Arah Pembangunan Litbang
  Administrasi Negara Untuk Mendukung
     Akselerasi Reformasi Birokrasi dan
Kebijakan Pemerintah Menyongsong Suksesi
       Kepemimpinan Nasional 2014




            Jakarta, November 2011
• Adanya kebutuhan mendesak untuk akselerasi
  reformasi guna mewujudkan birokrasi kelas dunia.
• Adanya siklus & suksesi kepemimpinan nasional
  2014 yg menuntut kesinambungan sistem
  pemerintahan.
• Kinerja kebijakan publik di tanah air dewasa ini
  masih kurang memuaskan:
   • Skala Internasional: HDI, Govt. Effectiveness, Doing
     Business, etc.
   • Nasional: Perda & UU dibatalkan, SK digugat. Lemahnya
     link antara riset dengan kebijakan (belum terwujud
     research-based public policy).
• Manajemen kajian belum optimal.
• Peran LAN sbg Think Tank & sumber policy
  recommendation belum optimal.
 Gejala divergensi fungsi Kajian dan Diklat. Kajian cenderung
  konsentrasi pada perbaikan kebijakan, sedang Diklat fokus ke
  peningkatan kompetensi SDM.
 Khusus lingkup Kajian: Indikasi ketidakjelasan wilayah
  substansi dan belum ada inter-linkages antar unit kajian di
  LAN.
 Belum ada sebuah “Meta Model” yg menjelaskan posisi dan
  kontribusi masing2 Pusat Kajian dalam membangun SANKRI.
  Justru yg terjadi adalah indikasi kegiatan yg overlap, tidak
  sinergis, berjalan secara divergen. Harusnya: parties “become
  known” to each other.
 Perlu dibangun konsensus antar Pusat Kajian menyangkut
  wilayah substansi, inter-linkages antar unit; target capaian
  masing2, dll  Renstra Litbang Administrasi?

                    Urgensi POLICY RESEARCH
 Litbang Administrasi harus diarahkan pada applied
  research terhadap formulasi dan implementasi
  kebijakan. Dengan kata lain, Litbang Administrasi =
  Policy Research.
 Policy Research: a special type of research that can
  provide communities and decision-makers with useful
  recommendations and possible actions for resolving
  fundamental problems. It provides policy-makers with
  pragmatic, action-oriented recommendations for
  addressing an issue, question, or problem. The
  primary focus of policy research is linked to the public
  policy (Majchrzak, “Technical analysis”, in Methods For
  Policy Research, Sage: Beverly Hills, 1984: 3).
 Policy Paper, yakni naskah akademik berisi analisis
  thd permasalahan & berbagai alternatif solusinya.
 Policy Recommendation, yakni hasil analisis yg telah
  mempertimbangkan berbagai aspek (positif &
  negatif) dan memberi pilihan / opsi kebijakan bagi
  policy makers sesuai prioritasnya.
 Policy Actions, yakni agenda yg harus dijabarkan oleh
  instansi/aparat pemerintah lengkap dengan kerangka
  kerja implementasinya.
 Policy Draft / Legal Draft, yakni konsep pengaturan
  dalam format tertentu sesuai jenis, tingkatan
  maupun kepentingan.
 Mengemban upaya-upaya mewujudkan values (nilai-nilai yg
  menghikmati kehidupan bangsa atau nilai-nilai kebangsaan &
  perjuangan bangsa) seperti perjuangan mewujudkan jatidiri
  bangsa dan tujuan bangsa bernegara.
 Memperbaharui terus-menerus sistem & mekanisme kerja
  birokrasi dalam rangka menemukan solusi atas permasalahan
  yg dihadapi sistem AN dalam sebagian ataupun keseluruhan
  dimensinya (values, structure, process, outputs).
 Menciptakan lingkungan yg kondusif (enabling environment)
  bagi berlangsungnya transformasi sistem AN menuju good
  governance, sehingga mampu mendorong upaya percepatan
  peningkatan daya saing nasional, bersih dan bebas KKN.
  Dengan kata lain, LAN diharapkan akan memiliki wibawa dan
  pengaruh kepemimpinan institusional yg kuat sebagai
  “Inspirator” dan “Generator” dalam proses reformasi dan
  transformasi sistem AN.
 Mendorong terbangunnya sebuah sistem, mekanisme, dan tata
  hubungan antar lembaga negara dan lembaga pemerintahan yg
  lebih berbasis pada keseimbangan dan saling bersinergi dalam
  pencapaian visi bersama penyelenggaraan negara (presenting
  political equilibrium). Dalam kaitan ini, peran tsb harus
  diimbangi dengan pendidikan perilaku pejabat publik yg lebih
  berpihak kepada kepentingan bangsa secara kolektif
  (controlling political behavior).
 Menjadi percontohan dalam implementasi manajemen
  pemerintahan di berbagai bidang (modelling / piloting roles).
 Memperkokoh ”peran-peran lama (the genesis roles)” dalam
  rangka memperkuat kinerja kelembagaan LAN: 1) kajian,
  konsultasi & litbang administrasi yg lebih berorientasi pada
  problem solving dan costumer satisfaction & needs-fulfillment;
  2) perombakan sistem diklat dengan penguatan kompetensi
  akademik & analisis pada SDM aparat level bawah.

