• Ministry of Environment, National Resources and

5. Proposed Coordination of Climate Change
• National Climate Change Council (NCCC) to be chaired
by the President
• Cabinet Secretary of climate affairs to be supported
by a CC Directorate that will sit at MENR&RDA
• Main role: To ensure mainstreaming of CC functions
by national and county governments, approve and
oversee implementation of NCCAP
• By extension the NCCC will have oversight on NAP
implementation
• Key prayers; County govts, NEMA, NDMA, Private
sector, Media, Academia, Research and Wananchi

6. Status of NAP Process in Kenya
• The NAP (2015- 2030) is Kenya’s first plan on
adaptation – started 2014
• It seeks to operationalise the NCCAP (2013-2017)
- Heavily borrowed from its adaptation chapter
• The adaptation TWG formed during the NCCAP
process continued with NAP development
• Other inclusions were civil society, academia and
private sector
• Support from DFID through Finance Innovation CC
Finance (FICCF) and Climate & Development
Knowledge Network (CDNK)
• Coordinated by MENR – Climate Change Secretariat

• Stake holder engagement at national and County
levels and across expert groups
• NAP has undergone national validation and is
awaiting Launch

8. Experience with LEG Guidelines
• Kenya made reference to the LEG technical guidelines
• Climate information was sourced from Kenya Met
Department
• UNFCCC led capacity building in Addis and Zambia on
NAP development process
• Respective sectors gave their priority action e.g. in
Agric Kenya Climate Smart Agric. Prog Framework
• Implementation strategy to be; short (1-2), med (3-5)
and long term (>6) yrs and review every 5 years -
MTPs
• Adaptation Reporting and monitoring outlined as
required by the guidelines
• The guidelines were of great assistance

9. NAP Sectoral Integration
• Kenya’s adaptation priority actions are based on the
vulnerabilities described in the NAP 2015
• Criteria used; - Urgency and ease of implementation in
short-term
- Compatibility with the NCCAP adaptation actions
- Compatibility with the Medium Term Plan actions
- Low-regrets option if implemented
• Across sectors integration actions are grouped in to;
macro adaptation actions, ongoing projects, timeframe,
budgets and proposed implementing agencies.
• Presents synergised approach without losing gains
accrued before

10. Agriculture Sector Integration to NAP
• The Ministry of Agriculture, Livestock and Fisheries
(MoAL&F) is in a combined docket – Agro-forestry
• Forestry sub-sector is in the ministry of MENR&RDA
• An established sectoral Climate Change Unit (CCU)
- where the NAP focal point for agriculture sits
- Partnering with FAO/UNDP to implement the project
on Agric integration in to NAP to be launched
• The Devpt of NAP factored in sectoral approach in
Agric, evident in the INDC submitted to UNFCCC
(KCSAFP)

11. NAP Implementation and Coordination
Key requirements are;
• Well coordinated institutional arrangement,
regulatory, policy and governance
• Technical and organisational capacities supported by
sound knowledge management system
• Adequate funds and Stakeholder’s engagement at all
levels of government and sectors Challenge/ Gap;
• Finance, inter-governmental coordination, up scaling
technology and innovations
