 The ISO 14000 series consist of five
standards:
1. Environmental management systems
2. Environmental auditing
3. Environmental labelling
4. Environmental performance evaluation

Construction Quality and Construction
Quality Control (QC) Inspectors
 All construction processes,
procedures, and workmanship must
be inspected Quality Inspectors.
 Inspection should include the
observations, measurements, and
documentation specified in
contractor’s Method Statement and
the Contract Documents.

Quality Control (QC) Testing Staff
 Sampling and testing of field-tested Materials in
accordance with the contract documents.
 Certified Testing Laboratory
 Independent Referee Laboratory
Materials Quality Management
 Contractor is responsible for providing Quality
Control (QC) sampling and testing, and carrying
out Quality Level Analysis during production to
submit when required by the client or client
representative.

Quality Assurance
 Client’s QA Program defines the responsibilities
and roles of both contractor and it’s sub-
contractors.
 The QA Program is contained in the contract
document.
 The contractor is responsible for providing QC
sampling and testing of all the Materials
specified in the contract document.

 In practice Building Control Officers (BCOs) and
inspectors are prepared to provide some advice
where they can and if they visit.
Large Private Developments – Sites where
main contractor is client
 These sites are often those being developed by a
large private house builder.
 The house builder/developer will often have a
project manager and site manager.
 Larger sites-assistant site managers who have
responsibility for quality control.
QUALITY CONTROL
 BCOs and inspectors from the Local Authorities
are prepared to provide some advice where they
can and if they visit.
 However, it is not their role.
 Often, the emphasis, on sites of this nature, is on
getting the work done as quickly as possible to
the minimum standard required to satisfy the
warranty provider and possibly the BCO.
 This emphasis has developed as a result of
commercial pressures on time and finance and
the lack of skilled tradesmen.

Large Private Developments
(where main contractor is not
client)
 The project manager/site manager
for the contractor have to satisfy the
client or their agents that the work
done meets the standard required.
The standard required will normally
have been agreed as part of the
original contract and the
specification.

It is the responsibility of the:

assistant site managers
foremen to ensure that the
quality of work carried out meets
the requirement of the
specification.

Under Design & Build contracts:
 Most of the responsibility for quality
control of design, specification and
construction rests with the main
contractor.
 Under many forms of Design & Build
contract the client is able to check build
quality through the use of:
1. their own Clerk of Works
2. third-party inspection service providers.

Quality Assurance Schemes
 The National Standards Authority of
Ireland (NSAI) is Ireland’s Standards
body.
 They facilitate the development of
voluntary standard documents.
 NSAI is a leading supplier of product and
system certification services, both
domestically and internationally.
 The NSAI represent Irish interests in
European and international Standards
bodies.

 The NSAI are responsible for the Timber
Frame Manufacturers’ Quality Approval
Scheme.
 The scheme does not apply to timber
frame buildings, which are fabricated on
site (stick buildings).
 It is based on the requirements of the
Irish Building Regulations, TGDs and
relevant Irish and British Standards.

QUALITY CONTROL
 HomeBond is a private company set up by the
Construction Industry Federation (CIF).
 It operates independently of the CIF
HomeBond is a warrantor and inspects
constructions to determine:
 ‘good practice’ and/or HomeBond requirements
are being met.
 HomeBond does not underwrite developments
 but provides cover in the event that the
developments are not soundly constructed with
the appropriate materials.
QUALITY CONTROL
HomeBond covers the dwelling against:
 Major structural defects such as:
1. major defect in the foundations of a
dwelling
2. the load-bearing part of its floors
3. walls and roof or retaining walls
necessary for its support which affects the
structural stability of the dwelling’.

Major non-structural defects which
might lead to problems such as:
1.Smoke
2.Water penetration from an adjacent
building into the completed home.
QUALITY CONTROL
 A variety of sources of technical information
exists for those involved in the design,
manufacture and construction of timber frame
buildings in Ireland.
The principal sources of technical information for
each of the disciplines involved is set out below:

 Guidance is given in the Technical Guidance
Documents on how to meet the requirements of
the National Building Regulations.

 The requirements of HomeBond are
published in their House Building
Manual.
 Appendix B of the House Building Manual
publication relates to timber frame
construction.
 Additional guidance, relating specifically
to on-site practice is given in their Right

  • 2. QUALITY CONTROL The designer(s), manufacture and contractors must ensure that minimum quality standards are met and maintained. They must make sure that the building will perform as required and expected by its owners and occupiers.