Arah Pembangunan Litbang Administrasi Untuk Mendukung RB dan Suksesi 2014

  • 1. Arah Pembangunan Litbang Administrasi Negara Untuk Mendukung Akselerasi Reformasi Birokrasi dan Kebijakan Pemerintah Menyongsong Suksesi Kepemimpinan Nasional 2014 Jakarta, November 2011
  • 2. • Adanya kebutuhan mendesak untuk akselerasi reformasi guna mewujudkan birokrasi kelas dunia. • Adanya siklus & suksesi kepemimpinan nasional 2014 yg menuntut kesinambungan sistem pemerintahan. • Kinerja kebijakan publik di tanah air dewasa ini masih kurang memuaskan: • Skala Internasional: HDI, Govt. Effectiveness, Doing Business, etc. • Nasional: Perda & UU dibatalkan, SK digugat. Lemahnya link antara riset dengan kebijakan (belum terwujud research-based public policy). • Manajemen kajian belum optimal. • Peran LAN sbg Think Tank & sumber policy recommendation belum optimal.
  • 3.  Gejala divergensi fungsi Kajian dan Diklat. Kajian cenderung konsentrasi pada perbaikan kebijakan, sedang Diklat fokus ke peningkatan kompetensi SDM.  Khusus lingkup Kajian: Indikasi ketidakjelasan wilayah substansi dan belum ada inter-linkages antar unit kajian di LAN.  Belum ada sebuah “Meta Model” yg menjelaskan posisi dan kontribusi masing2 Pusat Kajian dalam membangun SANKRI. Justru yg terjadi adalah indikasi kegiatan yg overlap, tidak sinergis, berjalan secara divergen. Harusnya: parties “become known” to each other.  Perlu dibangun konsensus antar Pusat Kajian menyangkut wilayah substansi, inter-linkages antar unit; target capaian masing2, dll  Renstra Litbang Administrasi?
  • 4. OUTPUT/ BENEFIT/ INPUT OUTCOMES IMPACT Manajemen Kinerja Kajian Admi- Stabilitas Kajian nistrasi yg Unggul Ekonomi Politik Peran LAN sbg Sustainabilitas Think Tank Pemerintahan & Pembangunan Link & Match Dampak Positif Kajian & Kualitas Kebijakan Publik yg Handal bagi Rakyat Kebijakan Cita-cita besar mewujudkan benefit/impact mensyaratkan program & strategi yg efektif pada level output/outcomes, dan harus didukung dengan reformasi pada dimensi input.

