MEASUREMENT OF VALUES AND PERFORMANCE
FOR THE INSTITUTIONS OF HIGHER EDUCATION
IN MALAYSIA

2. This presentation highlights the importance of measuring research and
academic performance using instruments that can capture both tangible
and intangible indicators which relate to the positioning of a research
institution in Malaysia. The need to have a standard instrument that can be
accepted universally is a topic that have been debated tremendously until
recently. The impact of using instruments such as QS World University
Ranking, THE-Thompson Reuters Ranking, MyRA, and SETARA (for
Learning and Teaching) will be highlighted in this presentation. The
positive and negative impact from the various rating and ranking exercises
will be highlighted as well with regards to the Malaysian experience. The
main purpose of having such exercises is to be able to put in place a
system that is reputable and accepted by every party in this domain, which
can be used to indicate the quality of our higher education institutions. The
management of data for the purpose of performance measure is also
highlighted including certain aspects such as validity, reliability,
accessibility, and quality. Furthermore, discussion on the impact of such
exercises in driving the culture of excellence especially with regards to
public perception, stakeholders’ expectation and real performance of the
institution will be presented as well.
