Staffing
• The project has carried out the major staff
recruitments. On the side of MAAIF, two Policy staff
based (Simon Nsereko and Edward Tanyima)
• The PASIC MAAIF component Focal Person/Coordinator
(Mr. Alex Lwakuba) was formerly assigned
• The MAAIF Component implementation Team
members were also nominated by their respective
Heads of Departments. Endorsement of the latter's
Appointment letters is awaited

• MAAIF component activity work plan was
developed (2013/2014). Another work plan for the
calendar year 2015 was also developed and
submitted to IITA
• IITA-MAAIF Partnership Agreement was approved
by the SG and MFPED. It was endorsed by IITA and
MAAIF in October/2014.

5. Project Awareness creation
• Formal introduction of the project to the
beneficiary Local Governments in Eastern) and
South-western) regions was successfully
carried out in September 2014. This helped to
obtain a project buy-in, commitment and
participation of the Local Government
Authorities.

6. Purpose of today’s meeting
Specialised studies
Three (3) studies have been initiated. A House hold survey led by
IFPRI and quality assured by UBOS was carried out in the two
target regions in April and June 2014. Analysis of the data is on-
going.
Value chain studies on Rice and Potatoes led by EPRC are
underway.
Agronomic studies led by IITA are being carried out in the two
target regions in May, 2015. The PASIC MAAIF project staff have
participated and also supervised these studies. Data analysis is on.
Zonal Investment Plans (ZIPs)
Two (2) zonal workshops were organized in December 2015. The
aim of these two workshops was to initiate the process of
developing Zonal Investment Plans (ZIPs) for the Irish and Rice
Value chains.

A strategy for developing Zonal Investment Plan has also been
developed. It has been shared with Agric. Planning Department.
The PASIC ZIP approach to value chain development is being discussed
with Planning Department for consideration/incorporation in the ASSP
process.
Several project planning meetings have been convened under the
leadership of IITA. Work plans for 2014/15 from the Partner Institutions
including MAAIF were developed, presented, discussed and approved.

Support to Policy action
Three (3) important workshops have been organised so far. Through
these, the policies relevant to intensification (Seed, Fertilizer, Land use
and Extension/ reforms) were identified. The status of the Seed and
fertilizer Policies was documented. PASIC supported the Review and
validation of the seed Policy in workshops at Jinja and Munyonyo,
respectively.
2.2.5 Capacity strengthening of MAAIF and its partners to undertake
evidence-based policy action

A capacity needs assessment exercise within MAAIF was carried out
under the leadership of HRD. A report is on record.
A follow on workshop was held on 2rd June, 2015 to validate the
report. A final report including a PASIC MAAIF training Plan is
expected soon.
A training in data collection (cross-sectional data collection): During
the “learning by doing” exercises in the evidence generation phase
was conducted. Four (4) MAAIF statisticians participated in this
training.

EPRC conducted a one week (9th-13th February, 2015)
capacity strengthening training workshop in value chain
analysis and development.
Eight (6) officers from MAAIF headquarters, two (2)each from
Bukalasa and from NARO participated in the training held at EPRC
Makerere
PASIC support to the DSIP review process- March-April 2015
The PASIC project has participated directly in the DSIP review
process and ASSP formulation. The Two PASIC policy staff
participated in the processes and PASIC Project funded the DSIP
Review Report workshop
