Choosing the right instrument for measuring length depends on:
the magnitude of the length being measured.
The ranges of instruments used for measuring length are
different.
The maximum reading on the scale of the right instrument
should be greater than the length being measured but not
very much greater
For example, to measure the diameter of a pencil (a small
length) a metre ruler would not be chosen. A micrometer
would be suitable instrument.