  • 6. KEBIJAKAN MENINGKATNYA PELAYANAN PUBLIK YG BAIK KINERJA PEMERINTAH PUBLIK YG PRIMA • Good  Berkurangnya praktek • Berkualitas; Formulation KKN; • Transparan; • Good  Sistem pemerintahan • Akuntabel; Implementation yg efisien, efektif & • Mudah; • Good monitoring berwibawa; • Murah; & evaluation  Aturan & praktek yg • Cepat; • Good policy non diskriminatif; • Patut; impacts  Partisipasi masyarakat • Adil; dalam pengambilan • Partisipatif. keputusan publik. Urgensi POLICY RESEARCH
  • 7.  Litbang Administrasi harus diarahkan pada applied research terhadap formulasi dan implementasi kebijakan. Dengan kata lain, Litbang Administrasi = Policy Research.  Policy Research: a special type of research that can provide communities and decision-makers with useful recommendations and possible actions for resolving fundamental problems. It provides policy-makers with pragmatic, action-oriented recommendations for addressing an issue, question, or problem. The primary focus of policy research is linked to the public policy (Majchrzak, “Technical analysis”, in Methods For Policy Research, Sage: Beverly Hills, 1984: 3).
  • 8.  Policy Paper, yakni naskah akademik berisi analisis thd permasalahan & berbagai alternatif solusinya.  Policy Recommendation, yakni hasil analisis yg telah mempertimbangkan berbagai aspek (positif & negatif) dan memberi pilihan / opsi kebijakan bagi policy makers sesuai prioritasnya.  Policy Actions, yakni agenda yg harus dijabarkan oleh instansi/aparat pemerintah lengkap dengan kerangka kerja implementasinya.  Policy Draft / Legal Draft, yakni konsep pengaturan dalam format tertentu sesuai jenis, tingkatan maupun kepentingan.
  • 9.  Mengemban upaya-upaya mewujudkan values (nilai-nilai yg menghikmati kehidupan bangsa atau nilai-nilai kebangsaan & perjuangan bangsa) seperti perjuangan mewujudkan jatidiri bangsa dan tujuan bangsa bernegara.  Memperbaharui terus-menerus sistem & mekanisme kerja birokrasi dalam rangka menemukan solusi atas permasalahan yg dihadapi sistem AN dalam sebagian ataupun keseluruhan dimensinya (values, structure, process, outputs).  Menciptakan lingkungan yg kondusif (enabling environment) bagi berlangsungnya transformasi sistem AN menuju good governance, sehingga mampu mendorong upaya percepatan peningkatan daya saing nasional, bersih dan bebas KKN. Dengan kata lain, LAN diharapkan akan memiliki wibawa dan pengaruh kepemimpinan institusional yg kuat sebagai “Inspirator” dan “Generator” dalam proses reformasi dan transformasi sistem AN.
  • 10.  Mendorong terbangunnya sebuah sistem, mekanisme, dan tata hubungan antar lembaga negara dan lembaga pemerintahan yg lebih berbasis pada keseimbangan dan saling bersinergi dalam pencapaian visi bersama penyelenggaraan negara (presenting political equilibrium). Dalam kaitan ini, peran tsb harus diimbangi dengan pendidikan perilaku pejabat publik yg lebih berpihak kepada kepentingan bangsa secara kolektif (controlling political behavior).  Menjadi percontohan dalam implementasi manajemen pemerintahan di berbagai bidang (modelling / piloting roles).  Memperkokoh ”peran-peran lama (the genesis roles)” dalam rangka memperkuat kinerja kelembagaan LAN: 1) kajian, konsultasi & litbang administrasi yg lebih berorientasi pada problem solving dan costumer satisfaction & needs-fulfillment; 2) perombakan sistem diklat dengan penguatan kompetensi akademik & analisis pada SDM aparat level bawah.