QUALITY CONTROL Construction Quality and Construction Quality Control (QC) Inspectors  All construction processes, procedures, and workmanship must be inspected Quality Inspectors.  Inspection should include the observations, measurements, and documentation specified in contractor’s Method Statement and the Contract Documents.

QUALITY CONTROL Quality Control (QC) Testing Staff  Sampling and testing of field-tested Materials in accordance with the contract documents.  Certified Testing Laboratory  Independent Referee Laboratory Materials Quality Management  Contractor is responsible for providing Quality Control (QC) sampling and testing, and carrying out Quality Level Analysis during production to submit when required by the client or client representative.

QUALITY CONTROL Quality Assurance  Client’s QA Program defines the responsibilities and roles of both contractor and it’s sub- contractors.  The QA Program is contained in the contract document.  The contractor is responsible for providing QC sampling and testing of all the Materials specified in the contract document.
  • 15. QUALITY CONTROL  In practice Building Control Officers (BCOs) and inspectors are prepared to provide some advice where they can and if they visit. Large Private Developments – Sites where main contractor is client  These sites are often those being developed by a large private house builder.  The house builder/developer will often have a project manager and site manager.  Larger sites-assistant site managers who have responsibility for quality control.
  • 16. QUALITY CONTROL  BCOs and inspectors from the Local Authorities are prepared to provide some advice where they can and if they visit.  However, it is not their role.  Often, the emphasis, on sites of this nature, is on getting the work done as quickly as possible to the minimum standard required to satisfy the warranty provider and possibly the BCO.  This emphasis has developed as a result of commercial pressures on time and finance and the lack of skilled tradesmen.

QUALITY CONTROL Large Private Developments (where main contractor is not client)  The project manager/site manager for the contractor have to satisfy the client or their agents that the work done meets the standard required. The standard required will normally have been agreed as part of the original contract and the specification.
  • 18. QUALITY CONTROL It is the responsibility of the: project manager site manager/ assistant site managers foremen to ensure that the quality of work carried out meets the requirement of the specification.
  • 19. QUALITY CONTROL Under Design & Build contracts:  Most of the responsibility for quality control of design, specification and construction rests with the main contractor.  Under many forms of Design & Build contract the client is able to check build quality through the use of: 1. their own Clerk of Works 2. third-party inspection service providers.
  • 20. QUALITY CONTROL Quality Assurance Schemes  The National Standards Authority of Ireland (NSAI) is Ireland’s Standards body.  They facilitate the development of voluntary standard documents.  NSAI is a leading supplier of product and system certification services, both domestically and internationally.  The NSAI represent Irish interests in European and international Standards bodies.
  • 21. QUALITY CONTROL  The NSAI are responsible for the Timber Frame Manufacturers’ Quality Approval Scheme.  The scheme does not apply to timber frame buildings, which are fabricated on site (stick buildings).  It is based on the requirements of the Irish Building Regulations, TGDs and relevant Irish and British Standards.

  • 24. QUALITY CONTROL  HomeBond is a private company set up by the Construction Industry Federation (CIF).  It operates independently of the CIF HomeBond is a warrantor and inspects constructions to determine:  ‘good practice’ and/or HomeBond requirements are being met.  HomeBond does not underwrite developments  but provides cover in the event that the developments are not soundly constructed with the appropriate materials.
  • 25. QUALITY CONTROL HomeBond covers the dwelling against:  Major structural defects such as: 1. major defect in the foundations of a dwelling 2. the load-bearing part of its floors 3. walls and roof or retaining walls necessary for its support which affects the structural stability of the dwelling’.
  • 26. QUALITY CONTROL Major non-structural defects which might lead to problems such as: 1.Smoke 2.Water penetration from an adjacent building into the completed home.
  • 27. QUALITY CONTROL  A variety of sources of technical information exists for those involved in the design, manufacture and construction of timber frame buildings in Ireland. The principal sources of technical information for each of the disciplines involved is set out below: Architects  Guidance is given in the Technical Guidance Documents on how to meet the requirements of the National Building Regulations.
  • 28. QUALITY CONTROL  The requirements of HomeBond are published in their House Building Manual.  Appendix B of the House Building Manual publication relates to timber frame construction.  Additional guidance, relating specifically to on-site practice is given in their Right On Site leaflets.

QUALITY CONTROL  The TRADA Technology publication (Timber Frame Construction) provides a source of standard details and advice on issues such as: 1. good practice guide 2. a site supervisor checklist 3. guidance on appropriate material specifications.  In-company standard details or standard details issued by the timber frame manufacturer.  WOODSPEC  TRADA/BRE Design Guide for Multi Storey Timber Frame Buildings – Timber Stairs. 
