Tuesday.
âThe treaty will be prepared for signing till
July 1.
There had been statements, including
that on the official website of the Eurasian
Economic Commission. I have nothing to
add,â he said.
Earlier it was noted that the draft treaty will
